As scientists and educators across Texas and the nation mark the 200th birthday of Charles Darwin with calls for a renewed commitment to science education, the State Board of Education continues to engage in narrow theological debate about the validity of evolution. If Texas schoolchildren are to succeed in the 21st Century economy, the SBOE must focus less on internal philosophical differences and more on improving science instruction.
Last month, the board once again got bogged down in a bitter dispute over this issue. Members tentatively approved new science curriculum standards that protect teaching of evolution in one area, while creationists succeeded in watering it down elsewhere. Sadly, it was just the latest battle in the “culture war” being fought by a board that decides what more than 4.7 million Texas children learn in their public schools.
Families should be the primary educators on matters of faith, not our public schools. Regardless of board members’ personal beliefs on creationism and evolution, science classrooms are not the place for resolving such disagreements about faith. Those classrooms should focus on science.
Despite one’s personal stance on evolution, its teaching is critical to the study of all the biological sciences.
Scientists from our state’s universities have expressed this to the board, and have warned that watering down science education would undermine biotechnology, medical and other industries that are crucial to our state’s future.
Last session, the Legislature committed to investing $3 billion over the next 10 years in making Texas the global leader in cancer research and finding cures. This historic investment is certain to bring economic and academic opportunities to our state.
Sadly, even as our state takes one step forward, the SBOE moves us two steps back by continuing to support a diminished standard for science education. Texas’ credibility and its investment in research and technology are placed at risk by these ongoing, unproductive debates.
This is a critical issue and a critical time. Study after study has demonstrated that states which do well in science education have the brightest long-term economic future. According to Gov. Rick Perry’s Select Commission on Higher Education and Global Competitiveness, despite improved scores in math and reading, Texas’ students continue to lag alarmingly behind other states in science proficiency.
The National Assessment of Education Progress revealed that only 23 percent of Texas 8th graders achieved proficiency in science, compared with 41 percent of students in the top-performing states — the states with which we compete for jobs.
Yet the board continues to undermine high-quality science instruction, allowing our students to slip further behind.
To ensure that the SBOE works as it should, we have filed legislation to place the board under periodic review by the Sunset Advisory Commission and hold them accountable for their performance, just as we do the Texas Education Agency and other state agencies.
The decisions of the SBOE not only impact millions of young lives on a daily basis, but impact the economic progress of our state as well.
For these reasons and many others, the public has a right to full disclosure and oversight.
The board has escaped such scrutiny for far too long. The disregard for educators, instructional experts and scientists can’t continue. It’s time to take a closer look at the operations and policies of the State Board of Education.
Our state, and especially our kids, deserve better.

Until now, their existence was merely hypothetical – this is the first time that any have actually been found in a fossil. Other, more advanced stages in feather evolution have been described, so Beipaiosaurus provides the final piece in a series of structures that takes us from simple filaments to the more advanced feathers of other dinosaurs to the complex quills that keep modern birds aloft.
The simple feathers were discovered by Xu Xing, the famous Chinese palaeontologist who discovered such species as Microraptor and Dilong, among many others. The filaments are longer and broader than those possessed by other dinosaurs andXu calls them “elongated, broad, filamentous feathers” or EBFFs.
Each is about 10-15cm long and 2mm wide – not exactly thick, but still 10-20 times broader than the simple feathers of Sinosauropteryx. They are also unusually stiff, for despite the rigours of death and fossilisation, very few of them are curved or bent.
In other species of extinct dinosaur, simple feathers probably helped to insulate their bodies. But Beipaiosaurus’s feathers were too patchily distributed to have provided much in the way of insulation and they certainly weren’t complex enough for flight.
Instead, Xu thinks that the animal used them for display – their length and stiffness are well-suited for such a purpose, and they’re only found on parts of the body that bear display feathers in modern birds. They provide strong evidence that feathers were used for display long before they were co-opted for flight.
So, what’s that? 243,694 “missing links,” now found? 243,694 for science, 0 for creationism. Isn’t there a five-inning rule in science?
It will be interesting to watch the next round of hearings at the Texas State Board of Education, to see what sort of excuse creationists will invent for why this chunk of science isn’t exactly what it seems to be.

Remember about a year ago when Utah was all atwitter over a voucher proposal that was on a ballot? Remember all the talk about saving money in education?
Describing the smell of this bill doesn’t come close to the total repugnance — go read the report. Fewer than 300 families can be served at that price, statewide. One might suspect the true beneficiaries of this bill are not Utah voters, not Utah educators, nor even the Utah families who get the freebies. Did I mention this involves a major publisher of public school textbooks?
* The “cultural thing”, as businessmen from out of state delicately refer to Mormonism, helps in other ways. Utah’s almost universal conservatism makes for stable, consensual politics. It took the state legislature just two days last month to plug a $272m hole in the budget. By contrast, California’s budget was 85 days late. Nevada’s politicians are preparing for a nasty fiscal fight next year.

NCSE is the only group in America — which means it may be the only group in the world — that stands for science education so stoutly, especially with regard to the teaching of evolution.
Arrayed against much more munificently funded “ministries” of many stripes, against the oddball but money-rich Discovery Institute, NCSE is the only organization that stands to defend the teaching of the hard science of evolution in America’s schools.
Particularly in times like these, when forces of darkness mass to assault science education, we need NCSE. Go check out their website.

My earlier post urging readers to contact Louisiana Gov. Bobby Jindal to urge him to veto the latest creationist eruption the Louisiana Lege gave him, produced an interesting comment. A fellow named Wayne provided links to a presentation by some guy named Perry Marshall, in which Marshall flails vainly against evolution theory. The video is billed as one the Louisiana Coalition for Science “fears.” Wayne wants to know, should we keep children from seeing it?
Marshall apparently isn’t even an engineer, but instead designs ads for internet placement — at least one step removed from the usual joke about engineers as creationists. Of course, that doesn’t help any of his arguments.
Wayne linked to three YouTube presentations, about half of the presentation Marshall made at an unidentified church (there are five segments total, I gather). What you see is bad PowerPoint slides, with audio. Marshall suggests that evolution couldn’t get from the American pronghorn antelope to the African giraffe, but in classic creationist form, he doesn’t address the unique signs of evolution we find in giraffes (neck, vagus nerve, for example) nor in pronghorns (bred for speed to beat the American cheetah, which is now extinct, and thereby hangs a great tale of sleuthing by evolution).
Marshall’s presentation is insulting. To me as a historian, it’s astounding how he can’t accurately list sequences of events well known to history. The science errors he makes are errors any 7th-grade student might make — but he’s passing them off as valid criticism of evolution theory.

These presentations are an omen. They are sent to us as a warning for what the Discovery Institute will try to sneak into classrooms if Jindal signs that bill into law — heck, they’ll try anyway, but we don’t have to drill holes in our kids’ heads to make it easier for con men and snake oil salesmen to get their fingers in there.
This time he’s targeting a textbook on government — and it happens to be one written by the most right wing of the semi-mainstream government text writers.
Education Gadfly has the story here, with the Official Fordham Foundation cynicism at anyone who professes to be the the left of Ayn Rand (it’s an endearing cynicism, really — it makes the stuff much more readable, and it indicates that there is gray matter in action behind the comments). CNBC has the Associated Press story here.
Read it all; and remember to trust your textbooks no farther than you can throw them. The Bathtub tends to agree with the Gadfly that texts should be accurate, and that the selection processes for texts is out of hand (as defined by Diane Ravitch). But on the other hand, it appears to me that James Q. Wilson and John Dilulio, the authors of the text in question, got some things wrong. They can fix it, and do so with a smile.
I don’t want to imply that every geologist should be visiting third-grade classrooms and discussing radiometric dating with the students. That wouldn’t be comfortable for most of us, or most of them. But we can support a strong geological curriculum by getting involved in state and local textbook adoption procedures and curriculum development. Those folks need good scientific advice, and we need to listen to them to see how we can best meet their needs.
I’m actually going to suggest something even easier — something that most of us who teach in colleges and universities do all the time: improve the textbooks we use.
Texas’s state school board is running in exactly the opposite direction, undertaking several initiatives to dumb down science texts, even after approving a requirement for a fourth year of science classes required for graduation.
We can hope Texas’s policy makers will listen to veteran scientist educators like Padian.

Sane members of the Texas State Board of Education hold a slim majority over scripture-at-any-cost-in-science-books creationists.
Creationists are hammering away to defeat at least two incumbent board members to tip the balance, in classic stealth campaigns where they hide their intentions and spend oodles of money hoping to do evil by catching most voters asleep. The creationists are campaigning to beat conservative, religious Baptists, because the Baptists are “too liberal” on evolution.
District 11 includes most of Tarrant County (Fort Worth), and Parker, Ellis and Johnson counties.
Social studies is also at risk here: The stealth candidate, Barney Maddox, is making false claims against Texas social studies teachers and Texas social studies books, especially history books. The guy looks like an ill-informed nutcase, and he has a good chance of winning.
For example, the campaign flier says: “Barney Maddox believes social studies textbooks should devote more space to American presidents than Marilyn Monroe and that the vicious attack of 9-11 should be portrayed as an aggressive act by terrorists, not an American conspiracy.”
Marilyn Monroe makes no appearance in some books; presidents get 100 times more space in any book you choose. No book portrays 9-11 as an American conspiracy. The man campaigns like your standard, wild-eyed nutcase.
Call, write and e-mail everyone you know in Texas to warn them to vote against Barney Maddox, and for Pat Hardy, in the District 11 State School Board race. Your friends may not live in that district, but they should know. There are other racess with similar problems.
Early voting in this primary ends tomorrow night at 7:00 p.m. Tuesday, March 4, is election day.
Creationism is a doctrine to which I, like most Christians, do not subscribe. It springs from a wrong understanding of the Word of God. And anybody who thinks he or she is going to impose his own personal narrow, vain, idolatrous doctrine on the children of this state as they sit helpless in their tenth grade Biology classrooms will have a fight on his hands. Again.

More than 100 biology faculty from universities across Texas signed a letter sent Monday to Education Commissioner Robert Scott saying Texas Education Agency employees should not have to remain neutral on evolution.The letter is in response to the departure of former science curriculum director Chris Comer, who says she was forced to resign days after forwarding an e-mail her superiors said made the agency appear biased against the idea that life is a result of intelligent design.“I’m an evolutionary biologist, and I and many others simply feel that good evolution education is key to understanding biology as a whole,” said University of Texas professor Daniel Bolnick, who has been collecting signatures since last week.
More biologists from more Texas universities would have signed, probably, with more time allowed to gather signatures. Word I have is that the author and organizers wanted to get the letter delivered quickly.The letter was forceful, and stern in emphasizing the strength of scientific support for evolution theory, a rebuke to Commissioner Robert Scott’s political assistant, Lizzette Gonzales Reynolds:
It is inappropriate to expect the TEA’s director of science curriculum to “remain neutral” on this subject, any more than astronomy teachers should “remain neutral” about whether the Earth goes around the sun. In the world of science, evolution is equally well-supported and accepted as heliocentrism. Far from remaining neutral, it is the clear duty of the science staff at TEA and all other Texas educators to speak out unequivocally: evolution is a central pillar in any modern science education, while “intelligent design” is a religious idea that deserves no place in the science classroom at all.
A massive body of scientific evidence supports evolution. All working scientists agree that publication in top peer-reviewed journals is the scoreboard of modern science. A quick database search of scientific publications since 1975 shows 29,639 peer-reviewed scientific papers on evolution in twelve leading journals alone2. To put this in perspective, if you read 5 papers a day, every day, it would take you 16 years to read this body of original research. These tens of thousands of research papers on evolution provide overwhelming support for the common ancestry of living organisms and for the mechanisms of evolution including natural selection. In contrast, a search of the same database for “Intelligent Design” finds a mere 24 articles, every one of which is critical of intelligent design3. Given that evolution currently has a score of 29,639– while “intelligent design” has a score of exactly zero– it is absurd to expect the TEA’s director of science curriculum to “remain neutral” on this subject. In recognition of the overwhelming scientific support for evolution, evolution is taught without qualification– and intelligent design is omitted– at every secular and most sectarian universities in this country, including Baylor (Baptist), Notre Dame (Catholic), Texas Christian (Disciples of Christ) and Brigham Young (Mormon).
This last sentence is weaker than it needs to be. Evolution is taught at every major sectarian university in the U.S., including Southern Methodist University, Vanderbilt, Wake Forest, all the Jesuit colleges and all other Catholic institutions, in addition to those named. It is only the rare, odd Bible college that may not teach evolution. Jerry Falwell’s Liberty University, which does not emphasize science, and the strictly fundamentalist, 19th century Bob Jones University are the only two I have been able to confirm who do not teach evolution in biology courses.

There is no serious college textbook available which uses a non-evolution model to explain biology.In 2003, when the Discovery Institute presented a letter to the Texas SBOE urging skepticism of evolution theory, and then misrepresented the letter as support for intelligent design, more than 100 professors at the University of Texas at Austin and more than 100 professors at Rice University wrote to support evolution. Texas’s four Nobel winners in Medicine or Physiology also called on TEA and the SBOE to emphasize evolution in textbooks. Physics Nobelist Steven Weinberg personally appeared at the citizen hearings on textbooks to stress the point.Texas’s top science scholars and researchers have been clear, consistently over the past decade.
It takes a particular form of political chutzpah and political hubris to ignore this unity of opinion among Texas’s leading researchers and teachers of biology. But Gov. Rick Perry’s recent appointment of arch-creationist Donald McLeroy to chair the SBOE, and the firing of science curriculum expert Chris Comer over her FYI e-mail alerting people to a speech by science philosopher Prof. Barbara Forrest, seem to have made most scientists nervous that the Texas SBOE is gearing up to get stupid again.
No comments from any State Board member, nor from the commissioner yet.
The story has been playing on Texas radio stations most of the day. It was picked up by major Texas newspapers, generally from the Associated Press wire:
(I don’t practice in Texas employment law, and Texas administrative law probably has strong employment-at-will leanings even in government agencies — but this strikes me as an illegal action on the part of TEA; we can’t fire people for doing their jobs as the law requires; we shouldn’t fire public officials for informing people about the law, nor for supporting good academics.)
The education agency, of course, portrays the problem as one of insubordination and misconduct. But from all appearances, Comer was pushed out because the agency is enforcing a political doctrine of strict conservatism that allows no criticism of creationism.
This state has struggled for years with the ideological bent of the state school board, but lawmakers took away most of its power to infect education some years ago. Politicizing the Texas Education Agency, which oversees the education of children in public schools, would be a monumental mistake.
This isn’t the space to explore the debate over creationism, intelligent design and evolution. Each approach should be fair game for critical analysis, so terminating someone for just mentioning a critic of intelligent design smacks of the dogma and purges in the Soviet era.
But then, this is a new and more political time at the state’s education agency.
Robert Scott, the new education commissioner, is not an educator but a lawyer and former adviser to Gov. Rick Perry. This presents an excellent opportunity for the governor and his appointee to step in firmly to put an end to ideological witch hunts in the agency.
The person who called for Comer to be fired is Lizzette Reynolds, a former deputy legislative director for Gov. George Bush. She joined the state education agency this year as an adviser after a stint in the U.S. Department of Education.
The paper is factual and gentle: The position Ms. Reynolds filled at the U.S. Department of Education was in Texas, in a regional office, a plum often reserved for political supporters of the president’s party who need a place to draw a paycheck until the next election season.
There’s a major standards review coming up, and the guy running the show is a bible-thumping clown of a dentist. Note the hint of the wider ramifications: Texas is a huge textbook market, and what goes down in Texas affects what publishers put in books that are marketed nationwide. It is time to start thinking about ending Texas’s influence. If you’re a teacher, a school board member, or an involved parent, and if you get an opportunity to evaluate textbooks for your local schools, look carefully at your biology offerings. If you’re reviewing a textbook and discover that it has been approved for use in Texas, then strike it from your list. It’s too dumb and watered down for your kids.
Nature, one of the preeminent science magazines in the world, has a blog; Texans need to reflect on the article there which lends perspective:
Attitudes to education differ round the world, but things are looking pretty odd in Texas right now. The director of the state’s science curriculum is claiming she was forced out for forwarding an email. Its content was not a risqué joke or a sleazy photo: it was a note about a forthcoming lecture by a philosopher who has been heavily involved in debates over creationism.
The Statesman reports that the Texas Education Agency had recommended firing Chris Comer for repeated misconduct and insubordination (the details of which are unclear) before she resigned. But Comer and others are saying she was forced out for seeming to endorse criticism of intelligent design. An agency memo, according to the Statesman, said: “Ms Comer’s e-mail implies endorsement of the speaker and implies that TEA endorses the speaker’s position on a subject on which the agency must remain neutral.”
In other news, a new international ranking of the science ability of 15 year olds has been conducted by the OECD. The US is below average, a little under Latvia. Finland tops the chart. Those with spare time might find it interesting to compare this chart of the new OECD ranking, with this chart of belief in evolution.
If Ms. Comer’s e-mail implies endorsement of good science, her firing explicitly endorses bad science and crappy education, and thereby contradicts the policies of the State of Texas expressed in law and regulation. Firing an employee for supporting the law, which calls for good and high academic standards, should not be the policy of political appointees; it shouldn’t be legal.
It can’t be a good thing when a state fires its head of science education for promoting science education. But that’s what happened when the Texas Education Agency put its science curriculum director Chris Comer on administrative leave in late October, leading to what she calls a forced resignation.
When the Texas Education Agency urges “neutrality” on good versus bad, you know something is very, very rotten in Austin.

Controversy surrounds history textbooks all over the world. Texans may be a bit more sensitive to the issues while the Texas Education Agency is revising curricula, but others are even more sensitive – such as Turkey, where controversy over the Armenian Genocide threatens to derail Turkey’s 40-year project to join the European Union; Japan, where citizens and other nations protest failures to mention harms done to people by the Japanese Imperial Army during World War II; and even Europe in general, where controversy surrounds efforts to find a unifying, Europe-wide culture.
History is important in our relations with other nations. With increasing globalization, it becomes ever more important that all citizens have basic understanding of their local history, their national history, and world history, if only to avoid the social faux pas in socializing with people from other nations.
The issue is hot in Japan right now. Okinawa, a formerly independent kingdom annexed by Japan in the 19th century (did you know that?), hosted the biggest protest demonstration the island prefecture has ever seen, earlier this month – a protest over the changing of a few words in Japanese school history texts, removing the responsibility for mass suicides on Okinawa from the Japanese Imperial Army.
Brainwashed by Japanese Imperial Army soldiers into believing that victorious American troops would rape all the local women and run over the men with their tanks, Mr. Kinjo and others in his village here in Okinawa thought that suicide was their only choice. A week before American troops landed and initiated the Battle of Okinawa in March 1945, Japanese soldiers stationed in his village gave the men two hand grenades each, with instructions to hurl one at the Americans and then to kill themselves with the other.
Most of the grenades failed to explode. After watching a former district chief break off a tree branch and use it to kill his wife and children, Mr. Kinjo and his older brother followed suit.
”My older brother and I struck to death the mother who had given birth to us,” Mr. Kinjo said in an interview at the Naha Central Church, where he is the senior minister. ”I was wailing of course. We also struck to death our younger brother and sister.”
Mr. Kinjo agreed to tell his story again because the Japanese government is now denying, in new high school textbooks, that Okinawans had been coerced by Imperial troops into committing mass suicide.
The proposed changes to the school textbooks — the deletion of a subject, the change to the passive voice — amounted to just a couple of words among hundreds of pages. But the seemingly minor grammatical alterations have led to swelling anger in the Okinawa islands in Japan, cresting recently in the biggest protest here in at least 35 years and stunning the Japanese government.
How should texts deal with such issues?
China and Korea also protested the rewrite. Hot button issues involve the Japanese invasion and taking of Nanking in 1937, generally known to western historians as “the rape of Nanking;” Japanese treatment of Prisoners of War (POWs), including the Bataan Death March in the Philippines, what amounted to slave labor using POWs in Japan, and Korean women impressed into service as prostitutes to the Japanese Army, at what are euphemistically called “comfort stations.”
Texas history standards writers may benefit from taking a look at some of these other controversies, in other places. These lessons can apply to Texas and U.S. history, where Anglo and European colonist treatment of aboriginal natives is certainly an issue, but also to subjects such as biology and the treatment of evolution, health and the treatment of preventing sexually-transmitted diseases, and environmental science, and the treatment of pollution and climate change issues.
