EPA approves CO2 permit for Texas steel maker; anyone notice?

EPA Finalizes Greenhouse Gas Permit for Voestalpine Iron Production Plant
$740M facility in San Patricio Co., TX, will bring 1,400 construction jobs and150 permanent jobs

DALLAS – (June 16, 2014) The U.S. Environmental Protection Agency (EPA) has issued a final greenhouse gas (GHG) Prevention of Significant Deterioration (PSD) construction permit to Voestalpine for an iron production plant in San Patricio County, TX. The facility’s process for producing iron will use minimal natural gas and will be 40 percent more efficient than traditional methods. The permit is another in the series of permits drafted by the Texas Commission on Environmental Quality (TCEQ) and issued by EPA under a program to facilitate timely permitting for applicants in the State of Texas.

“Voestalpine shows energy efficiency is a common-sense strategy for success, not just in business but for the environment as well,” said Regional Administrator Ron Curry. “The joint EPA and TCEQ permitting program is helping Texas business grow while building greener plants.”

The plant will reduce iron ore pellets, which will be used as raw material input at steel mills. The direct reduced iron process will use only clean-burning natural gas instead of solid fossil fuels. The estimated project cost is $740 million and will bring 1,400 construction jobs to the area. Once complete, the facility will create around 150 permanent jobs.

In June 2010, EPA finalized national GHG regulations, which specify that beginning on January 2, 2011, projects that increase GHG emissions substantially will require an air permit.

EPA believes states are best equipped to run GHG air permitting programs. Texas is working to replace a federal implementation plan with its own state program, which will eliminate the need for businesses to seek air permits from EPA. This action will increase efficiency and allow for industry to continue to grow in Texas.

EPA has finalized 43 GHG permits in Texas, proposed an additional six permits, and currently has 21 additional GHG permit applications under review and permit development in Texas.

This is big news, really.  Texas constantly complains about regulations on greenhouse gases, and regularly and constantly sues EPA to stop regulation.  Texas and it’s wacky governor Rick Perry constantly complain that EPA regulation harms jobs, and that permits never really get issued.  So this announcement should be front page news in most Texas newspapers.

How was it covered?

That’s it for Texas media.  Where are the Dallas Morning News, the Fort Worth Star-Telegram, the Houston Chronicle, the San Antonio Express, the El Paso Times?  Big market TV and radio?

National coverage was limited to low-circulation newsletters.

Seems to me that these issues of actual action on climate change, are under-reported.

NASA Finds 2012 Sustained Long-Term Climate Warming Trend

WASHINGTON — NASA scientists say 2012 was the ninth warmest of any year since 1880, continuing a long-term trend of rising global temperatures. With the exception of 1998, the nine warmest years in the 132-year record all have occurred since 2000, with 2010 and 2005 ranking as the hottest years on record.

NASA’s Goddard Institute for Space Studies (GISS) in New York, which monitors global surface temperatures on an ongoing basis, released an updated analysis Tuesday that compares temperatures around the globe in 2012 to the average global temperature from the mid-20th century. The comparison shows how Earth continues to experience warmer temperatures than several decades ago.

The average temperature in 2012 was about 58.3 degrees Fahrenheit (14.6 Celsius), which is 1.0 F (0.6 C) warmer than the mid-20th century baseline. The average global temperature has risen about 1.4 degrees F (0.8 C) since 1880, according to the new analysis.

Scientists emphasize that weather patterns always will cause fluctuations in average temperature from year to year, but the continued increase in greenhouse gas levels in Earth’s atmosphere assures a long-term rise in global temperatures. Each successive year will not necessarily be warmer than the year before, but on the current course of greenhouse gas increases, scientists expect each successive decade to be warmer than the previous decade.

“One more year of numbers isn’t in itself significant,” GISS climatologist Gavin Schmidt said. “What matters is this decade is warmer than the last decade, and that decade was warmer than the decade before. The planet is warming. The reason it’s warming is because we are pumping increasing amounts of carbon dioxide into the atmosphere.”

Carbon dioxide is a greenhouse gas that traps heat and largely controls Earth’s climate. It occurs naturally and also is emitted by the burning of fossil fuels for energy. Driven by increasing man-made emissions, the level of carbon dioxide in Earth’s atmosphere has been rising consistently for decades.

The carbon dioxide level in the atmosphere was about 285 parts per million in 1880, the first year in the GISS temperature record. By 1960, the atmospheric carbon dioxide concentration, measured at NOAA’s Mauna Loa Observatory, was about 315 parts per million. Today, that measurement exceeds 390 parts per million.

While the globe experienced relatively warm temperatures in 2012, the continental U.S. endured its warmest year on record by far, according to NOAA, the official keeper of U.S. weather records.

“The U.S. temperatures in the summer of 2012 are an example of a new trend of outlying seasonal extremes that are warmer than the hottest seasonal temperatures of the mid-20th century,” GISS director James E. Hansen said. “The climate dice are now loaded. Some seasons still will be cooler than the long-term average, but the perceptive person should notice that the frequency of unusually warm extremes is increasing. It is the extremes that have the most impact on people and other life on the planet.”

The temperature analysis produced at GISS is compiled from weather data from more than 1,000 meteorological stations around the world, satellite observations of sea-surface temperature, and Antarctic research station measurements. A publicly available computer program is used to calculate the difference between surface temperature in a given month and the average temperature for the same place during 1951 to 1980. This three-decade period functions as a baseline for the analysis. The last year that experienced cooler temperatures than the 1951 to 1980 average was 1976.

The GISS temperature record is one of several global temperature analyses, along with those produced by the Met Office Hadley Centre in the United Kingdom and the National Oceanic and Atmospheric Administration’s National Climatic Data Center in Asheville, N.C. These three primary records use slightly different methods, but overall, their trends show close agreement.

Too late to save the planet?

Denialists scoff that 2º Celsius could cause disaster, say wait to see.  But is it too late already?

It’s a link to an article in the business section of The Guardian (links added here):

The report concludes that “governments and businesses can no longer assume that a two-degree warming world is the default scenario”, and urges greater planning to cope with the disruptive effects that more unpredictable and extreme weather will have on supply chains, long-term assets, and infrastructure, particularly in coastal or low-lying regions.

Meanwhile, businesses in carbon-intensive sectors must also anticipate “invasive regulation” and the possibility of stranded assets, said Jonathan Grant, director of sustainability and climate change at PwC.

“Resilience will become a watchword in the boardroom – to policy responses as well as to the climate,” he said. “More radical and disruptive policy reactions in the medium term could lead to high-carbon assets being stranded.

“The new reality is a much more challenging future in terms of planning, financing and predictability,” Grant added. “The challenge now is to implement gigatonne-scale reductions across the economy, in power generation, energy-efficiency, transport and industry, as well as REDD+ in forested nations.”

Endangered western forests: The Yellowstone

Additional CO2 and warmer weather will help plants, the climate change denialists say.  That’s not what we see, however.  Turns out CO2 helps weeds, and warmer weather helps destructive species, more than it helps the stuff we need and want in the wild.

EU climate authority approved Britain’s plans to reduce carbon dioxide emissions

It’s stunning to listen to radio, or read newspaper letters-to-the-editor sections in the U.S., and see people who argue we have no need to control carbon emissions.

Meanwhile, in Europe, the European Commission (EC) Climate Change Committee (CCC) approved Britain’s plan to auction pollution rights, part of the UK plan to control and limit carbon emissions.

You’d think we don’t share the same planet.

EU Emissions Trading System: European Commission approves the UK’s national auction platform

Today the European Commission (EC) Climate Change Committee (CCC) voted to approve the UK’s national auction platform for phase III and aviation auctions under the European Union Emissions Trading System (EU ETS).

Welcoming this important vote, Greg Barker said:

“This announcement is a further step towards ensuring that we can start auctioning phase III and aviation allowances as planned. The endorsement by the EU Climate Change Committee reflects the strength of the UK’s proposal and continued leading role in carbon auctioning.”

The CCC endorsement is the latest step in the UK’s preparations for auctioning phase III and aviation allowances. Under EU rules, the Commission and Member States in the form of the CCC must first approve the platform. This will be followed by a three month scrutiny period by the European Council and Parliament. The UK expects auctioning to start in November 2012, subject to successful completion of this scrutiny process.

Following a decision by the CCC last year, Member States are due to start auctioning some 120m phase III emissions allowances early before the end of this year. The UK’s share of these allowances is 12m. Subject to EU approval, it is expected that these allowances will be auctioned in November and December this year. In addition, the UK is expected to auction approximately 7m aviation allowances by the end of 2012.

Auctions of these allowances will be held separately during the same period.

Further detailed information on the UK’s phase III and aviation auctions, including the proposed auction calendar and how to access the auctions, will follow in due course.


Notes to editors

  • The European Union Emission Trading System (EU ETS) is at the heart of UK Government policy to tackle climate change
  • The rules governing the system are set out in the EU ETS Directive; it covers sectors responsible for around half of the UK’s carbon dioxide emissions
  • In 2008, the EU ETS Directive was revised to make auctioning the main method for allocating emissions allowances in Phase III of the EU ETS (2013-2020). In Phase III, at least 50% of general emissions allowances will be auctioned across the EU. In addition, EU member states will auction 15% of aviation allowances
  • Under the rules set out in the EU Auctioning Regulation, Member States have the option to either auction via a common EU platform, or set up their own, national platform. The UK, Germany and Poland have opted to set up national auction platforms.
  • In April DECC announced that ICE Futures Europe was its preferred supplier for the contract to conduct auctions of phase III and aviation EU ETS. This followed an EU-wide competitive tender process that launched in December 2011.
  • Before auctions can begin on the UK platform, the platform must first be approved by the Climate Change Committee and then be subject to a 3 month scrutiny period by the European Parliament and Council. These requirements are set out in the EU Auctioning Regulation.
  • Both Germany and the European Commission (auctioning on behalf of 24 Member States) have announced their intention to start auctioning after the summer.

EU charges airlines for carbon emissions on flights to Europe; airlines, other nations rankled

Been to court once, looks like it’s going again.  The Economist reported this week:

AS OF January 1st, American, Chinese and all the world’s airlines are being billed for the carbon emissions of their flights into and out of the European Union. About time, too: airlines contribute 2-3% of global emissions, yet they were hitherto free to pollute. The European initiative, which brings airlines into the EU’s existing cap-and-trade regime, the Emissions Trading Scheme (ETS), is a modest corrective. The hope is that it will speed the creation of a long-promised, more ambitious successor, governing all the world’s airspace.

Foreign airlines, needless to say, are unhappy. So are their governments. Because flights into the EU have been included in their entirety, not just the portion within European airspace, they detect an infringement of their sovereignty. Last month, in response to a suit from an American industry body, Airlines for America (A4A), the European Court of Justice dismissed that concern. A4A, which claims, improbably, that the scheme will cost its members more than $3 billion by 2020, may file a fresh suit in the High Court in London.

Especially hopping mad are warming denialists, who fear that charges for carbon emissions will cause emitters to reduce emissions, which might have an effect on global warming, thereby making the denialists out to be wrong.

Better not to be proven wrong than to have a cleaner planet, they reckon.


Annals of global warming: NASA press release, 2010 tied as warmest year on record

Certain things need to be on the record, in the annals.  Last January I failed to post this press release from NASA, issued January 11, 2011:

WASHINGTON — Global surface temperatures in 2010 tied 2005 as the warmest on record, according to an analysis released Wednesday by researchers at NASA’s Goddard Institute for Space Studies (GISS) in New York.

The two years differed by less than 0.018 degrees Fahrenheit. The difference is smaller than the uncertainty in comparing the temperatures of recent years, putting them into a statistical tie. In the new analysis, the next warmest years are 1998, 2002, 2003, 2006, 2007 and 2009, which are statistically tied for third warmest year. The GISS records begin in 1880.

The analysis found 2010 approximately 1.13 F warmer than the average global surface temperature from 1951 to 1980. To measure climate change, scientists look at long-term trends. The temperature trend, including data from 2010, shows the climate has warmed by approximately 0.36 F per decade since the late 1970s.

“If the warming trend continues, as is expected, if greenhouse gases continue to increase, the 2010 record will not stand for long,” said James Hansen, the director of GISS.

The analysis produced at GISS is compiled from weather data from more than 1000 meteorological stations around the world, satellite observations of sea surface temperature and Antarctic research station measurements. A computer program uses the data to calculate temperature anomalies — the difference between surface temperature in a given month and the average temperature for the same period during 1951 to 1980. This three-decade period acts as a baseline for the analysis.

The resulting temperature record closely matches others independently produced by the Met Office Hadley Centre in the United Kingdom and the National Oceanic and Atmospheric Administration’s National Climatic Data Center.

The record temperature in 2010 is particularly noteworthy, because the last half of the year was marked by a transition to strong La Niña conditions, which bring cool sea surface temperatures to the eastern tropical Pacific Ocean.

“Global temperature is rising as fast in the past decade as in the prior two decades, despite year-to-year fluctuations associated with the El Niño-La Niña cycle of tropical ocean temperature,” Hansen and colleagues reported in the Dec. 14, 2010, issue of Reviews of Geophysics.

A chilly spell also struck this winter across northern Europe. The event may have been influenced by the decline of Arctic sea ice and could be linked to warming temperatures at more northern latitudes.

Arctic sea ice acts like a blanket, insulating the atmosphere from the ocean’s heat. Take away that blanket, and the heat can escape into the atmosphere, increasing local surface temperatures. Regions in northeast Canada were more than 18 degrees warmer than normal in December.

The loss of sea ice may also be driving Arctic air into the middle latitudes. Winter weather patterns are notoriously chaotic, and the GISS analysis finds seven of the last 10 European winters warmer than the average from 1951 to 1980. The unusual cold in the past two winters has caused scientists to begin to speculate about a potential connection to sea ice changes.

“One possibility is that the heat source due to open water in Hudson Bay affected Arctic wind patterns, with a seesaw pattern that has Arctic air downstream pouring into Europe,” Hansen said.

Human extinction? Nature doesn’t care

Some of the cartoonists get it.  Mother Earth will survive human extinction; it’s humans who will suffer if we don’t work to save ourselves.

That’s right:  Contrary to conservative and warming denialist blather, it is environmentalists who are the humanitarians in this unfortunate-to-have, unnecessary discussion.

Eagan is another recovering lawyer, ten points to his favor.  Is there any publication that regularly features his work?  I don’t know.  There should be many.

Schneider on global warming, Parts 1, 3 and 4

Earlier I posted a video of Stanford’s late Dr. Stephen Schneider in a meeting with Australian climate “skeptics.”  It was one of a four-part series, Part 2, to be precise.

Here are the other parts.  They are excerpted from an Australian television program, “Insight,” taped in June 2010.
