Winds of change at Texas education board — in 2011

George Clayton pulled a dramatic upset in the March primary elections, for one of Dallas’s two seats on the Texas State Board of Education.  He defeated incumbent, long-time conservative-but-not-always-crazily-so Geraldine Miller.

With no Democratic opposition in November, he just has to wait until January to take his seat.

He’s promising change in the sharp political divisiveness that has marked board actions over the past decade, according to the Texas Tribune.

Unfortunately, the surgery-without-anesthetic on the state’s social studies standards is still scheduled for May 2010.


Texas standards for social studies — where to find them

Texas Tribune quickly establishes itself as a Really Useful journal on Texas politics, especially with features like this summary of the proposed Texas social studies standards, with comments on changes and the history of the changes.

For example, explaining an insulting cut of Texas and African American heroes, Texas Tribune explains:

Tuskegee Airman Commander dumped: Board member McLeroy made the motion to pull Oveta Culp Hobby and Benjamin O. Davis from this standard. Hobby — a Houston newspaper publisher, the director the federal health department in the 1950s, and the wife of Texas Governor William P. Hobby — shows up elsewhere, in the 7th grade curriculum. Davis, however, does not. Davis was the first African-American general in the U.S. Air Force and the commander of the Tuskegee Airmen in the World War II. The board did insert a phrase on the “contributions of the Tuskegee Airman” in the next section.

Straightforward explanation.  If it raises your ire, it’s not because the writing is inflammatory, but because the facts are so clearly presented.

Texas Navy supports honest history in Texas schools

John Mashey was too shy to raise the question in a thread, but he e-mailed me asking about the witness list for the hearing before the Texas State Board of Education on social studies standards:  “Texas Navy?” he asked.

Two witnesses listed their affiliation as “Texas Navy.” Edwin Greiner and Dick Brown, both admirals in the Texas Navy, were scheduled to testify early on Wednesday afternoon.

Now, a Nebraska or Utah Navy might not make a lot of sense, since both of those states are landlocked.  Texas needed a navy in the past, and at least twice, ships were commissioned and sailed for Texas, in 1835 and 1837.

In 1958, Texas Governor Price Daniel re-activated the Texas Navy with the purpose of “assuring the survival of Texas’ Naval history, boundaries, water resources, and for the civil defense of Texas.”  In 1973, the Texas Legislature authorized the charter of the Texas Navy Association, Inc., as the official body to oversee the operation of the Texas Navy.

You can join the Texas Navy.  Both the men listed on the witness list claim rank of Admiral, which is not a position one attains merely by joining — so we might conclude they have done something in the past to merit the promotion.

Consider joining.  Your membership will help preserve the history and tradition of the Texas Navy.  And — who knows? — you may want to testify to the Texas State Board of Education some day.  It looks like they’ll bump you to the first of the list, if you’re a member of the Texas Navy.

Stand up for good history in Texas

Here’s an education and Texas issue I’ve not done justice to:  The Texas State Board of Education is working to gut social studies curricula in Texas, with a special vent on history, which they appear to think is not fundamentalist Christian enough, and economics, where they think “capitalism” is, somehow, a dirty word.

Do I exaggerate?   Very little, if at all.  Really.

There’s a lot to say.  I may have another post on it this week.  In the meantime, the indefatigable Texas Freedom Network works to organize for the hearing on the issue in January.  SBOE hopes it will be a quiet, non-confrontational meeting, and they will do whatever they can to prevent Texans from telling them to have good history standards that make great students.  So it’s important that you speak up — especially if you’re a Texan.  Here’s what TFN said in an e-mail alert:

Make Your Voice Heard at January Public Hearing

The process of revising social studies curriculum standards for Texas public schools is moving into a critical stage. And a public hearing the board has scheduled for January may be the only opportunity for you to speak out against the far right’s efforts to corrupt standards for history, government and other social studies classes.

The final drafts of the proposed standards prepared by writing teams made up of teachers, academics and other community members are reflective of mainstream academic scholarship in the various subject areas. It is clear that members of these writing teams largely resisted intense political pressure from far right, rejecting attempts to remove key civil rights figures and make other politically motivated revisions. (See the Background section at the bottom of this e-mail for a more detailed account of the politicization of this curriculum process.)

But as with science and language arts, far-right SBOE members are already plotting to undo the work of the writing teams of social studies.

Take Action

The State Board of Education so far has scheduled only one public hearing on the proposed standards. That hearing is likely to occur either on January 13 or January 14 in Austin.

Background on Social Studies Review Process to Date

Earlier this year, TFN exposed and derailed several attempts by the far right to hijack the social studies curriculum revision process. Members of the state board – or their appointees to review panels and writing teams – tried at various times to:

  • Remove civil rights champions like César Chávez and Thurgood Marshall from the standards, calling them poor examples of citizenship
  • Turn Joseph McCarthy – who discredited himself and dishonored Congress with his infamous Red-baiting smear campaign in the 1950s – into an American hero
  • Rewrite history and portray America’s Founders as intending to establish a Christian nation with laws based on a fundamentalist reading of the Bible

Members of the writing teams largely rejected these fringe ideas in the final drafts of the standards they submitted to the board. Chávez and Marshall remain in the curriculum. The American history standards do not whitewash the damaging history of McCarthyism. And under the proposed standards students would still learn that the Founders created a nation in which all people are free to worship – or not – as they choose without coercion or interference by government.

We must ensure that the board adopts curriculum standards that reflect mainstream academic scholarship in social studies. This is vitally important because the results of this decision will be reflected in the next generation of social studies textbooks around the country.

Texas Citizens for Science strongly supports Senate Bill 2275 which transfers authority for curriculum standards and textbook adoption from the State Board of Education (SBOE) to the Texas Commissioner of Education.

For decades, members of the SBOE have censored, qualified, distorted, damaged, manipulated, and rejected curriculum standards and textbooks. All of this was done for political, ideological, and religious reasons, never for educational or pedagogical reasons. In the past, this activity was done secretly, behind closed doors, but now it is being done publicly in full view of the public and press. Recently, inaccurate, censored, and pedagogically- inferior English Language Arts and Science curriculum standards have been written by the SBOE using their power of amendment. This year, the Social Studies standards will be attacked by some SBOE members for non-educational reasons that support their political and ideological agendas.

For textbooks, in the past the SBOE chair would secretly “negotiate” with publishers to make them change the content of their textbooks under the implied threat of being rejected; publishers readily submitted to save multimillion dollar textbook contracts with the state. In numerous instances, textbook content was replaced by watered-down, inferior, and often misleading, inaccurate, and incomplete information. This activity continues today, albeit more openly with both press and public attention. Science textbooks censorship by the SBOE has occurred sinc the 1960s, as has censorship of social studies and other textbooks.

Dr. Steven Schafersman, President of Texas Citizens for Science, says this:

“The Texas State Board of Education has been an embarrassment and a disgrace to Texas for many decades. This Board’s activities that censor and corrupt the accuracy and reliability of specific topics in mainstream Science, Social Studies, and Health Education are well-known to educators throughout the United States as well as in Texas. All educators are aware of the negative and damaging influence the Texas State Board of Education has on textbooks used in Texas and other states.”

“Texas Citizens for Science has opposed the State Board of Education since 1980 in our effort to defend the accuracy and reliability of science education in Texas. We have repeatedly had to defend Biology and Earth Science textbooks from the Board’s predatory efforts to damage their content about such subjects as evolution, the origin of life, the age of the Earth and Universe, the true nature of the fossil record, and several other scientific topics.”

“Although largely successful in the past, only this past month TCS was unable to prevent the State Board of Education from amending the excellent science standards produced by science teachers, professors, and scientists. The State Board’s subsequent amendments created several flawed standards that, while not overtly unscientific, were confusing, unnecessary, poorly-written, and opened the door to insertion of pseudoscientific information, including bogus arguments supporting Intelligent Design Creationism. Among others things the Board accomplished during this exercise in pseudoscience was to remove the e-word and the ancient age of the universe from the standards. These accomplishments were petty, disgraceful, and clear proof of their anti-scientific and pro-Fundamentalist bias. A modern, technologically- advanced state such as Texas does not need such anti-science activity from a state board.”

Texas Citizens for Science urges the Senate Education Committee to approve SB 2275 and send it to the full Senate, the House, and then hopefully signed into law.

More on McLeroy’s war on Texas English students

The Houston Chronicle’s coverage of the Texas State Board of Education meetings this week is not well indexed on the web. Following a couple of odd links I found Gary Sharrar’s article (he’s the Chronicle’s education reporter), though the Associated Press Story shows up for the paper’s main article on most indices I found.

Sharrar adds a few details of Kommissar McLeroy’s war on English education, but the significant thing about the story is in the comments, I think. One poster appears to have details that are unavailable even from TEA. Partisans in the fight have details that Texas law requires to be made public in advance of the meetings, while the state officials who need to advise on the regulations and carry them out, do not.

TEA has an expensive website with full capabilities of publishing these documents within moments of their passage. As of Sunday morning, TEA’s website still shows the documents from last March. Surely Texas is not getting its value from TEA on this stuff.

Sharrar wrote:

Two different outside groups offered opposite reactions. The Texas Public Policy Foundation, a free-market think tank, favored the board’s action.

“It is obvious that too many Texas public school students aren’t learning the basics with our current curriculum,” said Foundation education policy analyst Brooke Terry. “We are glad the new curriculum will emphasize grammar and writing skills.”

Texas public schools fail to adequately prepare many students for college or the workplace, she said, citing a 2006 survey by the Conference Board found that 81 percent of employers viewed recent high school graduates as “deficient in written communications” needed for letters, memos, formal reports and technical reports.

But the Texas Freedom Network, which promotes public education, religious freedom and individual liberties, called the board divisive and dysfunctional.

“College ready” generally means reading well, and reading broadly in literature. From a pedagogical standpoint, emphasizing “grammar and writing skills” over the reading that is proven to improve grammar and writing skills will be a losing battle. I hope the details of the plan will show something different when TEA ever makes them available to the taxpaying/education consuming public and English teachers. NCLB asks that such changes be backed by solid research — it will be fascinating to see whether there is any research to support the Texas plan (not that it matters; this section of NCLB has been ignored by the right wing from the moment NCLB was signed).

Prior to this week’s series of meetings, Commissar McLeroy expressed what sounds like disdain for reading in the English curriculum to the El Paso Times:

But chairman McLeroy said he would fight against some of the measures the educators want, especially the comprehension and fluency portion.

Their suggestions, he said, would have students waste time on repetitive comprehension strategies instead of actually practicing reading by taking in a rich variety of literature.

“I think that time is going to be lost because they’ll be reading some story, and they’ll just overanalyze,” he said.

By the way, calling the Texas Public Policy Foundation a “free market think tank” is misleading. The group is quite hostile to public education, and features on its board several people who have led fights to gut funding for public schools and impose bleed-the-schools voucher programs. The Foundation appears to endorse preaching in public schools and gutting science standards, among other problems.

If it’s good work, why is it done in secret? Remember that I spent years in right wing spin work in Washington. Here’s what I see: Either McLeroy’s administration at the state board is incredibly incompetent and can’t even get the good news right, and out on time, or there is another, darker and probably illegal agenda at work.

Texas education board turns authoritarian

Nobody can recall the ceremony, but Don McLeroy made it clear yesterday that he thinks he’s been designated Kommissar of Education, ramming through a proposal altering English standards for the next decade — without debate, without even a chance to read the proposal.

It’s probably not so bad a pig in a poke as it might be — of course, no one had the chance to review it, so no one knows, really — but the processes used, worthy of Napoleon or Kruschev on a bad day, should give cause for concern.

Gotta think about this one for a while.


Creationists make stealth bid to takeover Texas education board

Sane members of the Texas State Board of Education hold a slim majority over scripture-at-any-cost-in-science-books creationists.

Creationists are hammering away to defeat at least two incumbent board members to tip the balance, in classic stealth campaigns where they hide their intentions and spend oodles of money hoping to do evil by catching most voters asleep.  The creationists are campaigning to beat conservative, religious Baptists, because the Baptists are “too liberal” on evolution. 

Dallas Morning News columnist Steve Blow presents the facts in the State Education District 11 race, where a secretive urologist who patterns his campaign tactics after Kim Jong Il is outspending the sane incumbent at least $12 to $1.  The entire column is below the fold.

District 11 includes most of Tarrant County (Fort Worth), and Parker, Ellis and Johnson counties.

Social studies is also at risk here:  The stealth candidate, Barney Maddox, is making false claims against Texas social studies teachers and Texas social studies books, especially history books.  The guy looks like an ill-informed nutcase, and he has a good chance of winning.

For example, the campaign flier says: “Barney Maddox believes social studies textbooks should devote more space to American presidents than Marilyn Monroe and that the vicious attack of 9-11 should be portrayed as an aggressive act by terrorists, not an American conspiracy.”

Marilyn Monroe makes no appearance in some books; presidents get 100 times more space in any book you choose.  No book portrays 9-11 as an American conspiracy.  The man campaigns like your standard, wild-eyed nutcase.

Call, write and e-mail everyone you know in Texas to warn them to vote against Barney Maddox, and for Pat Hardy, in the District 11 State School Board race.  Your friends may not live in that district, but they should know.  There are other racess with similar problems.  

Early voting in this primary ends tomorrow night at 7:00 p.m.  Tuesday, March 4,  is election day.

Texas Ed chairman responds: Don’t limit science classes to evolution

I hope he doesn’t mean it.

Maybe he had a staffer draft it for him, and he is really not familiar with the issue (though he’s been on the Texas State Board of Education for several years, through at least two rounds of biology textbook selections) — but it’s difficult for me not to see a declaration of war on evolution in science classes in the letter to the editor Texas State Board of Education Chair Don McLeroy sent to the Dallas Morning News:

Science education has to have an open mind

Re: “Teaching of evolution to go under microscope – With science director out, sides set to fight over state’s curriculum,” Thursday news story.

What do you teach in science class? You teach science. What do you teach in Sunday school class? You teach your faith.

Thus, in your story it is important to remember that some of my quoted comments were made in a 2005 Sunday school class. The story does accurately represent that I am a Christian and that my faith in God is something that I take very seriously. My Christian convictions are shared by many people.

Given these religious convictions, I would like to clarify any impression one may make from the article about my motivation for questioning evolution. My focus is on the empirical evidence and the scientific interpretations of that evidence. In science class, there is no place for dogma and “sacred cows;” no subject should be “untouchable” as to its scientific merits or shortcomings. My motivation is good science and a well-trained, scientifically literate student.

What can stop science is an irrefutable preconception. Anytime you attempt to limit possible explanations in science, it is then that you get your science stopper. In science class, it is important to remember that the consensus of a conviction does not determine whether it is true or false. In science class, you teach science.

My concerns, below.

These are the encouraging parts of Chairman McLeroy’s letter: “What do you teach in science class? You teach science.” And this closing sentence: “In science class, you teach science.”

Most of the three paragraphs in between those sentences is laced with the code language of creationism and intelligent design partisans who aim to strike evolution from schools by watering down the curriculum and preventing students from learning the power and majesty of the science theory derived from observing creation, by limiting time to teach evolution as state standards require so that it cannot be taught adequately, and by raising false claims against evolution such as alleged weaknesses in the theory.

No, we don’t teach dogma in science classes. Dogma, of course, is a reference to religious material. “Dogma” is what the Discovery Institute calls evolution theory.

Evolution is one of the great ideas of western civilization. It unites disparate parts of science related to biology, such as botany, zoology, mycology, nuclear physics, chemistry, geology, paleontology and archeology, into a larger framework that helps scientists understand nature. This knowledge in this framework can then be applied to serious matters such as increasing crop yields and the “green revolution” of Norman Borlaug, in order to feed humanity (a task we still have yet to achieve), or to figuring out the causes and treatments, and perhaps cures for diabetes.

In Texas, we use evolution to fight the cotton boll weevil and imported fire ants, to make the Rio Grande Valley productive with citrus fruit, and to treat and cure cancer and other diseases. We use corroborating sciences, such as geology, to find and extract coal, petroleum and natural gas.

Am I being dogmatic when I say Texas kids need to know that? None of that science rests solely on a proclamation by any religious sect. All of that science is based on observations of nature and experiments in laboratories. Evolution theory is based on extensive observations in nature and millions of experimental procedures, not one of which has succeeded in finding any of the alleged weaknesses in the theory.

If Chairman McLeroy would stipulate that he is not referring to evolution when he says public school science classes are “no place for dogma,” this letter is good news.

But I’ve listened to the chairman too many times, in too many forums, to think he has changed his position.

So his letter should be taken, I believe, as a declaration of war against science in Texas school science classrooms.

I’m willing to be persuaded otherwise, Chairman McLeroy, but you’ll need to catch up on the science and modify those views expressed in the paper today to start persuading.

An olive branch: Dr. McLeroy, I will be pleased to sit down with you and other commissioners to explain how and why evolution is important to know especially for people who do not “believe” in it. I would be happy to explain why I and other educators, like former Education Sec. Bill Bennett, believe we have a duty to teach evolution and teach it well, and why that is consistent with a faith-respecting view of education. Even better, I would be pleased to arrange visits for you with some of Texas’s leading “evolutionists” so you can become familiar with their work, and why evolution is important to the economy and future of Texas.
