823 Texas school boards say they are “anti-testing”

Political consultant and columnist Jason Stanford out of Austin Tweeted an interesting note today:  823 school boards in Texas now have passed resolutions opposing “over-reliance on high-stakes testing.”

As of October 11, 823 school districts representing more than 4.3 million students have notified us that they’ve adopted the testing resolution opposing the over-reliance on high-stakes testing. That’s 80 percent of Texas school districts and 88 percent of all Texas public school students.

If you believe the current testing system is strangling our public schools, imposing relentless test preparation and memorization and is stealing the love of learning from your students, then we encourage you to present the resolution to your board for consideration. You can use the sample resolution as written or modify it to meet your needs.

Here’s the text of the sample resolution:

WHEREAS, the over reliance on standardized, high stakes testing as the only assessment of learning that really matters in the state and federal accountability systems is strangling our public schools and undermining any chance that educators have to transform a traditional system of schooling into a broad range of learning experiences that better prepares our students to live successfully and be competitive on a global stage; and

WHEREAS, we commend Robert Scott, former Commissioner of Education, for his concern about the overemphasis on high stakes testing that has become “a perversion of its original intent” and for his continuing support of high standards and local accountability; and

WHEREAS, we believe our state’s future prosperity relies on a high-quality education system that prepares students for college and careers, and without such a system Texas’ economic competitiveness and ability to attract new business will falter; and

WHEREAS, the real work of designing more engaging student learning experiences requires changes in the culture and structure of the systems in which teachers and students work; and

Whereas, what occurs in our classrooms every day should be student-centered and result in students learning at a deep and meaningful level, as opposed to the superficial level of learning that results from the current over-emphasis on that which can be easily tested by standardized tests; and

WHEREAS, We believe in the tenets set out in Creating a New Vision for Public Education in Texas (TASA, 2008) and our goal is to transform this district in accordance with these tenets; and

WHEREAS, Our vision is for all students to be engaged in more meaningful learning activities that cultivate their unique individual talents, to provide for student choice in work that is designed to respect how they learn best, and to embrace the concept that students can be both consumers and creators of knowledge; and

WHEREAS, only by developing new capacities and conditions in districts and schools, and the communities in which they are embedded, will we ensure that all learning spaces foster and celebrate innovation, creativity, problem solving, collaboration, communication and critical thinking; and

WHEREAS, these are the very skills that business leaders desire in a rising workforce and the very attitudes that are essential to the survival of our democracy; and

WHEREAS, imposing relentless test preparation and boring memorization of facts to enhance test performance is doing little more than stealing the love of learning from our students and assuring that we fall short of our goals; and

WHEREAS, we do not oppose accountability in public schools and point with pride to the stellar performance of our students, but believe that the system of the past will not prepare our students to lead in the future and neither will the standardized tests that so dominate their instructional time and block our ability to make progress toward a world-class education system of student-centered schools and future-ready students;

THEREFORE BE IT

RESOLVED that the ___________ ISD Board of Trustees calls on the Texas Legislature to reexamine the public school accountability system in Texas and to develop a system that encompasses multiple assessments, reflects greater validity, uses more cost efficient sampling techniques and other external evaluation arrangements, and more accurately reflects what students know, appreciate and can do in terms of the rigorous standards essential to their success, enhances the role of teachers as designers, guides to instruction and leaders, and nurtures the sense of inquiry and love of learning in all students.

Ben Stein off the rails again

Ben Stein is nominally a smart guy, with a degree in economics and a law degree and enough moxie to wangle his way into the movies . . . lives a sort of a charmed life.

Which may be good on one hand, because he runs off the rails sometimes.  Bad on the other hand if others follow him off the rails, assuming he’s smart and knows where he’s going.

Stein’s latest droppings at American Spectator include this gross misunderstanding of the drive for justice and equality (all links added here):

But right now, which is Sunday, I am looking in my favorite book, Bartlett’s Familiar Quotations, for a quote by Hayek about how you cannot clearly associate economic effects with economic causes because so many different circumstances are at work each time.

I cannot find that quote in this edition — maybe a 1976 edition — but I did find a better one from Hayek which I paraphrase here: the attempt at social justice causes more misery than almost any other factor in human life (again, a paraphrase).

Yes. The Communists. The Jacobins. The Communards. The Maoists. The Khmer Rouge. They all caused untold suffering in the phony and vain attempt to make everyone equal… phony because it was just a fig leaf for terrible people to seize power.

We are not supposed to be all equal. Let’s just forget that. We are supposed to have equal rights under law. If we do that, we have done enough. If we try to engineer outcomes, if we overturn tradition to make everyone the same, we ruin society. If we upset tradition to allow for an equal shot at the starting gate, everyone wins, except for the charlatans and would be dictators.

Yet another reason to be a Republican. Give everyone an equal shot — but do not require equal outcomes or even roughly equal outcomes by law. That way lies catastrophe.

Every soul deserves a shot at a Cadillac, but not everyone should be guaranteed a Cadillac… that way lie the tumbrels and the guillotine.

Other groups in history caused untold suffering in the phony and vain attempt to keep everyone from having equal rights.  What’s his point, that he’s forgotten history and has so far avoided a visit from Santayana’s Ghost?

Consider the anti-Jacobins, the monarchy and strict class system against which the French revolted — better?  The Jacobins themselves were mostly upper-class, including a future King of France among them, and the club being composed almost completely of wealthy people or merchants on the rise, quite like a modern Republican-leaning country club.  Does Stein really know this history?

Communards organized and rebelled against a patrician government (think Occupy Wall Street with real venom, tired of eating cats and rats, and with the support of hungry front-line soldiers who sympathized with them).  They did not perpetrate misery in support of social justice, not so much as 18,000 Communards were murdered to put down the rebellion and  continue the social injustice, several thousands more were executed, and a few thousands were “deported” to prison colonies in New Caledonia.  Stein seems to have this history exactly backwards — it was the GOP-style Bismarck-Farve alliance that delivered misery to perpetuate inequality.

One might make a claim that the Maoists in China worked for a degree of a classless society, but not on the scale and not with the success of George Washington — which is probably a clear view into why Mao’s successors beat such a hasty retreat to more capitalistic-bent programs, but still leaving the peasants in the countryside and especially coal miners on the short end of the rights stick.  It’s simply fatuous to claim the Khmer Rouge worked to make people equal under the madman dictator Pol Pot.  It’s  a good, short debate line, but it doesn’t stand up to scrutiny of history — and remember, it was the communist North Vietnamese Army who chased Pol Pot out of power and restored order to Cambodia.

Consider the Roman Empire (which oddly is more akin to modern U.S. Republicans than the Roman Republic), or Czarist Russia before the Bolsheviks.  It’s not like the failed attempts by so-called communists brought down societies that honored equality for citizens.  Stein has the telescope of history by the wrong end, which means he really can’t see what he’s claiming to describe.

Did Hayek really say that working for social justice is error?  I doubt it.  He wrote about wrong-headed attempts to impose social justice, like keeping everyone from having a Cadillac, through formal legal means, or through informal, economic and class means such as closing off opportunities for the poor and middle class to rise.  Stein, a Jew with an Ivy League education, should be sensitive to the closing of opportunities, and appreciative that opportunities are generally open in this nation.  Religion once operated as keys the doors to Ivy League schools, to the detriment of Jews; once recast, those keys provided a door to economic and intellectual achievement for many Jews.

Stein’s column is titled “A Reason to Be Republican.”  Instead he outlines reasons to question the current Republican platform and candidates for the presidency, U.S. Senate and U.S. House of Representatives.  Somehow he confuses Republican policy with the phrase “Equal Justice Under Law,” the words engraved on the West Portico of the U.S. Supreme Court.  It’s useful at such times to remember the building was completed in 1935, and that its design and construction was supervised by Chief Justice William Howard Taft, the former Democrat.  It’s also useful to remember that the GOP has fought against those words ever since, but especially after Richard Nixon determined to jettison GOP dedication to civil rights for African Americans, women and Hispanics, in pursuit of electoral success with the votes of bigots from the South angry at the Democratic Party for having successfully pushed the Civil Rights Act of 1964 and the Voting Rights Act of 1965.  Stein wrote speeches for Nixon.  He should remember that history better, or study it more if he can’t recall.

Especially not the rich should be guaranteed a Cadillac by the government.  They already have the money to get what they need; but having money should not confer rights to take everything while walking on the heads of the middle class and poor.  Everyone deserves a shot, Stein said.  I wish he’d support that claim with his actions, his political contributions, and his endorsement of candidates.

October 9 – St. Denis’s Day, patron saint for those who have lost their head

October 9, 2012

October 9 is the Feast Day of St. Denis.

Who?  He’s the patron saint of Paris (and France, by some accounts), and possessed people.   Take a look at this statue, from the “left door” of the Cathedral of Notre Dame  in Paris (Cathédrale Notre-Dame de Paris: portail de gauche).  He was martyred by beheading, in about 250 C.E.

Our trusty friend Wikipedia explains:

According to the Golden Legend, after his head was chopped off, Denis picked it up and walked two miles, preaching a sermon the entire way.[6] The site where he stopped preaching and actually died was made into a small shrine that developed into the Saint Denis Basilica, which became the burial place for the kings of France. Another account has his corpse being thrown in the Seine, but recovered and buried later that night by his converts.[2]

Clearly, he is the guy to pray to about Michelle Bachmann, Rush Limbaugh, Todd Akin, Paul Ryan, intelligent design, and the Texas State Board of Education, no?  You catch my drift, you can use this factoid to some advantage, enlightenment, and perhaps humor.  In Catholic lore, St. Denis is one of the “14 Holy Helpers,” and his aid is sought to help people with headaches, or who have been possessed.

Crazy GOP members who I suspect of having been possessed give me and America a headache.  St. Denis seems to be our man.

Who else do you know of, in this election year, who keeps talking after losing his/her head?

As Rod Stewart sang, just “let your imagination run wild.”  Maybe St. Denis is listening.

Draconid meteor shower — a great show in 2012?

Space Weather says radar suggests a big show, already begun, with 1,000 meteoroids an hour:

DRACONID METEOR OUTBURST UNDERWAY: The CMOR radar in Canada is picking up a major outburst of Draconid meteors commencing at 16 UT on Oct. 8th. “Radar rates are at 1000 meteors per hour,” reports Bill Cooke of NASA’s Meteoroid Environment Office. “This is greater than last year’s outburst, and 5x the 2005 level.” Cooke encourages northern sky watchers, especially in Europe where night is falling, to be alert for Draconid activity. Because radars are sensitive to very small meteoroids, there is no guarantee that this radar outburst will translate into meteors visible to the human eye. On the other hand, a brilliant display could be in progress. The only way to know is to go outside and look. [CMOR radar data] [sky map] [Submit: reports or photos]

Can you see these rocks as they burn up?  Or are they too small to make a visible “splash,” even though registering on radar?

Heck, some reports say it’s even more active than that; Sky and Telescope reports up to 2,200 meteoroids per hour.

How to tell?  Go outside and look up!

Draconids are most active in the early evening (other showers tend to be active after midnight).  Look toward the head of Draco the Dragon.  EarthSky.org offers a skymap to help out:

Fly your flag today: Columbus Day 2012

Falling down on the job here as arbiter of your flag-flying habits.  How could I forget that some of America celebrates this day as Columbus Day?  (No one in this household gets the day off.)

Fly your U.S. flag today. Fly it to honor Columbus’s discovery of the Americas.  Or, fly your flag to honor exploration and explorers, and to remember the people who suffered so greatly as a result of the collision of European cultures in search of money, and American cultures lacking gunpowder and steel.

The second Monday in October is celebrated as Columbus Day, a federal holiday (though not widely honored in private enterprise).  Columbus made landfall in the Americas for the first time on October 12, 1492, 520 years ago.

Why Obama Now?

Your average campaign ad involves lots of black and white B-roll, ominous music, and floating newspaper headlines. So this nearly 4-minute illustrated reel by Lucas Gray, a veteran of the Simpsons and Family Guy animation departments, is a welcome bit of color. Using audio from a speech President Obama gave at the Associates Press Luncheon in April, “Why Obama Now” is a jaunty mix of cartoon Americans driving their Model T Fords off the assembly line onto the American Dream, graphs and charts sprouting up as the president rattles off statistics, and little bobblehead meanies providing comic relief: Bush and Cheney with a pile of gold (the Clinton surplus), Sarah Palin, Bill O’Reilly, and the rest of the conservative pundit gang. It also includes the best (though not most convincing) explanation of trickle-down economics we’ve seen yet: “If you feed the horse enough oats, some will pass through to the sparrows.”

Veterans speak out: We’re not just laundry

From the Truman National Security Project, a video featuring testimony from veterans of Iraq and Afghanistan especially, questioning whether Mitt Romney has what it takes to be Commander-in-Chief of the U.S. armed forces:

This is rather the opposite of  “swift boating,” isn’t it?  An established organization active on national security issues, with a distinguished staff and board of directors, working on a shoe-string, with identified spokesmen.

The Truman Project’s blog lays out the case for President Obama’s election with respect to his initiatives on behalf of veterans.  As much as I would prefer to see those positive achievements emphasized, campaigns don’t really allow much time for careful, thoughtful explanation.

Box office slaps Hollywood: ‘Don’t talk jive smack against teachers’

Teacher and education blogs were all atwitter — and Twitter was all ablog, I suppose you could say — about the opening this past weekend of the movie “Won’t Back Down.”

“Parent trigger” laws bubble up in discussion a lot recently — laws that allow a group of parents to petition a school district, or the state, and say that they want to take over a local school.  Conservatives and other anti-teacher groups promote these laws as a means of education reform.  Generally, in the few cases in which a school is taken over by parents, teachers and local administrators are fired, and the school operates much like a charter school.

“Won’t Back Down” professes to be “based on a true story.”  I am reminded that both “Psycho” and “Texas Chainsaw Massacre” also professed to be based on a true story — the same story, in fact.  I’ve written about this before — based on a true story, except not in Texas, no chainsaw, no massacre, nor was there a hotel and a shower.  The Adventures of Huckleberry Finn is more carefully based on a true story — there is a Mississippi River; or The Bald Soprano — there are bald people, and there are sopranos.  But I digress.

The film has a cast of some great star power — Maggie Gyllenhaal, Viola Davis and Holly Hunter.  It was produced by the documentary group that also produced Al Gore‘s “Inconvenient Truth,” and then moved to the popular but wildly polemical “Waiting for Superman,” another hit on teachers.  They should have stopped with that one, instead of raising the ante (raising the “anti?”).

Audiences don’t like films that cast teachers as villains, it would appear.

Stephanie Simon of Reuters wrote:

(Reuters) – Education reform film “Won’t Back Down” opened Friday to terrible reviews – and high hopes from activists who expect the movie to inspire parents everywhere to demand big changes in public schools.

The drama stars Maggie Gyllenhaal as a spirited mother who teams up with a passionate teacher to seize control of their failing neighborhood school, over the opposition of a self-serving teachers union.

Reviewers called it trite and dull, but education reformers on both the left and right have hailed the film as a potential game-changer that could aid their fight to weaken teachers’ unions and inject more competition into public education.

Yahoo!’s Movie Talk got to the point:

Even an Oscar-caliber leading cast couldn’t save this one. Maggie Gyllenhaal’s latest film “Won’t Back Down,” also starring Viola Davis and Holly Hunter, set the record this past weekend for the worst opening of a film that appeared in more than 2,500 theaters, making a mere $2.6 million [via Box Office Mojo].

Yes, all three of these former Oscar nominees — Hunter having won a golden statuette in 1994 for “The Piano” — now have a pretty bad blemish on their resume. But they aren’t to blame, say industry watchers, who are reacting to the film with a resounding face palm. “‘Won’t Back Down’ wore the dunce cap last weekend, mostly because its marketing was almost non-existent,” says Jeff Bock, box office analyst for Exhibitor Relations.

“Record for the worst opening?”  Ouch.

Back to the “based on a true story” issue:  We may understand why the screenwriter and director of the first Texas Chainsaw movie, Tobe Hooper took the liberties he did to add elements to the story.  He knew the original story of a disturbed man in Wisconsin who was jailed for corpse mutilation.  He knew that was the foundation for Alfred Hitchcock’s “Psycho.”  How to update it, to make the story bankable from the box office?  Move it to Texas, add a chainsaw with all its terrifying whine, and add in the standard teenager murder story elements; maybe put a mask on the villain/evil beast, to make it more terrifying — there is great terror in being pursued by nameless, faceless folk as Orwell showed us.  Both Hitchcock and Hooper fully understood that the real, dull story, wasn’t something people would pay to sit through while eating grossly-overpriced popcorn.

“Won’t Back Down” suffered from sticking too close to the facts.  If you’re going to claim the antagonist is psycho, you have to give them a big butcher’s knife or a chainsaw, and a costume, in order to make really, really scary.

Clearing out a backlog.

  1. Turns out that tax cuts don’t spur jobs development.  An economist at Berkeley finds that any job stimulus from tax cuts comes from tax cuts to the middle class and poor — in other words, the people who instantly stimulate demand by spending on needed goods and services.

Laissez Faire Today, lazy and unfair as yesterday on issues of DDT

In June [2012] I drew encouragement that Henry I. Miller, the musty old anti-science physician at the Hoover Institution, had not renewed his annual plea to bring back DDT.  Miller is just one of the most predictable trolls of science and history; most years he waits until there are a number of West Nile virus victims, and then he claims we could have prevented it had we just jailed Rachel Carson and poisoned the hell out of America, Africa, Asia and the Moon with DDT.  For years I’ve reminded him in various fora that DDT is particularly inappropriate for West Nile . . .

Since June, Miller popped up and popped off in Forbes, but using the event of the 50th anniversary of Rachel Carson’s brilliant book Silent Spring.  Brilliance and science and history aside, Miller still believes that protecting wildlife and humans from DDT’s manifold harms is a threat to free enterprise — how can anyone be expected to make a profit if they can’t poison their customers?

Miller is not the only throwback to the time before the Age of Reason, though.  It’s time to put the rebuttals on the record, again.

Comes this morning Jeffrey Tucker of Laissez Faire Today, complaining that the resurgence of bedbugs in America is an assault on democracy, apple pie, free enterprise, and Rachel Carson should be exhumed and tortured for her personal banning of DDT worldwide.  You can read his screed.  He’s full of unrighteous and unholy indignation at imagined faults of Carson and imagined benignity of pesticides.

I responded (links added here):

I’m shocked by your mischaracterizations of Rachel Carson, her great book Silent Spring (which it appears to me you didn’t read and don’t know at all), and pesticide regulation. Consequently, you err in history and science, and conclusion. Let me detail the hub of your errors.

You wrote:

Carson decried the idea that man should rule nature. “Only within the moment of time represented by the present century has one species — man — acquired significant power to alter the nature of the world.” This anthropocentrism she decried.

Carson was concerned that we were changing things that would have greater effects later, and that those effects would hurt humans. Her concern was entirely anthropocentric: What makes life worth living? Should we use chemicals that kill our children, cripple us, and create havoc in the things we enjoy in the outdoors, especially if we don’t know the ultimate effects?

Exactly contrary to your claim, her book was directed at the quality and quantity of human lives. She wanted long, good lives, for more people. How could you miss that, if you read any of her writings?

She suggested that killing a bedbug is no different from killing your neighbor: “Until we have the courage to recognize cruelty for what it is — whether its victim is human or animal — we cannot expect things to be much better in this world… We cannot have peace among men whose hearts delight in killing any living creature.”

Carson never wrote that there should be difficulty in killing bedbugs. The passage you quote, but conspiratorially do not cite, comes not from Silent Spring, but from a commentary on a compilation of hunting stories.* She’s referring to killing for the sake of killing, in that passage. I think it’s rather dishonest to claim she equates fighting biting bedbugs with killing animals unsportingly. I worry that you find it necessary to so grossly and dishonestly overstate your case. Is your case so weak?

In fact, she spoke of animals in patently untrue ways: “These creatures are innocent of any harm to man. Indeed, by their very existence they and their fellows make his life more pleasant.”

She did not write that about bedbugs. That’s a false claim.**

I guess she never heard of the Black Death.

I guess you never heard of accuracy. On page 266 of Silent Spring Carson directly addressed plague in a list of insect- and arthropod-borne diseases; Carson wrote:

“The list of diseases and their insect carriers, or vectors, includes typhus and body lice, plague and rat fleas, African sleeping sickness and tsetse flies, various fevers and ticks, and innumerable others.

“These are important problems and must be met. No responsible person contends that insect-borne disease should be ignored. The question that has now urgently presented itself is whether it is either wise or responsible to attack the problem by methods that are making it worse.” (Silent Spring, page 266)

Carson describes abuse of pesticides — such as DDT on bedbugs — that actually makes the insects stronger and tougher to get rid of. That appears to be your stand, now, to do whatever Carson said not to do, in order to poke a thumb in her eye, even if it means making bedbugs worse.

[Tucker continued:] In short, she [Rachel Carson] seemed to suggest that bedbugs — among all the millions of other killer insects in the world — enjoy some kind of right to life. It was a theory that could be embraced only in a world without malaria and bedbugs. But embraced it was.

That’s total fiction. What you write is completely divorced from fact.

By 1972, DDT was banned. And not only DDT. The whole enterprise of coming up with better and better ways to further human life and protect its flourishing was hobbled.

By 1960, DDT had ceased to work against bedbugs — this was one of the things that worried Carson*** and would worry any responsible person [see Bug Girl’s blog]. In her book, Carson warned that indiscriminate use and abuse of DDT would render it useless to fight disease and other insects and pests. By 1965, super mosquito-fighter Fred Soper and the World Health Organization had to stop their campaign to eradicate malaria when they discovered that abuse of DDT in agriculture and other uses had bred malaria-carrying mosquitoes in central and Subsaharan Africa that were resistant and immune to DDT. Keep in mind that the U.S. ban on DDT applied only in the U.S., and only one other nation in the world had a similar ban. DDT has never been banned in Africa, nor Asia.

Carson sounded the warning in 1962. By 1972, when the U.S. banned use of DDT on agricultural crops (and only on crops), it was too late to preserve DDT as a key tool to wipe out malaria.

Was the pesticide industry “hobbled?” Not at all. EPA’s order on DDT explicitly left manufacturing in the U.S. available for export — keeping profits with the pesticide companies, and multiplying the stocks of DDT available to fight disease anywhere in the world that anyone wanted to use it.

The fact is that DDT was a fortunate find, a bit of a miracle substance, and we overused it, thereby cutting short by decades its career as a human life-saver. That was exactly what Carson feared, that human lives would be lost and made miserable, unnecessarily and prematurely, by unthinking use of chemical substances. Pesticide manufacturers have been unable to come up with a second DDT, but not because regulation prevents it. Carson understood that.

There is no shortage of science-ignorant, and science-abusive websites that claim Rachel Carson erred. But 50 years out, the judgment of the President’s Science Advisory Council on her book remains valid: It’s accurate, and correct, and we need to pay attention to what she wrote. Not a jot nor tittle of what Carson wrote in 1962 has proven to be in error. Quite the contrary, as Discover Magazine noted in 2007, thousands of peer-reviewed studies reinforce the science she cited then.

Malaria deaths today are at the lowest level in human history, largely without DDT, and much due to malaria fighters having adopted the methods of fighting the disease that Carson advocated in 1962. Unfortunately, those methods were not adopted for nearly 40 years. Still, the reductions in malaria are remarkable. At peak DDT use in 1959 and 1960, a half-billion people in the world got malaria every year, one-sixth of the world’s people. 4 million died from the disease. In 2009, about 250 million people got malaria — a reduction of 50% in infections — and fewer than 800,000 people died — a dramatic reduction of more than 75% in death toll. This is all the more remarkable when we realize that world population more than doubled in the interim, and at least a billion more people now live in malaria-endemic areas. Much or most of that progress has been without DDT, of necessity — every mosquito on Earth today now carries the alleles of resistance and immunity to DDT.

You impugn a great scientist and wonderful writer on false grounds, and to damaging effect. I hope you’re not so careless in other research.

Rachel Carson was right. The re-emergence of bedbugs, 50 years after she wrote, is not due to anything Carson said, but is instead due to people who petulantly refused to listen to her careful and hard citations to science, and exhortations to stick to what we know to be true to protect human health and the quality of life.

Its beak was held open and breathing was labored.’ Even more pitiful was the mute testimony of the dead ground squirrels, which ‘exhibited a characteristic attitude in death. The back was bowed, and the forelegs with the toes of the feet tightly clenched were drawn close to the thorax…The head and neck were outstretched and the mouth often contained dirt, suggesting that the dying animal had been biting at the ground.’
