I’ve been requested to ask my readers to consider taking part in a survey of uses and users of online sources of political information being conducted by researcher Tom Johnson.

Mr. Johnson is a senior scholar at the University of Texas School of Journalism.

Mr. Johnson says that most of the people responding have been conservatives. This is fine as far as that goes, but they’d like to balance it out so the survey is more representative of the full electorate.

The survey should take between about 15 – 20 minutes to complete.

I thought of that line of Dickens’s when I read of this celebration of darkness, ignorance and calumny. Although, with the recent renewing of Limbaugh’s contract, it may no longer be true that his particular brand of darkness is cheap.

Still, it remains dark.

I was reminded of this post from three years ago by a discussion at What’s Wrong With the World (commented on earlier at the Bathtub, here), in which the principal protagonists appear to me to be wholly ignorant of the New Deal, the progressive movement and progressive ideals, and much more of U.S. history, law, and events.  In effect, I thought, that discussion was fueled by that ugly, mean little boy, Ignorance.  The angel warned Scrooge, “but most of all beware this boy [Ignorance], for on his brow I see that written which is Doom.”

War on Education: Is your state short-changing your schools?

CertificationMap.com, the group that tracks what is required to get a teaching certificate in each of the 50 states, also does information graphics from time to time.

Got this one from them today:  A map on how states are spending less on education in 2010 than in 2009.

The map should change dramatically when 2011 is taken into account.  This map shows $15 billion less being spent on schools nationwide.  Texas proposes to cut another $3 billion from spending in Texas alone for 2011.

This is a map of the War on Education in the U.S.  It shows that education, and the U.S., are losing the war.

Texas Lege plans to throw education under the bus

In a desperate attempt to hold on to tax cuts for big oil companies, estate and plantation owners, Republicans in the Texas legislature announced they will steamroll Democrats to throw education under the Texas budget bus.

Seatbelts won’t help the kids in front of the bus.

In a possibly unrelated move, some legislators are re-thinking their plan to allow teachers to carry firearms.

You couldn’t write fiction like this.  Farce with tragic consequences, or pure tragedy?


“Dark day” in Dallas: Republican War on Education creates hundreds of casualties

Texas Gov. Rick Perry’s War on Education created hundreds of casualties today in Dallas Independent School District.  Though the Texas Lege has not approved a final budget, the best case scenario at the moment targets hundreds of jobs in Dallas, and tens of thousands of jobs across Texas.

Dallas ISD Superintendent Michael Hinojosa sent out this message today:

A message from Superintendent of Schools Michael Hinojosa

Earlier today, the district’s administration began the painful process of notifying hundreds of central staff employees that their positions are being eliminated effective immediately. The individuals impacted are good, hard-working people from all departments who have dedicated years of talent and expertise to this school district. They have been colleagues for a long time and they will be missed. While many of them may not have directly worked with children in the classroom, their contributions were nonetheless important in the life of the Dallas Independent School District.

It is highly regrettable that the statewide budget deficit has forced the district to take this drastic course. While many positions are being eliminated, the work is not. Those employees who remain will have an increased burden without extra pay. Please be patient with those who remain on staff in an effort to serve you, parents and the general public.

Today’s action was taken to protect instruction on our campuses as much as possible from the upcoming budget deficit. All totaled, with the layoffs, reassignments, vacancies that will remain unfilled and the number of central staff employees who took the early notification incentive, hundreds of positions have been eliminated from central administration, which will save the district roughly $25 million.

It should be noted that this is the third time in the last four years that Dallas ISD’s central administration staff has been cut. During 2007, 169 central staff positions were eliminated when central services were reorganized. During the fall of 2008, another 160 central staff positions were eliminated because of the district shortfall at the time.

The district is in a financial predicament this time through no fault of our own and we are continuing to work with lawmakers to attempt to minimize cuts to classrooms. At the same time, it appears more likely than ever that Dallas ISD is facing a deficit this next school year of anywhere from $88 million to $126 million. Please continue to press upon state legislators that our work as public school educators is critical to students both now and in the future.

Today is a dark day in our school district and that’s putting it mildly. To those who remain part of Dallas ISD, thank you for your continued hard work on behalf of our students.

Six years ago the Texas Lege cut property taxes, a huge boost to large property owners and those with very expensive tracts of land.  However, the Lege then failed to institute promised new taxes on businesses.  With annual budget shortfalls resulting, contrary to Gov. Perry’s 2010 campaign promises, Texas ended up with a $27 billion deficit in 2011.  Rather than impose new taxes on those who profited from the tax cuts, Rick Perry proposed to fire teachers and close schools.

The Texas budget proposals directly counteract efforts by the Federal Reserve to increase jobs in the nation.

Those firings started today, in Dallas.  Teachers are not included, yet.

“Our nation is at risk. The educational foundations of our society are presently being eroded by a rising tide of mediocrity. If an unfriendly foreign power had attempted to impose on America the mediocre educational performance that exists today, we might well have viewed it as an act of war. We have, in effect, been committing an act of unthinking, unilateral educational disarmament. History is not kind to idlers.”

Those warnings, grim and intentionally provocative, were issued last week by the 18-member National Commission on Excellence in Education in a 36-page report called A Nation at Risk: The Imperative for Educational Reform. Headed by University of Utah President David P. Gardner, the NCEE was set up 20 months ago by Secretary of Education Terrel Bell to examine U.S. educational quality.

This is an encore post from 2007 — we probably need to repeat this more often.  Milton Goldberg, the executive director of the National Commission on Excellence in Education, and Commission Chairman David P. Gardner probably wrote that paragraph.  It should be engraved over the doors of the administration buildings of every school district in America, I think.

Alas, it’s still true.  It’s more true now, with the full-bore War on Education waged by people like Texas Gov. Rick Perry, aided, sometimes intentionally but sometimes not, by Education Secretary Arne Duncan, and people like Michelle Rhee.

Dallas educators still bracing for the budget storm

Today, Proposed Budget Version 3.0 was presented to the Dallas ISD Board of Trustees. This plan considers what a $110 million cut would mean to the district’s budget during the 2011-2012 school year.

From the outset, I want to be clear that we are under no impression at this time that the district will end up facing a $110 million cut. It may end up being larger than that. At the same time, there is a slight possibility that it could be less.

In any event, with only six weeks to go in the Texas legislative session, it is more apparent than ever that school districts throughout the state, including ours, are facing significant cuts because of the state’s budget shortfall. I have worked in public education in Texas for more than 30 years and have never seen anything like this.

The Texas House already has approved HB1, which would require cuts to our budget of anywhere from $130 to $170 million. It would also eliminate significant funding for prekindergarten; reading, math, and science initiatives; and teacher performance pay incentives.

The Senate has yet to vote on HB1, nor has it passed a Senate version, but we are hopeful that it will be an improvement over the current bill. The deficit is so large, however, that it is difficult to get too optimistic.

Proposed Budget Version 3.0 would still eliminate more than 2,400 positions from the district’s payroll. The only positive under this scenario is that, thanks to the 700 contract employees who took the early resignation incentive, the district would not have to further reduce the number of teachers currently employed. While that may be a relief to many, it means that those teachers who remain will be asked to do more.

For instance, under 3.0, the collaborative planning period during the school day for secondary teachers would be eliminated. Middle and high school class-size ratios would be set at 25-1.

The details of Proposed Budget Version 3.0 can be found on the special Web site created to update everyone on our budget: www.dallasisd.org/finoutlook. Bear in mind, however, that as soon as you have a chance to review this plan, our financial staff will have already begun preparing Proposed Budget Version 4.0.

I again want to thank all staff members for your patience throughout this process. I also want to thank those of you who have contacted your lawmakers about your concerns and, especially, to all those who have traveled to Austin to speak out in person. Every little bit helps. Please continue to make your feelings known to lawmakers as they reach the final stretch of their discussions.

When school begins next fall, we will have the same number of students in Dallas ISD, all of whom have dreams for the future. None of them will care about our budget; they will only care about how we are preparing them with the skills to be successful. I know that our dedicated staff will once again rise to the occasion, as it has done so many times before, to meet their needs.


Jailing the teachers . . .

When teachers and NPR crashed the stock market

Teachers are not to blame - pass it on

Our nation faces real crises.  While much of the wealth destroyed by the Crash of 2008 has been recovered, it’s been reallocated from working families to large banks and the wealthy.  We still have a crisis in the Gulf of Mexico, not least over how and whether we can explore for ever-more-precious oil in ever-more-dangerous places — Congress cut the money to improve regulations to prevent future spills.  We need secure pensions for people who work for their entire lives, and want to retire so a younger person can have their job — heck our economy needs people to retire earlier, not later.  We need secure funding for education, for primary and secondary education, and for college, which is increasingly a necessity.

None of those problems was created by teachers, NPR, Planned Parenthood, Head Start, PBS, the guy next door who lost his job, nor the many immigrants who came to this nation to build our economy while building their own little store of wealth.

Ronald Reagan said that for every difficult problem, there is a solution that is simple, easy to understand, popular — and wrong.  I wish people would quit endorsing those solutions to problems we don’t have, and work for real solutions to the problems we do have.

Texas Republicans rammed through their radical budget cut program on April 3, 2011 — ironically on the anniversary of another legislative decision made in the depths of deficit spending.

April 3 is the traditional anniversary of the Marshall Plan.  From the U.S. Census Bureau:

Profile America — Sunday, April 3rd.  One of the major programs that helped to shape history after World War II was signed into law on this date in 1948.  The European Recovery Program — far better known as the Marshall Plan, was suggested a year earlier by Secretary of State George Marshall. On that date in 1948, the U.S. faced the greatest deficits the nation had ever seen, leftover from World War II. Faced with the choice of deeper deficits or no Marshall Plan, Members of Congress chose to borrow the money to rebuild nations hammered by the war,  including our enemies, Germany, Italy and Japan.

What would have happened had the U.S. said “we can’t afford a Marshall Plan?”  Santayana’s Ghost shakes his head.  The U.S. would not have had the aid of growing, free-market economics in France, Germany, Italy, England and Japan, during the Cold War.  Advantages would have been conceded to the Soviet Union and communism, worldwide.

Texas House votes to maim education, cripple health care, send the aged off to ice floes

Where anyone can find an ice floe in Texas is a powerful question, but the search will be on to find some soon, if the budget approved by the Texas House of Representatives cannot be fixed.

Texas House Democrats sent out a notice shortly after the vote, explaining some of the cuts:

An hour ago, Texas House Republicans forced through some of the most destructive budget cuts in Texas history.  On a party line vote, 101 House Republicans trampled on the priorities of regular, middle-class Texas families. [1]

Tonight, Republicans voted to:

  • Eliminate 335,000 Texas jobs in both the public and private sectors, threatening our fragile economic recovery [2]
  • Lay off up to 100,000 teachers and school support workers, crowding dozens of kids into unruly classrooms [3]
  • Kick 100,000 kids out of full day Pre-Kindergarten [4]
  • Close half of the state’s nursing homes, leaving thousands of seniors with no place to go [5]
  • Create a ripple effect that will force local governments like cities, counties and local school districts to raise taxes [6]
  • Cut off access to financial aid for thousands of graduating high school seniors [7], while forcing up college tuition through cuts. [8]

They didn’t have to cut this deeply into the priorities set by most Texas families.  They chose to make the deepest cuts public education since the creation of our school finance system in 1949. [9]

For months, Republicans have been yelling “Cuts! Cuts!” and they have ignored the thousands of office visits, letters, emails and phone calls of average Texans protesting these hurtful cuts.

Democrats offered plenty of creative solutions that would keep schools open, spare nursing homes from closing, and keep our promise to graduating seniors who have worked hard for a chance to earn a college education. Republicans shot them down one by one in favor of deeper cuts.
Anybody can swing an axe and slash budgets across the board.  Texas needs people who can lead, set priorities, and protect those priorities.

Remember, Republicans chose to make these cuts. Help us hold them accountable for costing jobs, hurting families, and for choosing to sacrifice the future of too many Texas kids.

Fewer teachers when more are needed, bigger classrooms when smaller classrooms are needed, less health care in the state with the largest uninsured population of any state, the highest proportion of uninsured people.

Prisons, highways, state parks, and other programs suffered serious cuts, too.

A salute to Medal of Honor winner Rodolfo Hernandez

No television cameras.  No professional photographers.  An employee of American Airlines, Andres Otero, standing by, caught the event, probably with his phone camera.

The rest of the story?

California-native Corporal Rodolfo P. Hernandez served in the U.S. Army, and saw action in the Korean conflict.  He and his unit came under attack near Wontong-ni, Korea, on May 31, 1951.  Here’s the citation, from the Congressional Medal of Honor Society:

Cpl. Hernandez, a member of Company G, distinguished himself by conspicuous gallantry and intrepidity above and beyond the call of duty in action against the enemy. His platoon, in defensive positions on Hill 420, came under ruthless attack by a numerically superior and fanatical hostile force, accompanied by heavy artillery, mortar, and machine gun fire which inflicted numerous casualties on the platoon. His comrades were forced to withdraw due to lack of ammunition but Cpl. Hernandez, although wounded in an exchange of grenades, continued to deliver deadly fire into the ranks of the onrushing assailants until a ruptured cartridge rendered his rifle inoperative. Immediately leaving his position, Cpl. Hernandez rushed the enemy armed only with rifle and bayonet. Fearlessly engaging the foe, he killed 6 of the enemy before falling unconscious from grenade, bayonet, and bullet wounds but his heroic action momentarily halted the enemy advance and enabled his unit to counterattack and retake the lost ground. The indomitable fighting spirit, outstanding courage, and tenacious devotion to duty clearly demonstrated by Cpl. Hernandez reflect the highest credit upon himself, the infantry, and the U.S. Army.

National Medal of Honor Day is officially observed on March 25th. The Medal of Honor is the highest distinction that can be awarded by the President, in the name of the Congress, to members of the Armed Forces who have distinguished themselves conspicuously by gallantry and intrepidity at the risk of their lives above and beyond the call of duty.

The date of March 25th was chosen because the first Medals of Honor were awarded to members of Andrew’s Raiders on March 25, 1863, for their actions during the “Great Locomotive Chase.”

“National Medal of Honor day is celebrated in some communities, however for the most part the occasion comes and goes with little notice. As a patriotic American there are a few things you can do to commemorate this day:

  • Fly your flag with pride and patriotism on this day.
  • Remember our heroes. As a gesture of your appreciation, why not take just a few moments in the week prior to National Medal of Honor Day to mail a “Thank You” card to one of our living Medal of Honor recipients. You can find a list of the living as well as information on writing to them among the pages of the Home of Heroes website or contact the Congressional Medal of Honor Society who will forward the letter to the Medal of Honor Recipient.
  • Inform your local media. Most newspapers aren’t even aware that this special day exists. Why not tip your local media to the occasion. Before you do, check out the Home of Heroes database for Medal of Honor recipients from your city and state as well as any who might be buried in your city. This information can give your media a “local angle” that can increase the probability that they will consider doing a story to remind Americans of our heroes.
  • If there is a Medal of Honor recipient buried in your home town, get a school class, scout troop, or other youth organization to “adopt a grave site”.

The Organization of American Historians Speaks Out on Academic Freedom and Defends OAH Member and University of Wisconsin–Madison Professor William Cronon

The Executive Committee of the Organization of American Historians (OAH), led by President Alice Kessler-Harris, R. Gordon Hoxie Professor of History at Columbia University, issued the following statement on March 30, 2011, supporting academic freedom and deploring the recent efforts of Wisconsin politicians to intimidate OAH member and professor William Cronon:

The Executive Committee of the Organization of American Historians deplores the efforts of Republican party operatives in the state of Wisconsin to intimidate Professor William Cronon, a distinguished and respected member of our organization and currently the president-elect of our sister association, the American Historical Association. As a professional historian, Professor Cronon has used his extensive knowledge of American history to provide a historical context for recent events in Wisconsin. Requiring him to provide his e-mail correspondence, as the Republican party of Wisconsin has now done, will inevitably have a chilling effect on the capacity of all academics to engage in wide public debate. The timing and character of the Freedom of Information Act request for Professor Cronon’s e-mail correspondence leave no doubt that the purpose of this request is to use the authority of the state to prevent William Cronon from freely exercising his rights as a citizen and as a public employee.

Cronon, a professor of environmental and U.S. western history at the University of Wisconsin–Madison, has come under fire from the Wisconsin Republican party. A longtime member of the OAH and a former member of its executive board, Cronon is the incoming president of the American Historical Association. He has been thrust into the spotlight for his March 15, 2011, blog post and for a subsequent op-ed piece in the New York Times, critical of the Wisconsin legislature and Governor Scott Walker. The OAH Executive Committee believes that the action of the Wisconsin Republican party in requesting e-mails sent by Professor Cronon will have a negative impact on academics who engage in wide public debate.
