One more time, I gotta say that the lesson plans from the Bill of Rights Institute on inauguration is top notch.  I’ve shared it around our department, and several people are downloading it, planning to put the stuff to use.  It’s a good, solid lesson plan, it looks like something that will engage students nicely, and it’s on a topic that could not possibly be more timely.

Ada County, Idaho, is home to the state capital, Boise.

As with most county governments in the U.S., a lot of work is delegated to groups that are governed or advised by citizen boards.  Volunteers make up these boards.  In many municipalities, it’s difficult to recruit good citizens to do the work.

Perhaps Ada County is having difficulty getting volunteers to worry about mosquito abatement. Maybe that’s why the advertisement at the city’s unofficial “City Smart”  website urges unnecessary DDT poisoning of the town.

Feeling disenfranchised? Not happy with how the elections turned out? Well, there is still a way for you to impact the body politic in Ada County—the County Board of Commissioners is calling for volunteers to serve as advisors on a number of boards.

The County Commissioners, Paul Woods, Rick Yzaguirre, and Fred Tilman, made the appeal for volunteer advisors in the most recent edition of Ada County’s monthly newsletter.

“The county has numerous volunteer boards and advisory committees that help the Ada County Board of Commissioners in policy development and general operations in areas ranging from housing, planning and zoning, social work and recreation. The unpaid volunteer positions give citizens a unique, insider look at county government while they roll up their sleeves to help their local community. While each board has its own bylaws and varying terms of service, interested parties are always encouraged to apply for a position on any volunteer board,” the county said.

The county went on to describe eight examples of boards that rely on volunteer participation, I’ve profiles the three coolest boards here.

Historic Preservation Council—Are you one of those folks that loves to see historical photos from Ada County’s storied past? Would you love to help identify sites of historical significance or help with education efforts? When then consider helping out with the Ada County Historic Preservation Council where, according to the county, “members must demonstrate an interest, competence, or knowledge in history or historic preservation” and can have a positive effect on how the county coordinates its preservation activities.

Mosquito Abatement Advisory Board—I’m a huge advocate for bringing back DDT (dichloro-diphenyl-trichloroethane) that insecticide extraordinaire which got a bad rap in the 1960’s when it was panned in Rachel Carson’s inaccurate book, Silent Spring. Turns out that DDT is safe for humans and Silent Spring, “contains certain statements at variance with the facts as we now understand them”, as Cecil Adams so eloquently put it in his The Straight Dope column from December 13, 2002. If you feel like I do about slaughtering mosquitoes and ending West Nile Virus in Idaho, then consider volunteering for the Ada County Mosquito Abatement Advisory Board wherein you can meet to discuss our collective war on these blood-sucking bugs. If you are a mosquito-lover who thinks bugs are people too, I would not recommend this board for you. [emphasis added]

Board of Community Guardians—Finally, if you have a heart for the disabled or the mentally ill, you might be the right sort of volunteer for this important board. According to the county, “The Board of Community Guardians manages the Community Guardian Program, which assists individuals who cannot make decisions for themselves because of mental and/or physical impairments or disabilities. These individuals, who are either legally incapacitated or destitute with no financial security or family support., can be determined a ward of the county, and court-appointed volunteers oversee those wards.

Even the vaunted Cecil Adams writes a clunker from time to time, and his agreement with the wholly unsupportable claim that Rachel Carson was wrong is one of those clunkers (but his description of Lyndon Larouche will make you smile).  The facts differ from the claim in this ad:

  1. DDT’s “bad rap” was well deserved.  In the past three years dozens of news articles matched the science journals commemorating the recovery of bald eagles, brown pelicans, osprey and pergrine falcons — recoveries made possible by ending the use of DDT in the wild.  DDT kills entire ecosystems, starting with the predators at the top.  It’s dangerous stuff.
  2. Rachel Carson’s book, Silent Spring, pioneered the use of good, hard scientific data in popular writing.  In its 53 pages of footnotes to scientific studies, science journals and correspondence, critics have been unable to find inaccuracies.  Especially on the issue of DDT’s effects on wildlife, more than a thousand follow-up studies vindicated Carson.  I have not found a contrary study, not one.
  3. DDT is NOT the pesticide of choice for West Nile, in any case.  It’s almost like arguing that DDT is the pharmaceutical of choice to use against malaria — confusing the pesticides used to kill insects with the pharmaceuticals used to treat disease in humans.  DDT is unsuitable for outdoor use, illegal for outdoor use under the 1958 Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and its subsequent amendments because it is “uncontrollable.”  DDT kills non-target species, often better than it kills target species. For mosquito abatement, DDT kills mosquito predators much more effectively than it kills mosquitoes. Plus, it sticks around for years, and it bioaccumulates up food chains, multiplying poison doses to predators, sometimes millions of times.
    West Nile mosquitoes can be effectively treated as larva, if their water homes are known; but DDT is particularly ill-suited for use in water. DDT works best when its spread can be confined indoors, which is where malaria-carrying mosquitoes usually bite. West Nile carriers live and bite outdoors.

I hope Ada County gets volunteers for the mosquito abatement board who know a little bit more about DDT, or who are open to listening to the mosquito abatement experts.

How bad is our economic mess?

Ask county officials in Hamilton County, Kentucky (across the Ohio River from Cincinnati, Ohio).  According to Cincinnati.com, the website for the Cincinnati Enquirer:

County Administrator Patrick Thompson said Monday that the county may have to slash another $2.3 million from its already bare-bones budget proposed for 2009 because of tumbling sales tax collections and reduced funding from the state.

That means that the county will have to find more cuts on top of the more than $40 million it’s already cut from departmental requests.

The news comes as the county sheriff and other public safety officials say even the current recommendations will devastate their ability to do their jobs.

“It’s downright dangerous,” said Michael Snowden, director of Hamilton County’s Emergency Management Agency. “People will die. It’s as simple as that.”

He was referring to a recommendation to withdraw funding for the Greater Cincinnati Hazmat team, which responds to hazardous material spills.

The budget for 2009 has already been cut $31 million below the budget for 2008, to $241 million total.  Recommendations are already in place to lay off 500 workers.

What to do?

Project lower sales tax revenues.  Already done.

The county previously predicted $65 million, or a 0 percent growth, in sales tax receipts next year. Sales tax revenue typically accounts for about 25 percent of the county’s general fund budget. But because of the credit crunch and bailout fallout, all of which just came to a head in the past few months, spending has plummeted and the holiday shopping picture looks bleak. Thompson asked the board to revise that number to $63.9 million, a decrease of $1.1 million.

Maybe the state government can help out?

He also recommended reducing the amount of local money the county would receive from the state by 5 percent, or $1.2 million, to about $22.8 million because the state is in a similarly tough budget situation and likely won’t be able to fund the county adequately.

At least make sure that the public safety offices get funded.

Hamilton County Sheriff Simon Leis said the cuts will have a “dramatic impact” impact on his department. “In my career in law enforcement, this is the worst I’ve ever seen,” he said after the meeting about the budget situation. “We’ve got major problems.”

He said he may decide to cease providing security at the county buildings rather than take deputies off the road. If the county closes the Queensgate jail, 84 corrections officers and 25 support personnel would lose their jobs and 450 inmates would be released, said Leis. Because the county’s main jail has long been out of room, the Queensgate jail, meant for only low-level inmates, now also houses some of the more serious offenders, he said. Inmate charges include burglary, robbery and drug abuse.

“We do have violent offenders down there,” Leis said. “They’re not choir boys.”

The county says it can’t afford to staff or maintain the aging jail, which it leases from a corrections company.

By law, the Hamilton County, Ohio, budget needs to be locked in by January 1, 20 days prior to the inauguration of the new president. No one is talking about bail-outs for state and local governments, yet.

John Florez, writing in Utah’s Deseret News:

It would be even more refreshing to have elected leaders openly declare conflicts of interest without having to be caught or hounded into doing so. Even better would be if they quickly recused themselves where conflicts exist — just because it’s the right thing to do.

It is encouraging to see much of the talk before the state pre-legislative -session talk has included ethics reform and enforcement. That government officials know the public is watching them closely is a gentle and persistent reminder that ethics isn’t going away once the election ended.

Keeping the people’s trust is vital, and that means keeping one’s word. It has been amazing to see the way the administration and Legislature can work together in rapid fashion when they want to accomplish things that a majority of the voters did not want, i.e. soccer stadiums, foreign nuclear waste, vouchers, school district splits, to name a few. If they can do it so quickly for the things we don’t want, they most certainly can work quickly together for the things we do want.

In the Boy Scouts’ merit badge series on citizenship, Scouts are required to write letters to public officials.  This is a good exercise.  Not all students get the full value, but on the chance that answers actually come to the letters, this is a good classroom activity.

Hmmm.  I should use it more.

Obama didn’t start the sub-prime mortgage crisis

The intensity of the rabid attacks on Barack Obama is troubling. The issues grow more bizarre, the links to Obama grow more tenuous, and the shouts more shrill.

And that’s from the reasonable opponents of Obama.

For example, over at the oddly-named IUSB Vision Weblog (Indiana University – South Bend), there is much yammering about how Barack Obama personally is responsible for the sub-prime mortgage industry collapse, because he represented an ACORN client in a redlining case and won the decision from the judge.

From there, the story trails off into a rabbit warren of wild conspiracy theories and the granting of supernatural powers to Obama (though the authors wouldn’t admit it’s supernatural). For example, there is this post about a letter Sen. McCain signed urging some action on oversight of federal mortgage refinancers.

The authors stoutly defend their bizarre claim that Congress is the agency responsible for the regulation of Fannie Mae and Freddie Mac through the OFHEO, Office of Federal Housing Enterprise Oversight. Congress maintains its usual oversight over the executive branch agency, but it is, after all, an executive branch agency. Think about your high school civics classes: Separation of Powers, Checks and Balances.

Congress is not the superintendent of OFHEO

Here is OFHEO’s mission statement — notice no reference to being in Congress’s chain of command:

OFHEO’s mission is to promote housing and a strong national housing finance system by ensuring the safety and soundness of Fannie Mae (Federal National Mortgage Association) and Freddie Mac (Federal Home Loan Mortgage Corporation). OFHEO works to ensure the capital adequacy and financial safety and soundness of two housing government-sponsored enterprises (GSEs) — Fannie Mae and Freddie Mac. Fannie Mae and Freddie Mac are the nation’s largest housing finance institutions. They buy mortgages from commercial banks, thrift institutions, mortgage banks, and other primary lenders, and either hold these mortgages in their own portfolios or package them into mortgage-backed securities for resale to investors. These secondary mortgage market operations play a major role in creating a ready supply of mortgage funds for American homebuyers. Combined assets and off-balance sheet obligations of Fannie Mae and Freddie Mac were $4.2 trillion at year-end 2005.

Fannie Mae and Freddie Mac are Congressionally-chartered, publicly-owned corporations whose shares are listed on the New York Stock Exchange. Under terms of their GSE charters, they are exempt from state and local taxation and from registration requirements of the Securities and Exchange Commission. Each firm has a back-up credit line with the U.S. Treasury.

OFHEO’s oversight responsibilities include:

Conducting broad based examinations of Fannie Mae and Freddie Mac; Developing a risk-based capital standard, using a “stress test” that simulates stressful interest rate and credit risk scenarios; Making quarterly findings of capital adequacy based on minimum capital standards and a risk-based standard; Prohibiting excessive executive compensation; Issuing regulations concerning capital and enforcement standards; and Taking necessary enforcement actions.

OFHEO is funded through assessments of Fannie Mae and Freddie Mac. OFHEO’s operations represent no direct cost to the taxpayer. In its safety and soundness mission, OFHEO has regulatory authority similar to such other federal financial regulators as the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, the Office of Thrift Supervision and the Board of Governors of the Federal Reserve System.

The legislation that established OFHEO also requires Fannie Mae and Freddie Mac to meet certain affordable housing goals set annually by the Secretary of Housing and Urban Development. These goals specify the share of mortgages that the two GSEs are required to purchase annually from low-income, moderate-income and central-city homebuyers.

And, explaining its role in mortgage refinance regulation:

OFHEO was established as an independent entity within the Department of Housing and Urban Development by the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (Title 13 of P.L. 102-550). The agency is headed by a Director appointed by the President for a five-year term.

When I posted this information at IUSB Vision, however, it was censored. Instead, I got this charming response from the immoderator:

Ed – Stop lying,

You did not read the links. You need to start reading at OFHEO.gov and go and read the links I provided. OFHEO reports to Congress, not the administration. It is a fact. Deal with it. All you have to do is go read on their site THEY will tell you.

Charming fellow. He has censored all of my comments since then. At one point he was lecturing me that I didn’t know the organization. I pointed out to him that the Constitution makes clear the lines of organization in this case: OFHEO is an independent agency within the executive branch. It works closely with the Secretary of HUD. The organization charts show it is not a Congressional agency.

Similarly, this fellow is convinced that Obama, as a lawyer, made the federal courts dance to his tune. He appears to have no understanding for how federal courts work, nor for how a federal judge would regard any attorney acting as arrogantly as they claim Obama did.

Object lesson: You cannot reason a person out of a position he did not get to by reason in the first place.

Dallas to cut nearly 700 teachers

Let’s get back to education nuts and bolts for a while.  I have not commented on this partly because I’ve been on the road and just busier than most teachers with three preps, and partly because this is just jaw-droppingly unbelievable stuff.

Education nuts, anyway, maybe without the bolts.

Officials at Dallas Independent School District (DISD) announced over a week ago they had discovered an accounting error that led to hiring too many new teachers, and a $64 million shortfall.  The Board of Trustees asked for more details to a plan proposed last week that includes layoffs of teachers, including some that were newly-hired.

The second report is due this afternoon, and the DISD Board will meet tonight to consider action.  If people are not cut, the budget shortfall will double in the rest of this fiscal year.

Most teachers have been working on estimates that 750 teachers will be axed, which works out to about 3 from each campus.

The Dallas Morning News’s DISD Blog says fewer than 750 will go.

More employees could be laid off than expected. We’re hearing from a good source that 1,209 employees would be let go if the board approves to have a reduction in force at today’s 3 p.m. meeting.

The layoff numbers breakdown like this:

Central office – 164
Campus non-contract support staff – 250
Campus administrators – 50
Teachers – 675
Non-teaching campus support staff – 70

One more battle lost in the War on Education.  For Dallas, this is a big one, for the effects on morale alone.

Coupled with the collapse of schools in Milwaukee, lack of gasoline in Tennessee, the unmitigated and unreported natural disaster from the storm named Gustav that hit Baton Rouge, the known disaster caused by Hurricane and Tropical Depression Ike, one might be excuse for thinking much of the U.S. is sinking to second- or third-world status.  Oh, and did I mention that most of our larger financial institutions are in ruins, too?

As one of the more recent hires in Dallas ISD, excuse me while I go back to working with the kids.

What?  You thought I’d have time to chew my fingernails?  You don’t know jack about teaching, or teachers, if you thought that.

Somebody get that on tape: August 4, 1964, and the Dallas Symphony

The piece just premiered — I hope some lucky recording company has the good sense to take the tapes of the Dallas Symphony’s performances this past week, and release them quick.

“August 4, 1964,” is an oratorio covering a remarkable and fantastic coincidence in the presidency of Lyndon B. Johnson.  On that day, the bodies of three civil rights workers who had been missing for nearly seven weeks, were found in shallow graves near Philadelphia, Mississippi — they were the victims of violence aimed at stopping blacks from voting.  The incident was a chief spur to the 1965 Voting Rights Act.

And also on that day, the U.S.S. Maddox reported it had been attacked by gunboats of the North Vietnamese Navy, in the Gulf of Tonkin.  The Gulf of Tonkin incident led to the Gulf of Tonkin Resolution, which gave Johnson the authority to expand and escalate the war in Vietnam, which he did.

The Dallas Symphony commissioned the work, from composer Steven Stucky and librettist Gene Scheer, in commemoration of President Johnson’s 100th birth anniversary — he would have been 100 on August 27.

The music is outstanding, especially for a modern piece.  The Dallas Symphony was at its flashiest and most sober best, under the baton of new conductor Jaap van Zweden.  It was a spectacular performance.  According to the New York Times:

Mr. van Zweden, hailed in his debut as music director a week before, scored another triumph here. And the orchestra’s assured and gritty performance was rivaled by that of the large Dallas Symphony Chorus, both corporately and individually, in shifting solo snippets charting the course of the fateful day.

The strong cast, mildly amplified, was robustly led by the Johnson of Robert Orth, last heard as another president in John Adams’s “Nixon in China” in Denver in June. Laquita Mitchell and Kelley O’Conner, wearing period hats, were touching as Mrs. Chaney and Mrs. Goodman. Understandably, the taxing role of a high-strung McNamara took a small toll on the tenor of Vale Rideout in his late aria.

The entire thing deserves more commentary, perhaps soon.  There is stellar history in the choral piece.  And there is this:  Consider that Lyndon Johnson, the best legislator and second most-effective executive we ever had as president, got hit with these two crises the same day.  On the one hand the nation got the Voting Rights Act, the Fair Housing Act, executive orders and government support to end segregation and the evils it created.  On the other hand, we got stuck with the disaster of the Vietnam War.

How would the nation fared had a lesser person been in the White House on that day?

2008: I wasn’t ready to blog about it today.  Texas requires one day of instruction on the Constitution in every social studies class.  In government today, it happened to fit.  We discussed the Constitution earlier in world history, and we will return to it at various points through the year.



Oops! Gustav hammered Baton Rouge, no one noticed

While everyone is patting themselves on the back for getting people out of New Orleans in fine fashion, and nervously tracking Hurricane Ike, another tragedy unfolds out of public view:  Baton Rouge got hammered by Gustav.  A week after the storm hit, half the city is still without power.

Baton Rouge provided refuge for New Orleanians fleeing the devastation of Katrina.  While the city braced for a new wave of global warming refugees, it wasn’t prepared to get hammered itself.

Have you heard or seen much on the news about the levels of destruction in Baton Rouge?

What if we had a hurricane wipe out a city other than New Orleans, and no one noticed?

How many other places are in rather desperate straits, with no notice from national media?  The New York Times appears to have missed the damage, though a reader named Allison tried to tell them in comments to one post at the Lede:

I too am a Louisiana native and live in the nation’s capital. My family lives in Baton Rouge and I can’t quite figure out why Louisiana is treated like a third world country every time a major hurricane hits the state. They are still without power(day 4) and some are without running water. There are reports that it could be weeks before it is fully restored. If it were New York, Washington, D.C., or even Los Angeles every electric truck in the country would have been there days ago to help repair downed lines. Instead all we are hearing about in the media is how well Pres. Bush and Gov. Jindal prepared for this hurricane! Go figure!

Old American Airlines pal Gil Brassard called to say he’s got a new generator, and can charge his cell phone to call out, but still doesn’t have any other electricity.  He complimented Jindal on the job he’s doing.  Is the rest of electricity-short Baton Rouge doing as well as Gil?  Who knows?

Gov. Sarah Palin of Alaska on education

What is Sarah Palin’s record on education as Governor of Alaska?  One place to look would be her two State of the State addresses to the Alaska legislature, in which she laid out her plans for education.  These speeches do not indicate what was actually enacted into law in the following legislative session, but they offer a glimpse of what Palin hoped to do.

So here are the education sections of her speeches, without comment – except that at the end of the post, I include her office’s release of Alaska’s educational acheivement on standards measures, as recorded in 2008.

Alaskans?  How did she do?  Comments are open.

I especially invite comments on the contrasts between Sen. McCain’s acceptance speech and Gov. Palin’s speeches.

Alaska’s Gov. Sarah Palin on education in her 2007 State of the State address:

. . . First, my philosophy: More government is not the answer. But we all know government’s proper role is to help change the conditions to improve lives and economically stimulate communities. Government can’t make you happy, it can’t make you healthy, it can’t make you a productive member of society. Government’s role is to provide the tools.

One such tool is education. My commitment to education is unwavering.

My budget includes fully funding the “K through 12” foundation formula. In addition, I’ve included more than $200 million in new dollars to cover the increased retirement costs for local school districts, so that more local school district dollars get into the classroom, where the money belongs.

Remember, we’re facing a potential $10 billion dollar PERS / TRS retirement plan shortfall that affects local schools. Our $200 million dollar line item for school districts is part of the half BILLION dollar proposal to help the districts, local governments and the state alleviate the pension plan burden while we work with the Legislature on a long-term solution.

I’ve also committed to help provide local school districts with more predictability, for better planning by supporting “early funding of education.” So I’ll introduce a separate education appropriation bill and ask the Legislature to begin work on it immediately and ask that it’s passed within the first 60 days of the session. Our local school districts deserve to know what they have to work with early enough for them to create efficiencies through planning. They shouldn’t have to “pink slip” teachers in the spring, and make “last minute” rehire attempts in the fall.

But my vision for education is NOT only about funding – it’s about changing the way we think about, and operate our schools. It’s not the amount of money we pour into each child, but how we spend the money that counts.

We’ll look at successful education programs statewide and Outside that can be replicated, and we’ll look at new approaches! We’ve got to do something different. Our high school graduation rate is 61%. That’s unacceptable! Our vo-tech opportunities need to grow so that our kids stay in school and then fill the voids in our industries. And at the same time, we need to make sure those who want to go to college are ready.

We know that we need more mechanics, technicians, teachers, doctors, and nurses. We shouldn’t have to import our workforce when it’s growing up before us.

And so a centerpiece of my administration IS our commitment to a “world class education” system. Let’s take education and move beyond No Child Left Behind to ensure that “no ALASKAN is left behind.”

We’ll work with our Congressional delegation to ADAPT federal mandates to fit Alaska. I’m so thankful Sen. Lisa Murkowski is also committed to changing federal requirements so they make sense for the uniqueness here. Flexibility is needed, for rural schools, especially.

To meet our challenges, I’ve asked our departments to bring together the private sector, the Department of Labor, postsecondary institutions, and our wonderful alternative education choices, including home schools, to ensure that students have the skills to meet Alaska’s workforce needs. And, I will continue to ask families and individuals to take more responsibility.

. . . Challenges lie ahead, but let’s look back at the last year and at some accomplishments. In Education, we are shaping a three-year funding plan to finally shift the school debate from perpetual “money talk” to accountability and achievement! We are focusing on foundational skills needed in the “real-world” workplace and in college.  . . .

It is our energy development that pays for essential services, like education. Victor Hugo said, “He who opens a school door, closes a prison.” It’s a privileged obligation we have to “open education doors.” Every child, of every ability, is to be cherished and loved and taught. Every child provides this world hope. They are the most beautiful ingredient in our sometimes muddied up world. I am committed to our children and their education. Stepping through “the door” is about more than passing a standardized test. We need kids prepared to pass life’s tests – like getting a job and valuing a strong work ethic. Our Three-year Education Plan invests more than a billion dollars each year. We must forward-fund education, letting schools plan ahead. We must stop pink-slipping teachers, and then struggle to recruit and retain them the next year.

We will enable schools to finally focus on innovation and accountability to see superior results. We’re asking lawmakers to pass a new K-12 funding plan early this year. This is a significant investment that is needed to increase the base student allocation, district cost factors and intensive needs students. It includes $100 million in school construction and deferred maintenance. There is awesome potential to improve education, respect good teachers, and embrace choice for parents. This potential will prime Alaska to compete in a global economy that is so competitive it will blow us away if we are not prepared. Beyond high school, we will boost job training and University options. We are proposing more than $10 million in new funding for apprenticeship programs, expansion of construction, engineering and health care degrees to meet demands. But it must be about more than funds, it must be a change in philosophy. It is time to shift focus, from just dollars and cents to “caliyulriit,” which is Yupik for “people who want to work.” Work for pride in supporting our families, in and out of the home. Work for purpose and for action, and ultimately destiny fulfilled by being fruitful. It’s about results and getting kids excited about their future – whether it is college, trade school or military. The Lieutenant Governor and I are working on a plan to make attending Alaska’s universities and trade schools a reality for more Alaskans through merit scholarships.

Need your help: Call Bush, tell him to let veterans vote

The thing with the flag? That was sorta funny. It was meant as humor.

This isn’t funny: The Bush administration is actively working to stop injured and ill veterans in Veterans Administration facilities from registering to vote.

These actions are most likely violations of the Voting Rights Act (under Section 2, or Section 11 – not my area of expertise, alas), but don’t expect Bush’s Justice Department to prosecute. These actions violate the VA’s own rules on helping veterans to vote. More pragmatically, there isn’t time for a big fight before the election. Veterans will be stopped from voting unless there is action now.

There is an easier, simpler solution — though we’re late. Bush should just rescind the order, encourage all veterans to vote, and help voter registration drives and attempts to get absentee ballots injured and ill veterans in VA facilities.

Susan Byseiwicz is Connecticut’s Secretary of State, the person charged with making sure the state’s voting system works. Among other things, she tries to get people to register to vote:

WHAT is the secretary of Veterans Affairs thinking? On May 5, the department led by James B. Peake issued a directive that bans nonpartisan voter registration drives at federally financed nursing homes, rehabilitation centers and shelters for homeless veterans. As a result, too many of our most patriotic American citizens — our injured and ill military veterans — may not be able to vote this November.

I have witnessed the enforcement of this policy. On June 30, I visited the Veterans Affairs Hospital in West Haven, Conn., to distribute information on the state’s new voting machines and to register veterans to vote. I was not allowed inside the hospital.

Outside on the sidewalk, I met Martin O’Nieal, a 92-year-old man who lost a leg while fighting the Nazis in the mountains of Northern Italy during the harsh winter of 1944. Mr. O’Nieal has been a resident of the hospital since 2007. He wanted to vote last year, but he told me that there was no information about how to register to vote at the hospital and the nurses could not answer his questions about how or where to cast a ballot.

Just a minor glitch, an information vacuum waiting to be filled? Go back and reread the last sentence in her second paragraph: “I was not allowed inside the hospital,” to register veterans to vote, she said.

Connecticut’s attorney general, Richard Blumenthal, and I wrote to [Veterans Affairs] Secretary [James B.] Peake in July to request that elections officials be let inside the department’s facilities to conduct voter education and registration. Our request was denied.

The department offers two reasons to justify its decision. First, it claims that voter registration drives are disruptive to the care of its patients. This is nonsense. Veterans can fill out a voter registration card in about 90 seconds.

Second, the department claims that its employees cannot help patients register to vote because the Hatch Act forbids federal workers from engaging in partisan political activities. But this interpretation of the Hatch Act is erroneous. Registering people to vote is not partisan activity.

If the department does not want to burden its staff, there are several national organizations with a long history of nonpartisan advocacy for veterans and their right to vote that are eager to help, as are elected officials like me.

The department has placed an illegitimate obstacle in the way of election officials across the country and, more important, in the way of veterans who want to vote.

And then take action. Bills have already been filed in Congress to force the Department of Veterans Affairs to allow veterans in its hospitals to register and vote. Frankly, time is running out. Many of these veterans will have to vote absentee — they need to be registered and have about a month to get the ballots and mail them back. There are 82 days to the election. Time is short.

The White House won’t put you through to George, but they will tally your opinion. If they give you a hard time, ask them: Why is George Bush afraid of the votes of wounded and ill veterans?

It appears the Secretary of Veterans Affairs doesn’t give a damn about veterans — they can’t call him, you can’t call him either. Still looking.]

“The federal government should be doing everything it can to support our nation’s veterans who have served us so courageously. There can be no justification for any barrier that impedes the ability of veterans to participate in democracy’s most fundamental act, the vote,” Sec. of State Byseiwicz said.

Absolutely.

This is no small group. Veterans in hospitals are numerous enough to swing elections in many districts, and nationally. They fought for our nation, and they deserve to have their voices heard, and their votes registered.

In her request, [California Secretary of State Debra] Bowen cited a 1994 executive order by President Bill Clinton requiring federal agencies to undertake the responsibility of registration when asked to do so by state election officials. A spokeswoman for Ms. Bowen said she was considering litigation.

More than 100,000 people reside for a month or longer at the V.A. campuses nationally, a number that has grown in recent years as more soldiers return wounded from the war.

In California, the federal Department of Veterans Affairs runs eight major medical centers and 11 nursing homes that provide care for more than 200,000 veterans.

This year is an exciting time to be teaching history, government or civics, or economics. So many events in national politics and in the world expose the workings of government, politics and history, that teachers should have smoking scissors by the time they finish the morning newspaper.

Zimbabwe’s unbelievable inflation rates are textbook cases for economics and government teachers, aren’t they? Inflation has been running more than 1 million percent for some time. Reports I saw a few days ago said inflation is now at something like 2 million percent — in a story about a new currency being printed there, the Zimbabwean $100 billion note.

Authorities last week released a new $100 billion bank note. By Sunday it was not enough even to buy a scarce loaf of bread in what has become one of the world’s most expensive — and impoverished — countries.

Is that a cruel enough example to get the attention of high school economics students?

But the story has gotten even more bizarre. Even with a government making absolutely no effort to control inflation, supply and demand can put a crunch on affairs.

Zimbabwe has run out of paper upon which to print the money to pay government workers.

So the elaborate work by the despotic Robert Mugabe to keep his hold on the reins of power, the carefully planned murders of opposition political workers, the threats of violence if the vote didn’t go his way — all of that may come crashing down. Mugabe can’t print money to pay the thugs to terrorize the people. The thugs may turn on Mugabe.

The government is reported to have run out of paper to print money and is believed to be panicking over how to pay salaries for civil servants, especially soldiers and police who are the backbone of the Mugabe dictatorship. From AllAfrica.com, a report from SW Radio Africa:

Giesecke & Devrient, the European company that was providing the paper, was last month pressured to cut supplies by the German government, after protests were threatened. In addition, a company that provides the software licences for the design and printing of the banknotes, is reported to be considering withdrawing their contract.

The military has helped run the country for some years now and the Mugabe regime needs to sustain military and police operations in order to maintain political control. There is much consensus among observers that Mugabe’s recent decision to sign the Memorandum of Agreement with the two MDC formations was clearly based on increased economic pressure. One English pound this week is trading at Z$1.3 trillion.

Earlier in the week, Mugabe was out of the country trying to negotiate a power-sharing agreement with his opposition, Morgan Tsvangarai. What power will be left to share?

The software for the notes, which is supplied by a Hungarian-Austrian company called Jura JSP, is reportedly very technical. The UK Guardian newspaper quoted a ‘knowledgeable source’ at the Zimbabwe government’s Fidelity Printers, who said the software issue was a major problem and had created an air of panic. “They are in a panic because without the software they can’t print anything,” the source added.

Helmoed-Romer Heitman, the South Africa correspondent for Jane’s Defence Weekly (a global military security publication) said the situation faced by the regime is quite typical of many African countries that are falling apart. He said the result tends to be at least violent demonstrations, if not a mutiny by the military.

“Given the current situation in Zimbabwe, I am inclined to think that a lot of the military, certainly middle ranking officers and some seniors, are not all that enamoured of the party that is running the show”, said Heitman.

Oh, and that 2 million percent inflation?

With experts estimating that the inflation rate is currently at 15 million per cent, and pressure on those doing business with the Mugabe regime increasing, the economy has proved to be the straw that finally broke the camel’s back.

Today comes word that the government plans to revalue Zimbabwean money, lopping a few zeroes off, to make it sound more rational.

Observations: First, these are great examples to use in classes, stark contrasts of inflation out of control. Second, Mugabe is riding a tiger, finally, after holding power for several decades. He should study the words of Winston Churchill. Churchill wrote, in While England Slept:

“Dictators ride to and fro upon tigers which they dare not dismount. And the tigers are getting hungry.”
