No, Henry Wallace would not have been president long, had FDR died a few months early

Oh, it’s a technical quibble, I know.

I’ve read R. Emmett Tyrell for years.  Back in the day, when American Spectator was scratching to get anyone to read, they sent me free copies — I presume because they got my name off of a list for National Review.  At some point they decided they could actually get someone to pay for the magazine, and I fell off their list.

It was a fun read back then.  American Spectator showed up on newsprint, not slick paper.  There was a college newspaper feel to it.  They had a great section called “Brayings from the barnyard,” in which they’d quote stupid things that people said.  That was the first place I encountered the old saw, “Those whom the gods destroy, they first make mad.”

And I’m sure that, had he thought about it for three minutes, he wouldn’t have written it.  But Tyrell didn’t think.

In the on-line blog for the Spectator, in the traditionally-named “The Current Crisis,” Tyrell wrote:

Progressives have long been in favor of One World vouchsafed by the United Nations. Henry Wallace, Franklin Delano Roosevelt’s second vice president and the 1948 presidential candidate for the Progressive Party, spoke of it often. On the campaign trail in 1948 he spoke of “jobs, peace, and freedom” that “can be attained together and make possible One World, prosperous and free, within our lifetime.” He too promised to coordinate policy through the United Nations. Had President Roosevelt died but six months earlier, America would have had this fantastico in the White House. As it was, in one last act of cunning for his country, Roosevelt maneuvered Wallace out of the vice presidency and Harry Truman in. Harry was green but he was not naïve. We came that close to Henry Wallace and his “Gideon’s Army” in the White House.

Does Tyrell really believe that?

Henry Wallace could not have succeeded to the presidency at any time after noon, January 21, 1945, and had he succeeded to the presidency any time before January 21, he’d have served only until January 21.  Had Roosevelt died any time after November 7, 1944, Harry S Truman would have been inaugurated on January 21, 1945.  Had Roosevelt died between the Democratic Convention and the election, one could make an argument that Truman would not have won the nomination nor the presidency — we’ve never had a candidate die before election day, nor between election and inauguration (though William Henry Harrison sure pushed it).

Roosevelt died on April 12, 1945.  Six months earlier quickly calculated would have been October 12.  [I goofed when I submitted a comment at the Spectator site, and calculated December — too quick a calculation!]  Wallace, then the vice president to FDR, almost certainly would not have won the Democrats’ nomination for president.  It may have been possible for the party to name a new ticket, and if so, it would not have had Wallace on top.  One can make a case that Truman wouldn’t have been on top of a new ticket, either — but even October 12 may have been too late to change the ballot, for pragmatic purposes, prior to the election.  Most discussions I’ve seen suggest that the vice presidential candidate would be moved up in such a case.

So, had Roosevelt died months prior to April 12, 1945, we would have had Henry Wallace as president for only a few weeks, until inauguration day the next January.  Then we would have had Harry S Truman, or Thomas E. Dewey.  Dewey ran against Truman in 1948, and lost.  There’s a good case to be made that Truman would have defeated Dewey in 1944, had they run against each other then.  Truman would have had the sympathy vote, and he would have been thought to have been the heir to the Roosevelt legacy and policies near the end of World War II.  With Hitler and Tojo on the run, it would have been a bad time to switch parties and policies.

We’ll never know, but Tyrell need not worry.

EDUSolidarity Day After, Part 3: Why would a teacher like me hang with a union?

I mean, really.  I have two degrees after attending three colleges.  I’ve taught at three different universities.  My parents were (nominally) Republicans.  I worked the Republican side of the U.S. Senate, for Orrin Anti-Labor-Law-Reform Hatch, for heaven’s sake.  I sat  through the hearings on the graft in the Operating Engineers local, the graft in the welders union in Pennsylvania that provided workers to the nuclear reactors, and the graft in the Central States Teamsters Pension Fund.  Two of my staff colleagues went on to chair the National Labor Relations Board, one is a well-known anti-labor lobbyist, and I’ve sat through the “no union here, ever” courses at three different corporations as a member of management.

What gives?

Why do I and other teachers stick with the union?

My father did carry a union card, though he was a Republican.  He had lots of stories about the difficulty of working with unions from his days with the United Cigar Stores in Los Angeles, and he probably had plenty of reason  to dislike them — but he got a job as a pipefitter building Liberty Ships.  He had to join the pipefitters union, and so he did.

Deep at heart, my father wanted to be a successful businessman.  After the war, he went back to sales.  He wound up in Burley, Idaho, managing a Western Auto store, when he struck out on his own.  Well, he and a partner.  Sedam and Darrell Furniture.  They had a disagreement, and it ended up as Sedam’s on one side of town, and Paul Darrell Hotpoint on the other.

It was about that time that he got a lung x-ray for something, and they found the spot.  He’d given up smoking in the 1930s, but as a pipefitter, he put a lot of asbestos on pipes to shield merchant marines from heat, to insulate the pipes, to prevent shipboard fires.  That was before the dangers of asbestos were well understood.  On the x-ray, it looked like cancer.

But it didn’t grow.  The spot just stayed there, for years.

The store in Burley fell victim to a bad economy when the union at J. R. Simplot Potatoes struck one year, in November.  The strikers weren’t buying Christmas gifts.  There were about 16 furniture and appliance stores in a county with about 16,000 people total.  Several of them didn’t survive the strike and my father’s was one of them.  A lot of people in town cursed the union for causing the strike.  On one of our trips moving to Utah, I rode with Dad and asked him about it, and why the union went on strike.  As a victim of the strike, he could have unloaded.  But he didn’t.

He explained how workers organized to get power to negotiate with big businesses.  Jack Simplot was a man we knew, a good man and a customer from all we knew — but the workers were good people, too, my father explained.  Sometimes workers and employers can’t agree.  My father explained that a strike was one of the few tools workers could use to get an employer to change his position against his will.  I told him I thought it was unfair that workers could strike and force other businesses out.  My father explained that it was tougher on the workers who didn’t buy from us — they needed the stuff they didn’t buy.

Over the next few years I watched as my father got screwed over by good people running good companies, people who were anti-union, but more, anti-employee.  He lost guaranteed bonuses.  He lost promised promotions.  He didn’t get promised raises.  My father never again owned his own business.  Instead he was an employee, unprotected by unions in a string of positions where union protection would have been a good deal for him.  He could not strike, as the workers at J. R. Simplot had.

One of the investigators for the Senate Labor Committee was a character of great proportion — no central casting bureau could have thought up a character like Frank Silbey.  Silbey headed Orrin Hatch’s investigations into unions, and he was a marvel to watch.  Soon after Hatch took over as chair of Labor, Silbey and I had a long lunch to work out just how we would work together.  I expressed to him my concern that any investigation of a union might hurt unions, and hurt workers.

Silbey thought for a minute, and took in a deep breath.  He started to put his finger in my face, but he stopped, and used it to doodle on the table cloth at the old Monocle, near his office in an odd building the Senate owned.

“Listen,” he said.  “You need to know that I am not anti-union.  I can’t be.”  And he told me about his own father.

I don’t remember the business.  I remember that Frank talked about how his family was not rich by any stretch, and his father worked hard at a union job.  The old man had not a lot of time for friends off the job, not after spending the time he wanted to with his wife and kids.  And so it was that, when he died unexpectedly, too young, Frank’s mother knew that it would be a sad funeral, with very few people attending.

When they got to the synagogue for the funeral, though, there was a huge crowd.  The place was literally overflowing with people.  The union had closed the business in honor of Mr. Silbey, and the union turned out for the funeral.  Each of the workers spent time meeting the widow, and telling her what a great man and good friend her husband had been.

“And that’s why I can’t ever be anti-union,” Frank said.  “When all is said and done, the union will stick by you when nobody else does.”

Over the next five years we found a few unions where that was not exactly true, but in most of those cases, those people who made that not true, went to jail.

The health care side of the Senate Labor Committee had a hearing into lung diseases, including black lung, brown lung, and the mesothelioma, the disease pipefitters got from asbestos.  One of the witnesses came from a pipefitters union.  Among other things, he testified to the astonishing rates of illness and untimely deaths among the pipefitters on the World War II Liberty Ships.

On the way out of the hearing I mentioned to the guy that my father had worked on the Liberty Ships, as a pipefitter.  He looked stricken, and paled.  He pulled me off to the side of the hallway, and said, “I am so sorry for you.  Your father did heroic work and the nation owes him a deep debt.”  No one had ever spoken about my father like that to me before, and I teared up.

“How long has he been gone,” the guy asked.

“Well, he’s got a spot on his lung, but it hasn’t changed.  He’s still alive,” I said (my father would die within the decade).

The pipefitters representative smiled, then laughed.  “He’s one of a very small band of survivors.  He’s still a hero, though.”

Throughout his life, my father was a very good man.  Think of the character Jimmy Stewart played in “It’s a Wonderful Life.”  That was my father.  He organized across party lines for local elections.  He organized blood drives.  During the Korean War he headed the local program to take care of soldiers passing through town who ran out of money, or got sick, or got thrown in jail.  My father served on more Troop Committees for the various Boy Scout units my brothers and I joined than anyone had a right to expect.

For all his good work, he didn’t get anything but his own satisfaction out of it.

It was a staffer who never met him, for a union he hadn’t worked in for 40 years who called him the hero he was.

“When all is said and done, the union will stick by you when no one else does,” Frank Silbey said.

It’s still true.  In America, we still need that kind of loyalty to working people, especially to teachers.  We need it now more than ever.

Most jobs in America are not in manufacturing or subject to international competition. So the service sector, retail, construction — there are a huge number of jobs where international competition has nothing to do with it. The obstacles there are domestic. Labor law is totally dysfunctional. Workers really don’t have the right to form unions of their choosing. So you’re right to be pessimistic, just for different reasons.

I also have a mega-historical answer to that question, though. If you look at the last 150 years of history across all nations with a working class of some sort, the maintenance of democracy and the maintenance of a union movement are joined at the hip. We’ve seen this dramatically reconfirmed in Spain and South Korea and Poland over the years. If democracy has a future, then so too must trade unionism. Sadly, that doesn’t offer much hope for my lifetime. But there is such a thing as conflict between capital and labor.

Northern Light Productions made the film for the “Canyon Visitor Education Center in Yellowstone National Park. The film offers a compelling overview of the ‘big picture’ geology that has shaped and continues to influence Yellowstone and its ecosystem.”

Big picture geology?  How about making this film available to schools to talk about geology, geography, and history?

Yellowstone National Park annually gets about three million visitors.  Yellowstone is one of those places that ever American should see — but at that rate, it would be more than 100 years before everybody gets there.

We need good, beautifully shot, well-produced, interesting films on American landmarks in the classroom.

How do we get this one freed for America’s kids, Yellowstone Park?


WHO, DDT and the Persistent Organic Pesticides Treaty: Historic view from the inside

Rollback Malaria (RBM) was established in 1998 in part to reinvigorate the worldwide fight against malaria, and in part to facilitate the negotiations for what became the Stockholm Convention, the Persistent Organic Pesticides Treaty of 2001.

That’s about the time the ungodly assault on WHO and Rachel Carson started, by hysterical DDT advocates.  We now know that Roger Bate, Richard Tren, Donald Roberts and their comrades in pens are stuck in that 1998 fight.

Here’s a short account, from RBM, about just what happened:

The DDT Controversy

In 1999 the RBM Secretariat was called upon to help resolve a controversy emerging from intergovernmental negotiations to establish an international environmental treaty. At the centre of this controversy was DDT, former hero of the malaria eradication campaign and current totemic villain of the environmental movement. The treaty being negotiated was intended to eliminate the production and use of twelve persistent organic pollutants. DDT, still used for malaria control in over 20 countries, was included among ‘the dirty dozen’ chemicals slated for elimination, eliciting a strong reaction from public health activists and malaria specialists who claimed that its elimination would result in unacceptable increases in malaria morbidity and mortality. Environmental specialists and others claimed that environmentally friendly alternatives to DDT, although more expensive, could easily be deployed to guard against such a negative impact.

The controversy over the role of DDT in malaria vector control and the dangers posed to the environment escalated and attracted considerable media attention. The controversy was perpetuated in part because of a relatively weak evidence base on the human toxicity of DDT, the cost-effectiveness of proposed alternatives, and the probable impact of public health use of DDT (compared to agricultural use) on the environment. Resolution was also hampered by the relative lack of public health expertise among the Intergovernmental Negotiating Committee delegates, who were primarily active in the fields of foreign and environmental policy.

The challenges presented to the RBM Secretariat in responding to the controversy were many and varied. They included: evaluation of the evidence base and the drafting of policy guidance (a WHO normative role); a major communications effort; and the establishment of new cross-sectoral partnerships and working relationships. In the process, RBM formed new and highly effective ‘partnerships’ or ‘working relations’ with the United Nations Environment Programme (UNEP), the US Environmental Protection Agency, the environmental policy apparatus of core RBM partners, as well as a variety of health and environmental NGOs. RBM conducted country and informal expert consultations and convened and chaired a special working group on DDT which was able to establish a position on the use of the insecticide in public health and the process for evaluating and moving to alternatives. The weight of WHO’s technical authority contributed greatly toward establishing the credibility of the working group. Information about the treaty negotiations and the WHO position on DDT was disseminated to health specialists via the WHO regional networks and to treaty focal points via UNEP.

The RBM Secretariat led the WHO delegation to all meetings of the Intergovernmental Negotiating Committee and prepared information and media events for each, supporting the participation of health/malaria specialists from a number of countries. The RBM Secretariat also served as the media focal point on malaria and DDT and provided interviews and information to all major media, as well as presentations to professional meetings and interest groups.

RBM’s objectives throughout this process were:

  • to establish consensus on the present and future role of DDT and alternatives in malaria control;
  • to encourage greater involvement of public health specialists in country-level discussions about the treaty and in country delegations to the negotiating sessions;
  • to provide information to negotiators and others that would reduce controversy and result in a win-win situation for public health and the environment (in which the longer term goal of DDT elimination is achieved through strengthened, more robust malaria control);
  • to benefit from the media attention to inform the public about malaria; and
  • to mobilize resources to support malaria control from outside the health sector.

All of these objectives have been met and the final treaty, known as the ‘Stockholm Convention on Persistent Organic Pollutants’ provides for the continued public health use of DDT and international assistance for the development and implementation of alternatives.

Resources to support the initial work of the RBM Secretariat were provided by environmental agencies/offices. In addition, the Pan American Health Organization (PAHO) and the WHO Regional Office for the Americas (AMRO) and most recently the WHO Regional Office for Africa (AFRO) have been awarded project development grants from the Global Environment Facility (GEF) to promote regional efforts to strengthen malaria control and reduce reliance on DDT.

Then and now: Big Cottonwood Canyon, Utah – 1869 and 2006

Photographer Timothy H. O’Sullivan toured the western territories — not yet states — for either the U.S. Army Corps of Engineers or the U.S. Geological Survey, around 1868 and 1869.  Color photography hadn’t been perfected.  His plates were black and white only.

He had been one of the photographers who captured parts of the Civil War on film, with particularly poignant photos of the battlefield at Gettysburg, Pennsylvania, within hours after the battle ended on July 4, 1863.

O’Sullivan’s photos appear in the collection at the Library of Congress, and at the George Eastman House (Eastman was the founder of Kodak, as you know).

O’Sullivan’s photos show the mineral and mining operations of Nevada, Utah and Idaho, and Arizona and New Mexico, so far that I’ve found.  Particularly in the mountains, the places he photographed can be tracked down today.

In this post we compare O’Sullivan’s photo up what he called “Great Cottonwood Canon of the Wahsatch,” what is today one of the beautiful canyons leading out of Salt Lake City, Big Cottonwood, in the Wasatch Front.  O’Sullivan took a shot up the canyon, then very much unroaded, at an enormous block of granite that came to be known as Storm Mountain.

Note from LeggNet blog: This recent capture was made in Big Cottonwood Canyon just outside of Salt Lake City. The striking shadows along with the jagged ridges create a dramatic lighting effect.

Legg’s camera and film allowed a quicker shot, I’ll wager (if he used film at all — it may be an electronic image).

The granite didn’t change much.  Storm Mountain is literally a fraction of a mile outside the city limits of Salt Lake City.  A photo the other way would show dramatic change.  A photo of Storm Mountain, which consists chiefly of naked granite, appears almost unchanged in over a century.  It’s difficult even to find places where the vegetation has changed.

In the past 20 years we have seen comparisons of America’s and the world’s glaciers, from photos through the late 19th and 20th centuries, compared to photos of today.  The archives of landscape photos held by groups like the George Eastman House offer opportunities for historians and land managers and policy makers to compare American lands from more than a century ago, to those same lands today.  Much of those older photo archives are available on line, at least for searching.  Will scholars make methodical use of these resources?

Teachers standing up for teachers, unions, and education: EDUSolidarity

Teaching is a lonely profession, oddly enough.  All too often teachers get stuck on an island away from other adults, away from socializing with colleagues even just a few feet away in the next room.  Different from most other professions, teachers in most schools are required to function without basic support for much of what they do, or with minimal support.

Consequently, teachers organizing to support teachers is difficult and too rare.

Unions become vital organizations to fight against unhealthy social isolation, to fight for teachers, to fight for education.

On March 22 union teachers in New York will wear red as an expression of solidarity with and support for teachers under attack in Wisconsin, Tennessee, Texas, Ohio, Indiana, and dozens of other places that we don’t know much about because, after all, brutal legislative attacks on teachers and teaching are so commonplace these days — “dog bites man” stories.

I was asked to join a group of bloggers who will blog on the importance of teaching, the importance of education, and why we support teacher unions on March 22.

As we all know, teachers and our unions, along with those of other public sector employees, face unprecedented attacks in the national media and from local and state governments. It is easy for politicians and the media to demonize the “unions” and their public faces; it is far more difficult to demonize the millions of excellent teachers who are proud union members. Those of us who are excellent teachers and who stand in solidarity with our unions are probably no stranger to the question “Well, why are you involved with the union if you’re a good teacher?” It’s time for us to stand up and answer that question loudly and clearly.

On Tuesday, March 22, teachers in NYC will wear red in solidarity with our brothers and sisters who are under attack in Wisconsin, Ohio, Indiana, Tennessee and elsewhere. We also stand with teachers in places like Idaho, California, and Texas who are facing massive layoffs. We would like to take this stand on the web as well. Including personal stories can make this a very powerful piece. It would be great to also explain how being a union member supports and enables you to be the kind of teacher that you are. Happy Einstein Day!  Almost fitting that he was born on π Day, no?  I mean, is there an E=mc² Day?

Albert Einstein was born on March 14, 1879, in Ulm, Germany, to Hermann and Pauline Einstein.  26 years later, three days after his birthday, he sent off the paper on the photo-electric effect, the paper that would win him the Nobel Prize in Physics five years later, in 1921.  In that same year of 1905, he published three other papers, solving the mystery of Brownian motion, describing what became known as the Special Theory of Relativity and solving the mystery of why measurements of the light did not show any effects of motion as Maxwell had predicted, and a final paper that noted a particle emitting light energy loses mass.  This final paper amused Einstein because it seemed so ludicrous in its logical extension that energy and matter are really the same stuff at some fundamental point, as expressed in the equation demonstrating an enormous amount of energy stored in atoms, E=mc².

Any one of the papers would have been a career-capper for any physicist.  Einstein dashed them off in just a few months, forever changing the field of physics.  And, you noticed:  Einstein did not win a Nobel for the Special Theory of Relativity, nor for E=mc².  He won it for the photo electric effect.  Irony in history.

106 years later Einstein’s work affects us every day.  Relativity theory at some level I don’t understand makes possible the use Global Positioning Systems (GPS), which revolutionized navigation and mundane things like land surveying and microwave dish placement.  Development of nuclear power both gives us hope for an energy-rich future, and gives us fear of nuclear war.  Sometimes, even the hope of the energy rich future gives us fear, as we watch and hope nuclear engineers can control the piles in nuclear power plants damaged by earthquakes and tsunami in Japan.

If Albert Einstein was a genius at physics, he was more dedicated to pacifism.  He resigned his German citizenship to avoid military conscription.  His pacifism made the German Nazis nervous; Einstein fled Germany in the 1930s, eventually settling in the United States.  In the U.S., he was persuaded by Leo Szilard to write to President Franklin Roosevelt to suggest the U.S. start a program to develop an atomic weapon, because Germany most certainly was doing exactly that.  But Einstein refused to participate in the program himself, sticking to his pacifist views.  Others could, and would, design and build atomic bombs.  (Maybe it’s a virus among nuclear physicists — several of those working on the Manhattan Project were pacifists, and had great difficulty reconciling the idea that the weapon they worked on to beat Germany, was deployed on Japan, which did not have a nuclear weapons program.)

Einstein was a not-great father, and probably not  a terribly faithful husband at first — though he did think to give his first wife a share of a Nobel Prize should he win it in the divorce settlement.  Einstein was a good violinist, a competent sailor, an incompetent dresser, and a great character.  His sister suffered a paralyzing stroke.  For many months Albert spent hours a day reading to her the newspapers and books of the day, convinced that mute and appearing unconscious, she would benefit from hearing the words.  He said he did not hold to orthodox religions, but could there be a greater show of faith in human spirit?

When people hear clever sayings, but forget to whom the bon mots should be attributed, Einstein is one of about five candidates to whom all sorts of things are attributed, though he never said them.  (Others include Lincoln, Jefferson, Mark Twain and Will Rogers).  Einstein is the only scientist in that group.  So, for example, we can be quite sure Einstein never claimed that compound interest was the best idea of the 20th century.  This phenomenon is symbolic of the high regard people have for the man, even though so few understand what his work was, or meant.

A most interesting man.  A most important body of work.  He deserves more study and regard than he gets.

In Concord, New Hampshire, on March 11 and 12, 2011, apparently testing to see whether that little state has bad enough education standards before announcing a presidential bid, Michelle Bachmann butchered history and geography once again, according to the conservative Minnesota Independent:

“You’re the state where the shot was heard around the world in Lexington and Concord,” she said, referencing Ralph Waldo Emerson’s “Concord Hymn,” an ode to the lives lost at the start of the American Revolution in Concord, Massachusetts, not New Hampshire.

How many bites at the apple does stupid get?  Has Ed Brayton picked up on this yet?

I could see a bell-ringer in there somewhere.  Who do you think ought to see this thing?  What classes in public schools should see it, for what purpose?

I hope the year-long series lives up to the video.  I hope there are a lot more videos to go along with it.  As a piece of persuasive rhetoric, it does make a decent case for subscribing to National Geographic for a year.  How’s that for rhetorical criticism?


No, race isn’t the cause of our economic and education woes

Just when you think the conservatives can’t possibly sound any more like fascists of the 1930s . . . I mean, can we just repeal Godwin’s law and call a racist fascist argument, a racist fascist argument?

Paul Krugman, whose Nobel Memorial Prize for economics galls conservatives more than left turns bothered J. Edgar Hoover, noted the other day that Texas is in a series of fixes.  This is important because Texas is what Wisconsin’s governor claims Wisconsin should be:  Shorn of union interference in almost all things, especially in public service sectors including education.  Krugman wrote in his column, “Leaving Children Behind”:

Texas likes to portray itself as a model of small government, and indeed it is. Taxes are low, at least if you’re in the upper part of the income distribution (taxes on the bottom 40 percent of the population are actually above the national average). Government spending is also low. And to be fair, low taxes may be one reason for the state’s rapid population growth, although low housing prices are surely much more important.

But here’s the thing: While low spending may sound good in the abstract, what it amounts to in practice is low spending on children, who account directly or indirectly for a large part of government outlays at the state and local level.

And in low-tax, low-spending Texas, the kids are not all right. The high school graduation rate, at just 61.3 percent, puts Texas 43rd out of 50 in state rankings. Nationally, the state ranks fifth in child poverty; it leads in the percentage of children without health insurance. And only 78 percent of Texas children are in excellent or very good health, significantly below the national average.

But wait — how can graduation rates be so low when Texas had that education miracle back when former President Bush was governor? Well, a couple of years into his presidency the truth about that miracle came out: Texas school administrators achieved low reported dropout rates the old-fashioned way — they, ahem, got the numbers wrong.

It’s not a pretty picture; compassion aside, you have to wonder — and many business people in Texas do — how the state can prosper in the long run with a future work force blighted by childhood poverty, poor health and lack of education.

But things are about to get much worse.

A few months ago another Texas miracle went the way of that education miracle of the 1990s. For months, Gov. Rick Perry had boasted that his “tough conservative decisions” had kept the budget in surplus while allowing the state to weather the recession unscathed. But after Mr. Perry’s re-election, reality intruded — funny how that happens — and the state is now scrambling to close a huge budget gap. (By the way, given the current efforts to blame public-sector unions for state fiscal problems, it’s worth noting that the mess in Texas was achieved with an overwhelmingly nonunion work force.)

Krugman was too easy on Perry.  In his campaign last year, Perry claimed that Texas had plenty of money, a surplus, even.  In debates with Democratic candidate Bill White, Perry pooh-poohed the notion that Texas had a sizable deficit, certainly not the $18 billion deficit White named.

No, the Texas deficit actually is north of $25 billion.  (Linda Chavez-Thompson, the defeated Democratic candidate for Lieutenant Governor, addressed Perry’s denial in a line that very few reporters bothered to report (or report accurately):  “Do you know how many zeroes there are in 18 billion?” Chavez-Thompson said. “11, when you count Perry and Dewhurst.”)

But blogger Iowahawk would hear none of that — no, the issue isn’t bad government and poor fiscal management.  Texas loses out in education because its got more racial minorities, he wrote at some length.

Other bloggers who should know better, or at least should be struck by the repugnance of the claim that race is the problem, spread the claim, including Paul E. Peterson at EducationNext and Mark at Pseudo-Polymath.

Krugman’s original point was untouched by any of these guys.  Texas is in deep trouble, on many, many fronts.  One of the more common comments on Texas education is, “Thank God for Mississippi!”  Mississippi’s having closed down its education system rather than integrate, and continued underfunding and mismanagement since the federal government forced the reopening, keeps Mississippi at the bottom of almost all state rankings regarding children.  That means Texas isn’t dead last.  Texas’s very real problems will affect racial disparities in achievement, but they are in no way caused by racial disparity, or race of the students.

Notice, too, how Iowahawk changed the comparison.  Krugman noted dropout rates.  Unable to muster a direct rebuttal to Krugman’s point, Iowahawk switched to comparing scores in NAEP.  It’s not the same thing by any stretch.

No Texas teacher would say Texas performs better than any other state in stopping dropouts.  While we might brag a bit on how we’ve increased scores on the ACT and SAT, it’s not across the board, and it’s not enough.  (It’s a miracle with the stingy funding, and it will likely stop with the proposed budget cuts — but we’re proud of our ability to make improvement despite obstacles carefully placed by state policy makers.)

Notice, too, that dropouts tend to perform more poorly on standardized tests.  If one wishes to screw around with the statistics for spin, one might note that by forcing students to drop out, Texas raises its scores on NAEP.  I seriously doubt any Texas educator conducts a campaign to get dropouts to boost NAEP scores, but let’s be realistic.  (Which is not to say that there is not a lot of action to mask the dropout problem; a Texas high school is responsible for the academic achievement of kids who drop out, or more accurately, the lack of academic achievement.  Dropouts count against a school’s performance rating, and count hard.  Every school on the cusp of “Exemplary,” or “Recognized,” or “Unacceptable,” has a campaign to track down dropouts to find that they have enrolled in another school to whom blame can be passed, or that they have left the state or the nation, and so don’t count in Texas at all.  One wishes one could school administrators and legislators in Deming’s Red Bead Experiment.)

It’s impossible to claim Wisconsin union teachers are to blame for any Wisconsin woe, when Texas, with it’s strong anti-union stands and ban on unionizing among teachers, performs worse, on average.

Will busting the unions put Wisconsin in the black?  It didn’t work for Texas.

Will busting the unions help Wisconsin schools?  You can’t make that case based on the information from Texas.  In fact, Angus Johnson conducted a more serious analysis of statistics that may provide a better view into the issue, and they tend to show that unionized teachers improve education performance.

Surely these guys understand where their argument ends up.  It is absolutely untrue that Texas’s minorities dragged the state into deficits.

We know where Texas deficits came from.  Several years ago Texas cut property taxes, a key source of education and other funding for the state, promising to make up the difference with corporate tax reforms.  But the corporations blocked significant reform.  Texas has been running on empty for six years, and now the deficits are simply too big to hide.

Unwise tax cuts, made for political gains, that put Texas in the dumper.

It wasn’t unions, and it sure wasn’t the large population of hard-working, tax-paying, union-needing Hispanics and blacks and Native Americans who got Texas in trouble.  They didn’t get the tax cut benefits, for the most part.

Race is not the cause of our education and budget woes, except in this way:  Racists, especially the latent, passive-aggressive sort, will not hesitate to cut programs that they see benefiting minorities.  Those education programs that have done the most to reduce the achievement gaps between the races, boosting minority achievement, are the first to go under the Republican budget meat cleavers.  The proposed cuts are not surgical in any way, to preserve education gains.

Looking at my print copy I was struck that most of the “states” listed — really communities of people — have lost economic ground in the past decade.  Average per capita incomes dropped for most groups.

Since 1980, income inequality has fractured the nation. Click each icon to see each of the dozen states, which counties belong to them and how median income has changed over the last 30 years.

The old income inequality monster rearing its ugly, ugly head again.  America is losing ground.  No wonder the Republicans are discouraged — but why don’t they understand that its their policies that create the trouble?
