A PROCLAMATION

Day after day, police officers in every corner of America suit up, put on the badge, and carry out their sworn duty to protect and serve. They step out the door every morning without considering bravery or heroics. They stay focused on meeting their responsibilities. They concentrate on keeping their neighborhoods safe and doing right by their fellow officers. And with quiet courage, they help fulfill the demanding yet vital task of shielding our people from harm. It is work that deserves our deepest respect — because when darkness and danger would threaten the peace, our police officers are there to step in, ready to lay down their lives to protect our own.

This week, we pay solemn tribute to men and women who did. Setting aside fear and doubt, these officers made the ultimate sacrifice to preserve the rule of law and the communities they loved. They heard the call to serve and answered it; braved the line of fire; charged toward the danger. Our hearts are heavy with their loss, and on Peace Officers Memorial Day, our Nation comes together to reflect on the legacy they left us.

As we mark this occasion, let us remember that we can do no greater service to those who perished than by upholding what they fought to protect. That means doing everything we can to make our communities safer. It means putting cops back on the beat and supporting them with the tools and training they need. It means getting weapons of war off our streets and keeping guns out of the hands of criminals — common-sense measures that would reduce gun violence and help officers do their job safely and effectively.

Together, we can accomplish those goals. So as we take this time to honor law enforcement in big cities and small towns all across our country, let us join them in pursuit of a brighter tomorrow. Our police officers serve and sacrifice on our behalf every day, and as citizens, we owe them nothing less than our full and lasting support.

By a joint resolution approved October 1, 1962, as amended (76 Stat. 676), and by Public Law 103-322, as amended (36 U.S.C. 136-137), the President has been authorized and requested to designate May 15 of each year as “Peace Officers Memorial Day” and the week in which it falls as “Police Week.”

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, do hereby proclaim May 15, 2013, as Peace Officers Memorial Day and May 12 through May 18, 2013, as Police Week. I call upon all Americans to observe these events with appropriate ceremonies and activities. I also call on Governors of the United States and the Commonwealth of Puerto Rico, officials of the other territories subject to the jurisdiction of the United States, and appropriate officials of all units of government, to direct that the flag be flown at half-staff on Peace Officers Memorial Day. I further encourage all Americans to display the flag at half-staff from their homes and businesses on that day.

Ceremonies honoring policemen and other peace officers have been carried on all week in Washington, and across the country.  President Obama met with honored officers last Saturday in the White house.  President Obama also had comments today at a ceremony honoring peace officers, in the Capitol.

THE PRESIDENT:  Thank you.  (Applause.)  Thank you, everybody.  Please have a seat.  Thank you, Chuck, for that introduction and more importantly for your leadership as National President of the Fraternal Order of Police.  I want to recognize the entire Order and all its leaders, including Jim Pasco, for everything that you do on behalf of the fine officers who walk the beat, or answer the call, and do the difficult work of keeping our communities safe all across the country.

I want to also acknowledge FOP Auxiliary President Linda Hennie for the good work that she and all her members do to support the families of police officers.  We are very grateful to you, to Speaker Boehner, Leader Pelosi, members of Congress, members of my administration who are here, to all the law enforcement officials who are and, most of all, to the survivor families.

Scripture tells us, “None of us lives to himself, and none of us dies to himself.”  The brave officers we gather to remember today devoted themselves so fully to others — to serve and to protect others — that in the process they were willing to give their lives.

And so, today, let us not remember them just for how they died, but also for how they lived.

Officer Bruce St. Laurent of the Jupiter, Florida Police Department was, according to a friend, “just what a cop should be:  tough, compassionate, caring, and brave.”  But to his community, he was more than a cop.  He was a cancer survivor.  He was a guest teacher at Jupiter High School who used the laws of traffic to help kids learn physics.  He was an amateur snake charmer of sorts, eagerly taking panicked calls about snakes on the loose.  And at Christmas time, he loved being Santa Claus for the kids in the local Head Start program.

I have the privilege of working with some of the nation’s finest law enforcement officers and professionals every day.  And I’m perpetually mindful of the sacrifices they make for me and for my family, and for other leaders and visiting dignitaries, but never more so than when I was told that Officer St. Laurent was struck and killed by another vehicle while driving his motorcycle as part of my motorcade.

Bruce was a loving husband to Brenda, a doting father to Larry, and Albert, and Lenny, and Chartelle.  And he will be missed so deeply by his family at home and by his family in the force.  And the police officers who came from all over the country to attend Bruce’s funeral, some bringing their motorcycles as far away as California, they’re a testimony to how much he’ll be missed.

Like Bruce, Deputy Sheriff Barbara Ann Pill of Brevard County Sheriff’s Office in Florida was a force for good in her community — remembered as a “behind-the-scenes hero” by those who knew her.  Because for Barbara, helping others was never a question.  Before joining the force, she counseled abused children and helped families struggling with domestic abuse.  That passion served her and led her to a career in law enforcement, and inspired her two sons to follow.  So when Barbara was shot while investigating a suspicious vehicle last spring, not only did her husband, Steve, lose his partner of more than 30 years, the town of Melbourne, and the nation itself, lost one of its most dedicated citizens.

All of you in law enforcement, you devote your lives to serving and protecting your communities.  Many of you have done it for your country as well.  After serving two tours in Iraq as a Marine, Bradley Michael Fox retired with honor and followed his dream to becoming a police officer.  He had been with the Plymouth Township Police Department in Pennsylvania for five years when he was shot and killed pursuing a suspect last September.  It was the day before his 35th birthday, and six months before the birth of his son.

Nothing will replace the enthusiasm that he brought to his job, or the tremendous pride he had in his family.  But today, Brad’s wife, Lynsay, and daughter, Kadence, and baby, Brad Jr., have a living reminder of their fallen hero — that’s Brad’s K9 partner, a trusty shepherd named Nick, who Lynsay adopted into the family when he retired from the force last fall.

Deputy Sheriff Scott Ward also defined service.  He was a former officer in the Air Force, a deputy in the Baldwin County, Alabama, Sheriff’s Office for 15 years, and finished a tour in Afghanistan last year as a reservist in the Coast Guard.

Last November, Deputy Sheriff Ward was shot and killed in the line of duty while trying to settle a domestic dispute.  And he died as he lived — serving his community and his country.  And the fact that his funeral procession stretched for miles demonstrated the thanks of a grateful nation to Scott’s wife, Andrea, and his family.

At Scott’s funeral, Baldwin Country Sheriff Huey Mack said, “Tomorrow we will continue to grieve Scott, but we will have to move on.  That’s what Scott would want us to do because our mission does not stop.”

That message I think rings true in every police department across the country.  As difficult as times may be, as tough as the losses may be, your mission does not stop.  You never let down your guard.  And those of us who you protect should never let slide our gratitude either.  We should not pause and remember to thank first responders and police officers only in the wake of tragedy.  We should do it every day.  And those of us who have the privilege to lead should all strive to support you better — whether it’s making sure police departments and first responders have the resources they need to do their jobs, or the reforms that are required to protect more of our officers and their families from the senseless epidemics of violence that all too often wrack our cities and haunt our neighborhoods.

And Bobby Kennedy once said that the fight against crime “is a fight to preserve that quality of community which is at the root of our greatness.”

The 143 fallen officers we honor today put themselves on the front lines of that fight, to preserve that quality of community, and to protect the roots of our greatness.  They exemplified the very idea of citizenship — that with our God-given rights come responsibilities and obligations to ourselves and to others.  They embodied that idea.  That’s the way they died.  That’s how we must remember them.  And that’s how we must live.

We can never repay our debt to these officers and their families, but we must do what we can, with all that we have, to live our lives in a way that pays tribute to their memory.  That begins, but does not end, by gathering here — with heavy hearts, to carve their names in stone, so that all will know them, and that their legacy will endure.  We are grateful to them and we are grateful to you.

May God bless the memory of those we lost, and may God continue to bless the United States of America.  (Applause.)

Feynman: Last Journey of a Genius (NOVA, 1998)

In 1998 NOVA produced and broadcast a film that rather defies categorization.  Biography? Drama? Humor? Frustrated travelogue?

“Last Journey of a Genius” tells a lot of biography of Dick Feynman, but it focuses on his unusual drive to learn about, and travel to an obscure Central Asian country/province/area/culture called Tannu Tuva.  Feynman’s close friend Ralph Leighton plays a big role in this film, too.  This film reveals more about the character of Richard Feynman, his overwhelming curiosity and humanity, than you can get any other place, including his memoirs (which every civil human should read).

NOVA captivates me almost every week.  Good fortune found me in front of a television somewhere when this was first broadcast.  For several reasons, I’ve been unable to get a VHS, or a DVD version of the story despite many attempts over the years.

But fortune and good history smile again.  Open Culture collected the film, and it’s available for free in their documentary section.

Drumming, story telling, geography, Cold War politics, ballet, more drumming, some nuclear physics, astronomy, a lot of good humor, and a plea for orange juice.  It still makes me smile.

In 1989, PBS’ NOVA aired The Last Journey of a Genius, a television film that documents the final days of the great physicist Richard Feynman and his obsession with traveling to Tannu Tuva, a state outside of outer Mongolia, which then remained under Soviet control. For the better part of a decade, Feynman and his friend Ralph Leighton schemed to make their way to Tannu Tuva, but Cold War politics always frustrated their efforts. The video runs roughly 50 minutes and features an ailing Feynman talking about his wanderlust and their maneuverings. He died two weeks later, having never made the trip, though Ralph Leighton and Feyman’s daughter Michelle later landed in their Shangri-La. Her journey was recorded by the Russian service of the BBC.

The film now appears in the Documentary section of our collection of Free Movies Online.

I’m fascinated at the great teacher resource blogs I don’t see listed; one of the criteria for listing is that at least 50% of the posts must deal with education.

Consequently, it tends to be pedantically-oriented towards classroom technique, with a great diminution of education management and especially policy and politics, which are greater problems in education today, for my money (and lack of money, too).

You will find a lot of useful stuff there.

No, we’re not joking.

May 11 is the anniversary of the birth of Richard Feynman.

In addition to his winning the Nobel Prize for Quantum Electrodynamics (QED), Feynman popularized the critique of science and other enterprises with what we now call Cargo Cult science, or education, or whatever, where people follow the dance steps, but without the rhythm and music.

Those two things alone would make him a remarkable man.  But, like a product offered for $19.95 as a good buy in a 2:00 a.m. infomercial, with Feynman, there’s more.  With Feynman, there is always more.

I got alerted to Feynman in the first days of the old Quality Paperback Book Club, when they featured his new memoir, Surely You’re Joking, Mr. Feynman!  QPBC was hot on the book, and with a title like that, how could I resist?  When I got the book a week or so later, I read it within two days, while attending law school and working full time.  I remember Feynman.

Norton published the book — and their description, alone, should make you want to read it:

A New York Times bestseller—the outrageous exploits of one of this century’s greatest scientific minds and a legendary American original.

In this phenomenal national bestseller, the Nobel Prize­-winning physicist Richard P. Feynman recounts in his inimitable voice his adventures trading ideas on atomic physics with Einstein and Bohr and ideas on gambling with Nick the Greek, painting a naked female toreador, accompanying a ballet on his bongo drums and much else of an eyebrow-raising and hilarious nature.

All true, and that’s not even the half of the outrageousness, all done with great good humor, about a life lived in great good humor through what should have been a memorable age, but often was just terrifying.

I think sometimes that Feynman’s calm, alone, borne of that great good humor and insatiable curiosity,  may have gotten us through the birth of the atomic age and the Cold War.

Feynman was a giant, and we don’t revere him enough.  Consider:

  • Feynman’s high school sweetheart, Arlene, came down with tuberculosis.  He married her, and took her with him to New Mexico to make the atom bombs.  The stories of her confinement to a hospital, and the laborious trekking he had to make between Los Alamos and her bedside in Santa Fe, are touching, and heartbreaking.  It is one of the great love stories of the 20th century, certainly, and perhaps for all time.  It also provided the title for his second memoir, What Do You Care What Other People Think?
  • Every single, college-age man should read Feynman’s stories of how to date, and how to seduce women.  His approach was unique, and endeared him to women — in legend, to many women.  Feynman’s dating must have been part of the inspiration for the comedy series, “Big Bang Theory.”  Feynman’s stories are better.  (Heck, it’s even the subject of a popular, classic XKCD comic — probably only Feynman and Einstein among Nobel-winning physicists have made so much money for so many cartoonists.)

  • Yeah, he’s already been featured on a postage stamp, see at right.  That’s not good enough for Feynman, though — the U.S. Postal Service created a special cancellation stamp for Feynman, featuring a version of his Feynman Diagrams.

    A special postal cancel was authorized by the USPS (United States Postal Service) to honor the 80th birthday of Richard Feynman. This cancel was used in Lake Worth, Florida. For this special day the post office was renamed “Feynman Station.”

    The Feynman Diagram used for the postal cancel on this envelope depicts what is known as a “bubble process.” It shows a high energy particle, for example, a cosmic ray (a) from a distant supernova, which emits a high energy photon, for example, a gamma ray (b). The photon, in turn, creates a particle (c) and an anti-particle (d) that exists for a brief moment and then recombines.

    As Feynman liked to point out, an anti-particle is the same thing as a particle with negative energy traveling backward in time (which is why the arrow at (d) points backwards, i.e. to the left). So you could say the photon created only one particle that, at first, traveled forward in time (the bottom semi-circle) and then reversed and went back in time (the top semi-circle) and annihilated itself! By inventing diagrams like this, Richard Feynman made it much easier to understand what is going on in the interactions between sub-atomic particles without getting lost in tremendous amounts of tedious math

  • Working at Los Alamos on the Manhattan Project, Feynman developed a keen appreciation for bureaucracy and all its follies.  His vexations for the security managers are also legendary.  Here’s a quick version of one story — he asked friends and family to write to him in code, but to not include a key to the code, so he’d have to crack the code to read the letter.  Feynman could do it, but the security people couldn’t.  Hilarity ensued.
  • Feynman developed a love for the still-relatively unknown, landlocked Asian nation of Tannu Tuva.  It’s just the sort of place to appeal to a character like Feynman — so obscure most atlases didn’t, and don’t, show it at all — seemingly consumed by the Soviet Union, but held in a special status.  Home of throat singing — and almost impossible to get to.  During the Cold War, Feynman struck up correspondence with people in Tuva, to the concern of Soviet and American intelligence agencies, who seemed not to understand someone might do such thing out of curiosity.  Feynman hoped to travel there to visit new friends, but his final bouts of cancer took him before it was possible.  Tuva, famous among philatelists only, perhaps, honored Feynman with postage stamps and postcards.
  • Just try to find a photo of Feynman not smiling. The man was a joy to be around, for most people, most of the time.
  • Quantum electro dynamics?  No, I can’t explain it, either — but his work had a lot to do with how particles wobble.  I remember that because, according to Feynman, he got the inspiration for the work for which he won the Nobel while spinning plates, like a Chinese acrobat on the Ed Sullivan Show, to the delight of students in the Cornell University cafeteria, and the shock and horror of the food service people.  Who else has yet confessed to such an inspiration for a Nobel?

There’s more — a lot more.  Feynman outlined our current generation of computer memory devices — in 1959.  No, he didn’t patent the idea.  He did patent an idea for a nuclear-powered spacecraft.  Another delightful story.

Feynman was featured in print and broadcast ads for Apple — not one, but two (did anyone else get that honor from Apple?). “Think Different.” This is one of Apple Computer’s most successful advertising campaigns. The theme of the campaign is one that celebrates figures in history who changed the world by thinking differently. Richard Feynman was among the chosen figures.

Feynman served on the board that approved science books for the California school system — his stories of that work will shock some, but it will make others shake their heads as they recognize the current crop of cargo-cultists and political bullies who dominate textbook approval processes, knowing nothing at all about what they are doing, or why.

No, I didn’t forget his brilliant work on the commission that studied the Challenger disaster, for NASA. There’s so much stuff to glorify!

In history, Feynman should be remembered much as we remember Thomas Jefferson, as a renaissance man in his time, a man who put great intellect to great work for his nation and all humanity.

The sages say we shouldn’t have regrets, but I do have one.  When the Challenger Commission was meeting in Washington, D.C., I was working on another commission up the street.  I knew Feynman was ill, but our work was important, and we’d heard his disease was in remission.  I didn’t goof off a day and go to any of the hearings to see him, to get an autograph, to meet the man.  I though I’d have other opportunities to do that.  Now I regret not having met him in person.

In print, and in film, I know him well.  In our family, reading Feynman is something everybody does.  Feynman’s memoir was one of the last books I read to our son, Kenny, as he was growing up, and growing into reading on his own.  Even reading about Feynman, together, was an adventure.  Our son, James, took us into the real physics of Feynman, and though I struggle with it more than James, we still read Feynman, for humor, and physics.

What would be appropriate ways to mark Feynman’s birth?  At some future date, I hope we’ll have public readings of his books, showings of the documentaries about him, recreations of his lectures, perhaps.  And then everyone can get in a circle, beating drums and singing about getting some orange juice, before sending postcards to our friends in Tuva.

Richard Feynman, we still need you, and miss you dearly.

Fly your flags today in Minnesota: Minnesota Statehood Day, May 11

Flag etiquette following the U.S. Flag Code urges Americans to fly U.S. flags on the day of statehood for the state in which you reside.

It has 92 bulbs surrounded by 40,000 crystal beads strung together and was recently painstakingly cleaned and refurbished. The fixture is traditionally lit once per year on Statehood Day. Minnesota became a part of the United States as Minnesota Territory in 1849, and became the 32nd U.S. state on May 11, 1858.

On May 11, 1858, Minnesota became the 32nd state admitted into the Union. Minnesota’s application for statehood was submitted to President James Buchanan in January, but became entangled with the controversial issue of Kansas statehood, delaying it for several months until it was finally approved by Congress.

Known as the “Land of 10,000 Lakes,” or “Star of the North,” Minnesota is the northern terminus of the Mississippi River’s traffic and the westernmost point of an inland waterway which extends through the Great Lakes and, with the St. Lawrence Seaway, to the Atlantic Ocean.

The Ojibwa (Chippewa) and Dakota (Sioux) were among the tribal peoples who first made this land their home. For them state borders were non-existent, and their territory extended far beyond what is today Minnesota. The French claimed this region from the mid-1600s to the mid-1700s, developing a strong fur trade but ceding lands east of the Mississippi to Britain. The U.S. acquired the area and its rich natural resources through the Treaty of Paris (1783), and the Louisiana Purchase (1803).

U.S. administration of the northwest lands formally began with the 1787 passage of the Northwest Ordinance. The ordinance, one of the most important pieces of legislation passed by the Continental Congress, set out the requirements for a territory to become a state. The American Memory collection Continental Congress and the Constitutional Convention, 1774-1789 features a discussion of the Incorporation of the Western Territories. From the 1820s on, protected the growth of the area now called Minnesota. During the Civil War, the fort served as a training center for thousands of young Minnesota volunteers who joined the Union Army. Twenty-four thousand soldiers who trained at the fort fought in the Union Army, serving gallantly at Gettysburg or during the Indian Outbreak. Once a military outpost at the edge of a small settlement, Fort Snelling is now located at the center of Minnesota’s “Twin Cities”—Minneapolis and St. Paul.

Until the second half of the nineteenth century, immigration into Minnesota was slow. However, as the value of the state’s woodlands and fertile prairie was realized, settlers poured into the region with New England lumbermen leading the way. Between 1850 and 1857, the state population skyrocketed from 6,077 to over 150,000. As a large state with land for homesteading, Minnesota attracted immigrants from Norway, Sweden, Finland, and those seeking to own land in the United States. An 1878 brochure published by the Minnesota State Board of Immigration, describes the many reasons for moving to the state.

Somewhere tonight a teacher is grading

. . . and noting the quote mark should be outside the comma, “free time,” but grading on the thought and not the punctuation, this time. From The Teachers’ Room on Facebook.

And in Texas, Attorney General Greg Abbott , the Tea Party, and CSCOPE critics are scheming to get that teacher fired, calling him or her a “communist,” mischaracterizing his or her religion as Islam instead of the Baptist he or she has been all his life, and claiming she or he is trying to tear down America for Obama, despite having voted Republican in every presidential election since he could vote.

He (or she) doesn’t need your sympathy.  He needs justice, and he needs you to help your children with their homework, and read to them and support them in learning about life.  Justice probably won’t come the teacher’s way, but he or she will consider it a good deal if your child learns, and does well.

Could we stop with the injustice, though?

 


Gracefulness in high places

The ability to say the right thing at the right time is a gift.  Sometimes it’s an earned gift, but a gift nevertheless.

Britain’s Prince Harry visited wounded U.S. soldiers in Washington area hospitals today, and he paid a visit to Arlington National Cemetery where he laid a wreath of remembrance at the grave of a soldier who died in a recent war.  Scott Simon of NPR was there.

Out near Longview: Small district defense of CSCOPE and good lesson plans

The nasty kerfuffle over a Texas lesson-planning aide, a comprehensive program called CSCOPE, may have evaded your radar.

Heck, most people in Texas aren’t even aware of this money-wasting teapot tempest.

But the state’s attorney general (campaigning for U.S. Senate, hoping to please the Tea Party Commissars) makes threatening gestures towards CSCOPE from time to time, our leading Black Shirt member of the State Senate pushes bills to gut the lesson planning tools, and Texas’s education overseeing ministry, the Texas Education Agency, is conducting a three-month “review” of CSCOPE to make sure it’s politically correct and properly condemning of Islam, Catholicism, Mormonism, Hinduism, agnosticism and atheism (if any can be found).  CSCOPE critics hope that the review will delay updating materials just long enough that school districts across the state will abandon it in favor of . . . um, well, kids can learn if they got books . . . er, um, well — “they shouldn’t be learning about Islam at all” (never mind the state standards that require that course unit).

Out of the east, near Longview, three brave school district officials from two school districts put up their hands to ask why the CSCOPE critics are standing naked.  It’s not much, but it’s about the toughest defense of CSCOPE put up by school officials — and of course, they risk investigation by the Attorney General Abbott merely by speaking out, according to CSCOPE critic harpies.

CSCOPE and Carthage ISD

It is sometimes mindboggling how some controversies begin. Certainly, the wildfire that has swept across Texas concerning the CSCOPE curriculum has our heads spinning. Misinformation has spread rampantly and the truth backed by factual information has been difficult to get out in front of the folks that are taking small excerpts and lessons out of context. In some cases, the CSCOPE curriculum has been attacked with reckless, unsubstantiated accusations.

The shame is that CSCOPE should be a success story of how 870 public school districts, average enrollment of 2000 students, working together with the twenty Education Service Centers (ESCs) created a 21st century curriculum based on the state mandated Texas Essential Knowledge and Skills (TEKS). Prior to selecting this curriculum for CISD, an extensive investigation was conducted to assure that it was a good fit for our district.

CSCOPE curriculum/lesson plans were created by master “Texas” teachers, not a textbook company, not a testing company, and not a private, for-profit vendor. Multiple resources, including digital resources, were integrated into the curriculum, with suggested lessons that proved to be extremely beneficial to less experienced teachers. The framework allowed districts and staff to integrate localized lessons within the scope and sequence of the system. Approximately 50% of the charter schools (i.e. KIPP Academy, UT Charter School, Bannockburn Christian Academy and the Texas School for the Deaf) also use CSCOPE. Private schools, such as Catholic Diocese of Austin, Wichita Christian, Hyde Park Baptist and Cornerstone Christian Academy use CSCOPE.

What is my point? CSCOPE and our ESCs have been accused of promoting non-Christian and unpatriotic values based on a couple of lessons that were taken out of context, the targeted lessons were based on state standards created and approved by the State Board of Education. Due to several districts refusing to purchase another “new” curriculum, the creators of this “new curriculum” began a mass media blitz misrepresenting two lessons that addressed the state required curriculum standards.

Districts are mandated to teach the major religions of the worlds and the beliefs of those religions. Districts are mandated to teach heroism and terrorism. CSCOPE curriculum units have designed lessons that explore these standards, allowing students to investigate, compare/contrast, and analyze perspectives based on cultural influences. Example, the Boston Tea Party was perceived as an act of heroism from an American’s point of view; however, patriots of England considered this an act of terrorism. Islam, one of the major religions of the world, believes their God is the only God. These are the two excerpts taken out of context of the instructional units that have resulted in mass social media messages from those wanting to sell “their curriculum”, accusing the writers of CSCOPE and the ESCs of treason and promoting the Islam religion! Recently, a superintendent received threatening emails because the district was using CSCOPE.

Carthage ISD was not one of the first districts to embrace the curriculum; however, the revised state standards and new state assessment system demanded a new curriculum. CSCOPE offers a well-designed curriculum framework that is vertically aligned to the state standards (NOT the Federal Core Standards as inaccurately reported), the state assessment system and 21st century life-long learning goals.

CSCOPE insures the appropriate skills are taught in specific grades using multiple resources. The instructional focus is college and career readiness at all levels. School districts have the flexibility of using the curriculum as a sole source or as an alignment framework – CSCOPE lessons/units optional. Skills such as spelling, cursive handwriting, and math facts are found aligned in CSCOPE. Teachers have the flexibility to adjust the amount of time spent practicing these skills.

CSCOPE is a learning curve for classroom instruction. It is not driven by one textbook or worksheets. It embraces multiple resources, integration of technology and higher order thinking skills.

Similar to purchased curriculum there are mistakes within the lessons, those are reported and corrected. An internal system exists where teachers are asked for input on any element of CSCOPE. It is a proprietary curriculum and shares the same protection as other vendors’ products one must purchase to access the content. Districts sign affidavits, comparable to those required by the state for STAAR testing, to protect the integrity of the system, not unlike copyright laws. The cost is based on the enrollment of the district.

Parents can view the content of a lesson at a parent meeting; however, giving parents free access to the lesson plans and tests would destroy the validity of the assessments and negatively impact the intent of the instructional lessons.

The attack against the supporters and users of CSCOPE may well become the first step toward the state assuming total control of all curriculum and lesson plans for all districts. A bill has been filed to begin this process. That would be another attack on local control by the state.

New NCTQ Report: Teacher Salary Growth Slowed as Result of Recession

Over the Last Four Years, Teachers Continued to Get Raises, But at Only One-Third to One-Half of What Raises Were at Start of Recession

Washington, DC – A new report from the National Council on Teacher Quality (NCTQ) finds that although teachers continued to get raises following the recession, there was a noticeable slow-down in teacher salary growth on par with that of comparable professions. Post-recession raises have been one-third to one-half of what they were at the beginning of the recession, with almost all 41 districts studied by NCTQ freezing or cutting at least one component of scheduled teacher raises at some point between the 2008-09 and 2011-12 school years. In 80 percent of the districts sampled (33 out of 41), teachers had a total pay freeze or pay cut in at least one of the last four school years.

“There is no question that teacher salary growth took a hit post-recession,” said Kate Walsh, President of the National Council on Teacher Quality. “The good news is that the economy is strengthening and districts are slowly getting back to investing more in teacher pay. The question is, will education leaders choose to go back to the status quo of step increases and regular annual adjustments, or will they evaluate teacher performance and reward the most effective teachers with raises? Expectations for students are increasing, which means the bar is being raised for teachers as well— and a support that should accompany this shift is the ability to reward the best-performing teachers.”

The recession’s impact on teacher raises varied district by district. Cutting annual adjustments, which are raises for cost-of-living and other market forces, was the most common method used to reduce raise amounts. However, no district had a pay cut or freeze every year and eight districts had positive salary growth over the entire four-year period (Fort Worth, Memphis, Milwaukee, New York City, Jefferson County, KY, Fresno, Chicago, and Baltimore City). Of the 41 districts in the sample, Chicago Public Schools had the highest average raise over the four years at 6.5 percent. The report includes detailed information on teacher raises in each of 41 districts from 2008-09 to 2011-12, including the methods each district used to reduce raises. Methodology
The report draws on data from the 50 largest U.S. public school districts in 2010-11 (the most recent year for which such data are available). Forty-one of the 50 districts responded to the data request with enough information to be included in the report. NCTQ calculated the average annual salary growth in the 41 school districts from 2008-09 to 2011-12 by analyzing districts’ salary schedules and determining teachers’ movement on the schedules (using information reported by the districts). Salary growth calculations take into account raises for earning additional years of experience (also known as “step increases”) and annual adjustments for cost-of-living increases and other market factors. They do not take into account raises for completing additional coursework.

One day she and a friend watched birds scurrying all over the property, plucking nesting materials.  “I wonder what kind of birds those are,” my sister said.

“Did you ever wonder why they named it ‘Wren Road?'” her friend replied.

If you want your bird watching friends to think you’re experienced at it, remember Bewick’s, as in “Bewick’s wren,”  is pronounced like the automobile, “Buick’s.”

May 4: Birth anniversary of Horace Mann, architect of American public schools systems

His mother delivered Horace Mann on May 4, 1796, the last full year of the administration of President George Washington.

Mann died August 2, 1859.  In those 63 years, Mann became at least the co-architect of the concept of public schools.

Today, few outside schools of education know who he was, or what he did (no, he’s not in the Texas TEKS).

Horace Mann (1796-1859)

Horace Mann, often called the Father of the Common School, began his career as a lawyer and legislator. When he was elected to act as Secretary of the newly-created Massachusetts Board of Education in 1837, he used his position to enact major educational reform. He spearheaded the Common School Movement, ensuring that every child could receive a basic education funded by local taxes. His influence soon spread beyond Massachusetts as more states took up the idea of universal schooling.

Mann’s commitment to the Common School sprang from his belief that political stability and social harmony depended on education: a basic level of literacy and the inculcation of common public ideals. He declared, “Without undervaluing any other human agency, it may be safely affirmed that the Common School…may become the most effective and benignant of all forces of civilization.” Mann believed that public schooling was central to good citizenship, democratic participation and societal well-being. He observed, “A republican form of government, without intelligence in the people, must be, on a vast scale, what a mad-house, without superintendent or keepers, would be on a small one.” The democratic and republican principals that propelled Mann’s vision of the Common School have colored our assumptions about public schooling ever since.

Mann was influential in the development of teacher training schools and the earliest attempts to professionalize teaching. He was not the first to propose state-sponsored teacher training institutes (James Carter had recommended them in the 1820s), but, in 1838, he was crucial to the actual establishment of the first Normal Schools in Massachusetts. Mann knew that the quality of rural schools had to be raised, and that teaching was the key to that improvement. He also recognized that the corps of teachers for the new Common Schools were most likely to be women, and he argued forcefully (if, by contemporary standards, sometimes insultingly) for the recruitment of women into the ranks of teachers, often through the Normal Schools. These developments were all part of Mann’s driving determination to create a system of effective, secular, universal education in the United States.

It’s a nice rendering of . . . gee, what is that?

If you remember correctly, it’s a goat.  It’s a goat.

More specifically, it’s the goat depicted on “the world’s oldest animation,” a bowl more than 5,000 years old that some researchers think may have been the earliest attempt to depict animals in motion.

I wrote about the bowl back in 2008.  I learned of it from Kris Hirst at About.com, and I thought it was interesting.  “Animation” in the headline, at spring break, and tens of thousands of kids took a look at the little .gif animation from photos of the bowl.  The post took about ten minutes to compose, and it remains the single most popular post ever at Millard Fillmore’s Bathtub (even more popular than the posts about the imaginary Texas chainsaw massacre).

So I stumbled on Banks’s drawing.  Illustration is often high art — the image above is identified as an educational image.  Children’s book?  Don’t know.

Banks has some other very nice illustrations on display, on completely different subjects.  You should go see.

What was that bowl maker trying to show with the goat and tree on that bowl?  Did s/he dream that people would be making images inspired by the bowl, 52 centuries later?

Where have all the flowers gone? A bunch to Pete Seeger on his 94th birthday today

Pete Seeger was born on May 3, 1919.  He turns 94 today.

Pete is an alumnus of the Louis August Jonas Foundation‘s Camp Rising Sun, a little nugget that appealed to me when I signed up as a counselor at the Rhinebeck campus in 19#&.  Pete and Arlo Guthrie teamed up for a series of concerts at East Coast venues that summer, including Wolftrap, Saratoga, Tanglewood and others.  Pete lives just down the river from Rhinebeck, near Beacon — but driving home from one of those venues was just a bit too far.  Pete stopped off at his childhood haunts and spent a day with us.

I hoped to invite him to Salt Lake City.  Pete said he might make such a trip, but it was unlikely — and impressed me with his reasoning and dedication to principle.  He explained that he was sticking closer to home as he approached 65, because there was work to do there.  He said he’d attended a local school board or PTA meeting to voice an opinion on some issue in Beacon.  One of the local newspapers complained he was “an outside agitator.”  That stung, he said — he’d been a resident in the town for more than 30 years.

Instead of complaining, though, he started thinking.  He said he’s traveled the world and worked for causes for other people in other towns; and he said he realized that one’s life’s work might be dedicated to making life better where one lives.  So he’d decided to campaign to clean up his local river, the Hudson . . . you’ve heard of the Sloop Clearwater?

Pete’s dedication to making things better, with local action where one may make a huge difference, stuck with me, and it should stick with all of us.

Last month I was doodling around Twitter, and discovered Pete had signed up for a Twitter account — years ago.  He tweets regularly.

He’s an encouragement to all of us.  He boasts that there is no group he has ever refused to sing for, and in his typical humility, he claims that he can get any group to join, so they do all the heavy lifting.  During the pre-inaugural festivities for President Obama’s first inauguration I was happy to see Bruce Springsteen singing some of Pete’s work — highly appropriate for any president’s inauguration — and I thought it would be more fitting only if Pete was singing himself.  Then Springsteen brought Pete out on stage to close out.

Pete keeps up a schedule of concerts, most for causes.  He sails with the Clearwater, campaigning for clean water on the Hudson River (much accomplished) and community efforts to change things for the better.  As you will see below, he pulls his own when raising the sails.    He cuts his own wood to heat the house he built.

Considering his age, 94, we might wonder why he keeps going, doing so much all the time.

Why does he keep on going?  He might be telling us, from this 2012 recording.
