Lesson is, we need to act now. The faster and harder we can act to block global heating, the greater chance we have of saving a place for humans on this planet without massive loss.

Annals of global heating, Africa edition: Record heat, again

Dissenters from the science of global heating/climate change often point to snow in winter, or any cool snap anywhere on Earth in any season, as evidence that global warming cannot occur.

In reality, back on Earth, heat records are being set all over the globe, and there are far more heat records than cold records. (“Global warming” is shorthand for “more energy in the atmosphere,” which means the atmosphere strives for equilibrium by releasing and evening out the energy — and that means storms are more severe, and temperature fluctuations are often more extreme. So we should see record colds, too.)

Britain’s meteorology service, the MET, released the map above last week, showing incredible heat across Africa. Africa is frequently overlooked in discussions about climate change.

Intense hot spell in Subsaharian Africa with Togo getting close to its highest temperature on record (it can attack it tomorrow again). Dapaon with 43.0c sets a new all time high,while Wa in Ghana and Bobo Dioulasso in Burkina Faso both tied their all time Tmax with 42.0C.

Global heating made this possible and made it worse

NowThis runs compelling video on FaceBook, but just try to find that video on their YouTube channel or website to share.

This one will have to do. It makes the point.

California’s wildfires, growing steadily worse, rapidly, demonstrate problems of global heating/climate change that we need to solve, but which offer lots of bad arguments for Do Nothings and Climate Dismissives.

Here’s the problem in a nutshell, explained in this video: Rain patterns changed. California now gets massive rains in the spring, which drive overgrowth of grasses, quick-growing shrubs and other fire-prone plants.

Then the rains stop. Hotter summers and autumns dry out the new growth, creating explosive fuel for a fire.

So when a fire starts, it’s difficult-to-impossible to control.

Do Nothings argue that rain totals haven’t dropped, or maybe have increased, so drought fears are not warranted — though the summer without rain drives soil water levels into drought.

Then, they argue that the problem is environmentalists won’t let foresters clean understory dry wood and other fuels to prevent fires. That’s a whole cloth fabrication — reality is that federal budget cuts over the past 20 years leave the U.S. Forest Service unable to do significant brush clearing.

Then, Do Nothings argue that the problem is Caliornians build too many homes, and too many homes in near-wild areas.

In short, it’s always the fault of a “librul Californian,” with no causation left over for global warming.

I found the video I want on Facebook, and you may be able to view it there (even if you are not a member).

Look at the video and please understand, much of that destruction is preventable. Fires will probably continue to get worse, with the fire season now running 12 months of the year in California.

We can fix it. We need to act soon.

Plagued by historically harsh winds, California has been hit with an onslaught of wildfires—the newest of which has broken out near the famed Getty Museum in Los Angeles. It joins several other fires burning across the state, including the Oak Fire in Calabasas, the Tick Fire in Southern California and the massive Kincade Fire in Northern California. 
 
Last night, the Kincade Fire was still burning out of control in its fifth day, dropping from 10% containment to 5% due to hurricane-force winds and dry conditions that have allowed it to spread and made it difficult to control. There have been 200,000 evacuations in Sonoma County because of the fire, and it is expected to burn for another week and a half with no rain in the forecast.

The Getty Fire began early Monday, prompting police to ask thousands of people to evacuate, including Arnold Schwarzenegger, LeBron James, and LA Mayor Eric Garcetti’s parents. About 25,000 live in the LA evacuation zone, which covers a swath of high-priced real estate. A fire in December 2017 lit up the same area and forced drivers into a horrifying, apocalyptic-looking morning commute.
 
Governor Gavin Newsom secured Fire Management Assistance Grants to help fight the flames and announced a $75 million program to alleviate the fires’ impact on citizens. In an emergency declaration made Sunday, he urgent people not to ignore warnings, saying, , “It is critical that people in evacuation zones heed the warnings from officials and first responders, and have the local and state resources they need as we fight these fires.” 
At least 3,400 first responders and personnel are fighting the wildfires.
 
Pacific Gas & Electric (PG&E) the state’s biggest utility provider, shut off power to more than a million residents to try to curb further fire risks, but has received criticism for the lack of notice given. In a statement released Sunday, PG&E said more shut offs may come later in the week. In May, Cal Fire found PG&E was responsible for the Camp Fire, which left 85 dead and destroyed nearly 14,000 homes in 2018. It was the deadliest wildfire in the state’s history. PG&E had admitted it’s equipment was “likely” culpable.
 
The people hit hardest by California’s fires are those who are already vulnerable: homeless populations, the elderly, low-income populations without access to emergency preparations. The LA Times reported that a housekeeper and gardener showed up in the midst of ash and fire to their clients’ homes for work without realizing the homeowners had already evacuated.

A Message from Craig McLean: Hurricane Dorian and Exceptional Service

This following is the original message Craig McLean, NOAA Research Assistant Administrator, sent to all NOAA Research employees on the morning of Monday, September 9th regarding Hurricane Dorian and its wide-ranging impacts.

Dear Colleagues,

The fierce storm we know as Hurricane Dorian has concluded its ferocious path through the Bahamas and along the U.S. East Coast. Many of you have contributed to the excellent science that has underpinned the forecasts and current understanding of storms such as this one, which accelerated quite rapidly in intensity. The storm also presented challenges in track which improved with enhanced observations. We know that our collective work, from the scientists in the aircraft penetrating the storm, to the scientists deploying the glider picket line, to the modelers and folks working the physics of the storms, across OAR and in our CI’s, and across all NOAA Lines, we are working the problem in order to give the NWS forecasters the best tools we possibly can to keep America and our neighbors safe. Thank you. 

During the course of the storm, as I am sure you are aware, there were routine and exceptional expert forecasts, the best possible, issued by the NWS Forecasters. These are remarkable colleagues of ours, who receive our products, use them well, and provide the benefit of their own experience in announcing accurate forecasts accompanied by the distinction of all credible scientists—they sign their work. As I’m sure you also know, there was a complex issue involving the President commenting on the path of the hurricane. The NWS Forecaster(s) corrected any public misunderstanding in an expert and timely way, as they should. There followed, last Friday, an unsigned press release from “NOAA” that inappropriately and incorrectly contradicted the NWS forecaster. My understanding is that this intervention to contradict the forecaster was not based on science but on external factors including reputation and appearance, or simply put, political. Our NOAA Scientific Integrity Policy and Code of Scientific Conduct make clear that all NOAA employees shall approach all scientific activities with honesty, objectively, and completely, without allegiance to individuals, organizations, or ideology. The content of this press release is very concerning as it compromises the ability of NOAA to convey life-saving information necessary to avoid substantial and specific danger to public health and safety. If the public cannot trust our information, or we debase our forecaster’s warnings and products, that specific danger arises. 

You know that the value of our science is in the complexity of our understanding, our ability to convey that understanding to a wide audience of users of this information, and to establish and sustain the public trust in the truth and legitimacy of that information. Unfortunately, the press release of last Friday violated this trust and violated NOAA’s policies of scientific integrity. In my role as Assistant Administrator for Research, and as I continue to administratively serve as Acting Chief Scientist, I am pursuing the potential violations of our NOAA Administrative Order on Scientific Integrity. Thankfully, we have such policies that are independently cited as among the best in the federal community, if not the best. Your NOAA and OAR management and leadership team believes in these policies and principles. I have a responsibility to pursue these truths. I will.

Annals of global warming: Rio Tinto urges mining companies to act on Paris Accord

Rio Tinto mines metals, not coal. Still it’s notable when a mining company threatens action if mining company associations do not act to enforce the goals of the Paris Accord, don’t you think?

According to the news article in The Guardian, Rio Tinto’s position has been carefully worked out over the past two years.


Rio Tinto has signalled it is prepared to quit its membership of industry associations, including the Minerals Council, if it makes public statements inconsistent with Australia’s Paris climate agreement commitment.
The company published a global statement on Thursday night setting out its expectations of the industry bodies it belongs to about commentary they make on climate policy.
It includes an expectation that Australian industry associations will publicly argue against government subsidies for coal.
The statement comes after more than a year of talks between Rio Tinto and the Australasian Centre for Corporate Responsibility, a not-for-profit group that targets social, environmental and governance issues within large corporations.

Rio Tinto published its environmental statement, urging action against global warming climate change, in 2017. Another giant company using natural resources, urging the rest of us to be wise stewards of the Earth.

It’s a start.

Are we doomed? This report is not optimistic — instead it quite starkly spells out the challenge that faces humans, as a total planetary population, if we are to have our species survive for another 100 years.

The language of the report is quite dry, as we expect from scientists. But the report, from the International Panel on Climate Change (IPCC), is really quite urgent. If the planet — meaning you and me — does not make dramatic progress in controlling carbon air pollution now, any child born now will face dramatic problems from climate warming.

From the executive summary of the report:

A. Understanding Global Warming of 1.5°C

A1. Human activities are estimated to have caused approximately 1.0°C of global warming above pre-industrial levels, with a likely
range of 0.8° C to 1.2°C. Global warming is likely to reach 1.5°C between 2030 and 2052 if it continues to increase at the current rate. (high confidence) {1.2, Figure SPM.1}

A1.1.
Reflecting the long-term warming trend since pre-industrial times, observed global meansurface temperature (GMST) for the decade 2006–2015 was 0.87°C (likely between 0.75°C and 0.99°C) higher than the average over the 1850–1900 period (very high confidence). Estimated anthropogenic global warming matches the level of observed warming to within ±20% (likely range). Estimated anthropogenic global warming is currently increasing at 0.2°C (likely between 0.1°C and 0.3°C) per decade due to past and ongoing emissions (high confidence). {1.2.1, Table 1.1, 1.2.4}

Warming greater than the global annual average is being experienced in many land regions and seasons, including two to three times higher in the Arctic. Warming is generally higher over land than over the ocean. (high confidence) {1.2.1, 1.2.2, Figure 1.1, Figure 1.3, 3.3.1, 3.3.2}

Trends in intensity and frequency of some climate and weather extremes have been detected over time spans during which about 0.5° C of global warming occurred (medium confidence). Summary for Policymakers of IPCC Special Report on Global Warming of 1.5°C approved by governments

Incheon, Republic of Korea, October 8– Limiting global warming to 1.5°C would require rapid, far-reaching and unprecedented changes in all aspects of society, the IPCC said in a new assessment. With clear benefits to people and natural ecosystems, limiting global warming to 1.5°C compared to 2°C could go hand in hand with ensuring a more sustainable and equitable society, the Intergovernmental Panel on Climate Change (IPCC) said on Monday.

The Special Report on Global Warming of 1.5°C was approved by the IPCC on Saturday in Incheon, Republic of Korea. It will be a key scientific input into the Katowice Climate Change Conference in Poland in December, when governments review the Paris Agreement to tackle climate change.

“With more than 6,000 scientific references cited and the dedicated contribution of thousands of expert and government reviewers worldwide, this important report testifies to the breadth and policy relevance of the IPCC,” said Hoesung Lee, Chair of the IPCC.

Ninety-one authors and review editors from 40 countries prepared the IPCC report in response to an invitation from the United Nations Framework Convention on Climate Change (UNFCCC) when it adopted the Paris Agreement in 2015.

The report’s full name is Global Warming of 1.5°C, an IPCC special report on the impacts of global warming of 1.5°C above pre-industrial levels and related global greenhouse gas emission pathways, in the context of strengthening the global response to the threat of climate change, sustainable development, and efforts to eradicate poverty.

“One of the key messages that comes out very strongly from this report is that we are already seeing the consequences of 1°C of global warming through more extreme weather, rising sea levels and diminishing Arctic sea ice, among other changes,” said Panmao Zhai, Co-Chair of IPCC Working Group I.

The report highlights a number of climate change impacts that could be avoided by limiting global warming to 1.5°C compared to 2°C, or more. For instance, by 2100, global sea level rise would be 10 cm lower with global warming of 1.5°C compared with 2°C. The likelihood of an Arctic Ocean free of sea ice in summer would be once per century with global warming of 1.5°C, compared with at least once per decade with 2°C. Coral reefs would decline by 70-90 percent with global warming of 1.5°C, whereas virtually all (> 99 percent) would be lost with 2°C.

“Every extra bit of warming matters, especially since warming of 1.5°C or higher increases the risk associated with long-lasting or irreversible changes, such as the loss of some ecosystems,” said Hans-Otto Pörtner, Co-Chair of IPCC Working Group II.

Limiting global warming would also give people and ecosystems more room to adapt and remain below relevant risk thresholds, added Pörtner. The report also examines pathways available to limit warming to 1.5°C, what it would take to achieve them and what the consequences could be. “The good news is that some of the kinds of actions that would be needed to limit global warming to 1.5°C are already underway around the world, but they would need to accelerate,” said Valerie Masson-Delmotte, Co-Chair of Working Group I.

The report finds that limiting global warming to 1.5°C would require “rapid and far-reaching” transitions in land, energy, industry, buildings, transport, and cities. Global net human-caused emissions of carbon dioxide (CO2) would need to fall by about 45 percent from 2010 levels by 2030, reaching ‘net zero’ around 2050. This means that any remaining emissions would need to be balanced by removing CO2 from the air.

“Limiting warming to 1.5°C is possible within the laws of chemistry and physics but doing so would require unprecedented changes,” said Jim Skea, Co-Chair of IPCC Working Group III.

Allowing the global temperature to temporarily exceed or ‘overshoot’ 1.5°C would mean a greater reliance on techniques that remove CO2 from the air to return global temperature to below 1.5°C by 2100. The effectiveness of such techniques are unproven at large scale and some may carry significant risks for sustainable development, the report notes.

“Limiting global warming to 1.5°C compared with 2°C would reduce challenging impacts on ecosystems, human health and well-being, making it easier to achieve the United Nations Sustainable Development Goals,” said Priyardarshi Shukla, Co-Chair of IPCC Working Group III.

The decisions we make today are critical in ensuring a safe and sustainable world for everyone, both now and in the future, said Debra Roberts, Co-Chair of IPCC Working Group II.

“This report gives policymakers and practitioners the information they need to make decisions that tackle climate change while considering local context and people’s needs. The next few years are probably the most important in our history,” she said.

The IPCC is the leading world body for assessing the science related to climate change, its impacts and potential future risks, and possible response options.

The report was prepared under the scientific leadership of all three IPCC working groups. Working Group I assesses the physical science basis of climate change; Working Group II addresses impacts, adaptation and vulnerability; and Working Group III deals with the mitigation of climate change.

The Paris Agreement adopted by 195 nations at the 21st Conference of the Parties to the UNFCCC in December 2015 included the aim of strengthening the global response to the threat of climate change by “holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels.”

As part of the decision to adopt the Paris Agreement, the IPCC was invited to produce, in 2018, a Special Report on global warming of 1.5°C above pre-industrial levels and related global greenhouse gas emission pathways. The IPCC accepted the invitation, adding that the Special Report would look at these issues in the context of strengthening the global response to the threat of climate change, sustainable development, and efforts to eradicate poverty.

Global Warming of 1.5°C is the first in a series of Special Reports to be produced in the IPCC’s Sixth Assessment Cycle. Next year the IPCC will release the Special Report on the Ocean and Cryosphere in a Changing Climate, and Climate Change and Land, which looks at how climate change affects land use.

The Summary for Policymakers (SPM) presents the key findings of the Special Report, based on the assessment of the available scientific, technical and socio-economic literature relevant to global warming of 1.5°C.

What is the IPCC?
The Intergovernmental Panel on Climate Change (IPCC) is the UN body for assessing the science related to climate change. It was established by the United Nations Environment Programme (UN Environment) and the World Meteorological Organization (WMO) in 1988 to provide policymakers with regular scientific assessments concerning climate change, its implications and potential future risks, as well as to put forward adaptation and mitigation strategies. It has 195 member states.

IPCC assessments provide governments, at all levels, with scientific information that they can use to develop climate policies. IPCC assessments are a key input into the international negotiations to tackle climate change. IPCC reports are drafted and reviewed in several stages, thus guaranteeing objectivity and transparency.

The IPCC assesses the thousands of scientific papers published each year to tell policymakers what we know and don’t know about the risks related to climate change. The IPCC identifies where there is agreement in the scientific community, where there are differences of opinion, and where further research is needed. It does not conduct its own research.

To produce its reports, the IPCC mobilizes hundreds of scientists. These scientists and officials are drawn from diverse backgrounds. Only a dozen permanent staff work in the IPCC’s Secretariat.

The IPCC has three working groups: Working Group I, dealing with the physical science basis of climate change; Working Group II, dealing with impacts, adaptation and vulnerability; and Working Group III, dealing with the mitigation of climate change. It also has a Task Force on National Greenhouse Gas Inventories that develops methodologies for measuring emissions and removals.

IPCC Assessment Reports consist of contributions from each of the three working groups and a Synthesis Report. Special Reports undertake an assessment of cross-disciplinary issues that span more than one working group and are shorter and more focused than the main assessments.

Sixth Assessment Cycle
At its 41st Session in February 2015, the IPCC decided to produce a Sixth Assessment Report (AR6). At its 42nd Session in October 2015 it elected a new Bureau that would oversee the work on this report and Special Reports to be produced in the assessment cycle. At its 43rd Session in April 2016, it decided to produce three Special Reports, a Methodology Report and AR6.

The Methodology Report to refine the 2006 IPCC Guidelines for National Greenhouse Gas Inventories will be delivered in 2019. The U.S. National Snow and Ice Data Center in Boulder, Colorado, track ice in the Arctic. The chart shows extent of sea ice in square kilometers, with a comparison of about the past 20 years.

In red, you see what is happening to the ice in 2018 — a dramatic melt, a dramatic plunge in the amount of sea ice.

Arctic Circle area temperatures rose dramatically above normal temperatures for winter in the past few weeks, by 25 to 40 degrees Fahrenheit (see report in the Sydney Morning Herald). Such dramatic increases frequently result when a weakened jet stream fails to keep cold Arctic air in the Arctic — and the polar vortex slips to give some temperate latitude land incredible freezes. The colds that get reported on the news and touted by science dissenters as evidence Global Warming does not occur, are the result of those heat blobs in the Arctic.

Good news from NASA and NOAA: The ozone hole over Antarctica is shrinking, because policy makers heeded warnings from scientists, and they acted in the 1980s to stop the pollution that made the ozone hole grow into hazard.

In other words, cleaning up air pollution works to reduce problems.

If we apply those same principles to global warming climate change, we can save the planet: Listen to scientists, band together internationally, take effective action to stop the pollution.

BUT, much of the shrinkage in the past two years was due to warming atmosphere, which reduces the cold weather period during which the ozone hole grows. In other words, effects of the anti-pollution action isn’t yet clear.

NASA discussed the events in a press release.

“The Antarctic ozone hole was exceptionally weak this year,” said Paul A. Newman, chief scientist for Earth Sciences at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “This is what we would expect to see given the weather conditions in the Antarctic stratosphere.”

The smaller ozone hole in 2017 was strongly influenced by an unstable and warmer Antarctic vortex – the stratospheric low pressure system that rotates clockwise in the atmosphere above Antarctica. This helped minimize polar stratospheric cloud formation in the lower stratosphere. The formation and persistence of these clouds are important first steps leading to the chlorine- and bromine-catalyzed reactions that destroy ozone, scientists said. These Antarctic conditions resemble those found in the Arctic, where ozone depletion is much less severe.

In 2016, warmer stratospheric temperatures also constrained the growth of the ozone hole. Last year, the ozone hole reached a maximum 8.9 million square miles, 2 million square miles less than in 2015. The average area of these daily ozone hole maximums observed since 1991 has been roughly 10 million square miles.

Although warmer-than-average stratospheric weather conditions have reduced ozone depletion during the past two years, the current ozone hole area is still large because levels of ozone-depleting substances like chlorine and bromine remain high enough to produce significant ozone loss.

Scientists said the smaller ozone hole extent in 2016 and 2017 is due to natural variability and not a signal of rapid healing.

First detected in 1985, the Antarctic ozone hole forms during the Southern Hemisphere’s late winter as the returning sun’s rays catalyze reactions involving man-made, chemically active forms of chlorine and bromine. These reactions destroy ozone molecules.

Thirty years ago, the international community signed the Montreal Protocol on Substances that Deplete the Ozone Layer and began regulating ozone-depleting compounds. The ozone hole over Antarctica is expected to gradually become less severe as chlorofluorocarbons—chlorine-containing synthetic compounds once frequently used as refrigerants – continue to decline. Scientists expect the Antarctic ozone hole to recover back to 1980 levels around 2070.

Ozone is a molecule comprised of three oxygen atoms that occurs naturally in small amounts. In the stratosphere, roughly 7 to 25 miles above Earth’s surface, the ozone layer acts like sunscreen, shielding the planet from potentially harmful ultraviolet radiation that can cause skin cancer and cataracts, suppress immune systems and also damage plants. Closer to the ground, ozone can also be created by photochemical reactions between the sun and pollution from vehicle emissions and other sources, forming harmful smog.

Although warmer-than-average stratospheric weather conditions have reduced ozone depletion during the past two years, the current ozone hole area is still large compared to the 1980s, when the depletion of the ozone layer above Antarctica was first detected. This is because levels of ozone-depleting substances like chlorine and bromine remain high enough to produce significant ozone loss.

More work to do; but at least the damage is not increasing dramatically. While it would be good to be able to report that human action to close the ozone hole had produced dramatic results, it is still useful to track the progress of this action, especially when global warming/climate change dissenters frequently argue falsely that the ozone hole never existed, and warming is a similar hoax.

NASA’s AURA satellite group said the ozone holes should be repaired and gone by 2040, 23 years from now.

Annals of Global Warming: Mexican plums blooming early in Dallas

Spring comes earlier every year in Dallas. Our Mexican plums used to blossom in March and April; for the past three years, we’ve had blossoms well before spring even comes. Last year we had a cold snap that took the young fruit out, after a premature blossoming.

It’s a sign of creeping global warming. Every year I marvel at Al Gore’s powers to convince our Mexican plum to blossom early, part of the “global warming conspiracy” so many fear.

That is, this is a symptom of global warming that cannot be faked, that is from observation, and not from models.

With flowers on fruit trees come hopes of a bountiful harvest. Dreading the underlying meaning of such an early blossom does not change our hopes, nor the birds’ hopes, for a good plum harvest.

Earth is nearing the end of the the third record-breaking hot year in a row. 2014 was the hottest year ever, but was beaten by 2015. Now 2015’s heat takes second place to 2016’s heat.

2016’s record-breaking heat too fuel in part from an El Nino through the first nine months of the year; with a La Nina weather pattern developing now, there will be some cooling, but the cooling will not be enough to keep 2016 from being the warmest year ever recorded in human history.

Notes on this milestone can be found in several places; Climate Central’s explanation covers it succinctly.

The National Oceanic and Atmospheric Administration released its temperature data through the end of October on Thursday and found that for the year-to-date, the global average temperature is 1.75°F above the 20th century average of 57.4°F. That puts the year 0.18°F ahead of last year, the current hottest year titleholder, with just two months to go.

“It’s likely that we will end up as record warmest,” Jessica Blunden, a climate scientist with NOAA’s National Centers for Environmental Information, said during a press teleconference.

October itself tied as the third warmest in 136 years of record-keeping, coming in at 1.31°F (0.73°C) above the 20th century average of 57.1°F, according to NOAA. (NASA, which uses a different baseline and slightly different methods, put October in second place.)

September was the first month of the year to not be record warm (it came in second place), as temperatures began to cool slightly with the demise of El Niño and the move toward La Niña. It ended a streak of 16 consecutive record-setting months, itself a record.

Maybe more shocking, it’s been 115 years since we had a record cold year, according to Climate Central.

In fact, global temperatures have been above-average for 382 months in a row by NOAA’s reckoning, going all the way back to the Reagan administration. To find a record cold month requires going all the way back to February 1929. The last record-cold year was even further back, in 1911.

382 months. Anyone under the age of 31 has never experienced a single month of temperatures as low as the 20th century average, in their lifetime. A generation has been raised with global warming climate change as the norm. How will that affect voting patterns and public opinion to change government policies?

No secret that Bill Nye wants governments to act to slow and stop global warming.

Nothing if not hopeful, Nye explained to Mother Jones earlier that electing a president dedicated to making change could push Congress off the dime:

Electing a climate-friendly president is key, Nye says, because it could inject new life into Congress’ long-stagnant climate debate. “There are…many very reasonable people in Congress who are playing the hand they are dealt with these gerrymandered congressional districts,” he adds. “They have to please an extraordinary minority.” With the right leadership and timing, he says, the politicians just might take action.

A candidate rational about science and climate change is likely to be rational on other issues, too.
