A few minutes ago, a disaster/rescue official in West, Texas, said he fears as many as 100 dead in the explosion of the fertilizer plant there, earlier this evening. Another fertilizer tank may explode, and the town is being evacuated.

The fertilizer tank that exploded contained several hundred times the amount of the same explosive used to destroy the Murrah Federal Building in Oklahoma City.
Lots of chatter around the internet today on the discovery that the Federal Aviation Agency posted a notice making the area over the oil spill in Arkansas off limits to aircraft.
Some people claimed they were certain that it was because Exxon-Mobil paid to get a special favor; others wondered why the government would be complicit in such a deal. Several of the comments linked to aerial photos of the spill, and said ‘obviously’ Exxon Mobil doesn’t want photos of the severity of the spill to get out. Bill McKibben’s tweet alerted me to the controversy (take a look at that video, too).

Actually, it’s common procedure to make sport flying and other unnecessary flying over disasters, off limits — FAA has a special set of regulations for that. Rescuers and disaster fighters, and relief workers, don’t want sight-seers on visual flight rules posing hazards to flights necessary to work on disaster relief or clean up of a spill of a toxic or hazardous substance.
But this doesn’t mean that news organizations cannot fly — in fact, there is a special regulation to ALLOW news aircraft over the zone, for photography and other reports.

Most announcements of restrictions of any public activity by a federal agency contain a notice of from where the agency draws that authority; I didn’t include it in the screen grab, but FAA notes the authority flows fromTitle 14 CFR section 91.137(a)(2). That’s the Code of Federal Regulations, the set of volumes that list all the regulations the federal government has. This was also published in the Federal Register — and I suspect the NOTAMs is also published there — but CFR is the more permanent set of books for finding government rules.
In the interests of open government, of course the FAA makes these rules available online. They are available at several sites. Here’s the meat of the regulation:
This section prescribes guidelines and procedures regarding the management of aircraft operations in the vicinity of disaster/hazard areas in accordance with 14 CFR Section 91.137. TFRs issued under this section are for disaster/hazard situations that warrant regulatory measures to restrict flight operations for a specified amount of airspace, on a temporary basis, in order to provide protection of persons or property in the air or on the ground.
19-2-2. RATIONALE
TFRs in accordance with 14 CFR Section 91.137 are issued when necessary to:
a. 14 CFR 91.137(a)(1) – Protect persons and property on the surface or in the air from an existing or imminent hazard associated with an incident on the surface when the presence of low flying aircraft would magnify, alter, spread, or compound that hazard.
b. 14 CFR 91.137(a)(2) – Provide a safe environment for the operation of disaster relief aircraft.
c. 14 CFR 91.137(a)(3) – Prevent an unsafe congestion of sightseeing and other aircraft above an incident or event that may generate a high degree of public interest.
NOTE-
This provision applies only to disaster/hazard incidents of limited duration that would attract an unsafe congestion of sightseeing aircraft.
Specific rules of restrictions, who in the FAA declares them, who can grant waivers, and to who the restrictions apply, get spelled out following that part.
Notice that, generally, these restrictions apply only to flights below 1,000 feet. A good camera in a television station’s helicopter can get a lot of great shots from 1,000 feet out (three football fields) — this is a distance often seen in the videos of police car chases. So it’s not a complete ban.
Savvy news organizations will know how to get news photos using the specific exemption for news aircraft, with procedures spelled out so the FAA knows it’s a news gathering operation; I’ve put the critical clauses in red:
c. Section 91.137(a)(3). Restrictions issued in accordance with this section prohibit all aircraft from operating in the designated area unless at least one of the following conditions is met:
1. The operation is conducted directly to or from an airport within the area, or is necessitated by the impracticability of VFR flight above or around the area due to weather or terrain, and the operation is not conducted for the purpose of observing the incident or event. Notification must be given to the ATC facility that was specified in the NOTAM for coordination with the official in charge of the activity.
2. The aircraft is operating under an ATC approved IFR flight plan.
3. The aircraft is carrying incident or event personnel, or law enforcement officials.
4. The aircraft is carrying properly accredited news representatives and, prior to entering that area, a flight plan is filed with FSS or the ATC facility specified in the NOTAM. Flight plans must include aircraft identification, type, and color; radio frequencies to be used; proposed times of entry to and exit from the TFR area; the name of news media or organization and purpose of flight.
Well-run news organizations already know this; in an age when more and more news rooms operate on a shoe string, it may be that this information about how to cover disasters is not passed along in the newsroom, though. So I’m reposting it here, so you’ll know, so news organizations now, so environmental reporters can get a copy of the regulations to carry with them when they head out to cover spills, fires, floods, and other disasters.
I’m waiting, too. It’s only a matter of time until somebody figures out a local kid has a good radio control helicopter, and it can carry a GoPro camera; or until a local news station invests in a news-gathering drone. Here in Texas, we’ve already had one environmental disaster uncovered by a drone operated by a guy just checking on real estate.

I wonder, sometimes, how many Texans remember at all.
I wonder, too, if there are lessons to be learned from the New London tragedy, while the nation debates what to do to prevent recurrences of school shootings.
The deadliest disaster ever to hit a public school in the U.S. struck on March 18, 1937, when a natural gas explosion destroyed the new school building at New London, Texas, killing about 300 people — 76 years ago today.

Noise from the blast alerted the town, and many people in the oilfields for many miles. Telephone and telegraph communication got word out. Oil companies dismissed their employees, with their tools, to assist with rescue and recovery efforts. Notably, 20-year-old Walter Cronkite came town to report the news for a wire service.
Investigation determined that a leak in a newly-installed tap into the waste gas pipe coming from nearby oil fields probably allowed natural gas to accumulate under the building. A spark from a sander started a fire in gas-filled air, and that in turn exploded the cavern under the school. School officials approved the tap to the waste gas line to save money. Natural gas is odorless. One result of the disaster was a Texas law requiring all utility natural gas to be odorized with ethyl mercaptan.
Though the Great Depression still gripped the nation, wealth flowed in New London from oil extraction from the nearby oil fields. The school district completed construction on a new building in 1939, just two years later — with a pink granite memorial cenotaph in front.
Today, disasters produce a wealth of litigation, tort suits trying to get money to make the injured whole, and to sting those at fault to change to prevent later disasters. In 1937 official work cut off such lawsuits.
Three days after the explosion, inquiries were held to determine the cause of the disaster. The state of Texas and the Bureau of Mines sent experts to the scene. Hearings were conducted. From these investigations, researchers learned that until January 18, 1937, the school had received its gas from the United Gas Company. To save gas expenses of $300 a month, plumbers, with the knowledge and approval of the school board and superintendent, had tapped a residue gas line of Parade Gasoline Company. School officials saw nothing wrong because the use of “green” or “wet” gas was a frequent money-saving practice for homes, schools, and churches in the oilfield. The researchers concluded that gas had escaped from a faulty connection and accumulated beneath the building. Green gas has no smell; no one knew it was accumulating beneath the building, although on other days there had been evidence of leaking gas. No school officials were found liable.
These findings brought a hostile reaction from many parents. More than seventy lawsuits were filed for damages. Few cases came to trial, however, and those that did were dismissed by district judge Robert T. Brown for lack of evidence. Public pressure forced the resignation of the superintendent, who had lost a son in the explosion. The most important result of the disaster was the passage of a state odorization law, which required that distinctive malodorants be mixed in all gas for commercial and industrial use so that people could be warned by the smell. The thirty surviving seniors at New London finished their year in temporary buildings while a new school was built on nearly the same site. The builders focused primarily on safety and secondarily on their desire to inspire students to a higher education. A cenotaph of Texas pink granite, designed by Donald S. Of about 500 students, more than 50% of them died. Once the new school and memorial were built, and the law passed requiring utilities to odorize natural gas so leaks could be detected earlier, survivors and rescuers rather shut down telling the history. Because of that healing silence, the story slipped from the pages of most history books.

What are the lessons of the New London Disaster? We learned to remember safety, when dealing with natural gas. A solution was found to alert people to the presence of otherwise-odorless, explosive gases, a solution now required by law throughout the U.S. Natural gas explosions decreased in number, and in damages and deaths. Wealthy schools districts, cutting corners, can create unintended, even disastrous and deadly consequences. Quick rebuilding covers the wounds, but does not heal them.
Remembering history takes work; history not remembered through the work of witnesses, victims and survivors, is quickly forgotten — to the detriment of history, and to the pain of the witnesses, victims and survivors.

Is it immoral for the federal government to coordinate disaster responses, and to provide aid for disasters, especially during and after superstorms like Sandy?

And, with Sandy bearing down on the U.S. Northeast, Middle Atlantic and New England states (where older son Kenny lives in building that is, we hope, about 20 feet above sea level), I’ve been troubled by memories of calls for cuts to FEMA in the Republican presidential primaries.
KING: What else, Governor Romney? You’ve been a chief executive of a state. I was just in Joplin, Missouri. I’ve been in Mississippi and Louisiana and Tennessee and other communities dealing with whether it’s the tornadoes, the flooding, and worse. FEMA is about to run out of money, and there are some people who say do it on a case-by-case basis and some people who say, you know, maybe we’re learning a lesson here that the states should take on more of this role. How do you deal with something like that?
ROMNEY: Absolutely. Every time you have an occasion to take something from the federal government and send it back to the states, that’s the right direction. And if you can go even further and send it back to the private sector, that’s even better.
Instead of thinking in the federal budget, what we should cut — we should ask ourselves the opposite question. What should we keep? We should take all of what we’re doing at the federal level and say, what are the things we’re doing that we don’t have to do? And those things we’ve got to stop doing, because we’re borrowing $1.6 trillion more this year than we’re taking in. We cannot…
KING: Including disaster relief, though?
ROMNEY: We cannot — we cannot afford to do those things without jeopardizing the future for our kids. It is simply immoral, in my view, for us to continue to rack up larger and larger debts and pass them on to our kids, knowing full well that we’ll all be dead and gone before it’s paid off. It makes no sense at all.
Can you imagine how different the world would be today had Americans shared that view in 1936, or 1940, or 1942? Immoral to do what is necessary to preserve the future, because we have to borrow to do some of it?
Has Romney changed his position in the last 24 hours? I predict he will change it very soon, if he hasn’t already flip-flopped on it. Of course, he may double down on crazy, and stand pat. What do you think a rational patriot would do in this case? [At about 1:00 p.m. Central Time, I heard an NPR radio news report — Romney urges private contributions to the Red Cross. Meanwhile, President Obama has been working all morning to make sure the disaster response from the federal government is coordinated with affected states.] [Ha! But within hours, Romney has taken the almost-opposite position again. World land speed record for flips on an issue?]
I erred, perhaps. I had thought Mitt Romney the most capable and sober of the GOP candidates for president, and I urged by GOP friends to support Romney if they had no chance of completely recovering their senses by November. Now I realize that, on the GOP side, “most capable” should be “most nearly capable,” and still means “incapable.” And “sober” means nothing at all. Perhaps worse, he’s still the best of the GOP lot this year. Even worse, he has a chance to win.
Can we blame Romney? Yes, we can blame people who reject science and don’t think of consequences past election day. Yesterday Greg Laden offered a long post on what we should have learned from the “Storm of 1938” and the remnants of Hurricane Irene that slammed the Northeast in 2011, “What you need to know about Frankenstorm Hurricane Sandy”:
Here’s the thing. Imagine that a storm like Sandy came along in either of two years; 70 years ago or 35 years ago. Sandy is much larger and contains much more energy than the ’38 storm, or for that matter, of any known storm of the North Atlantic (we’ll get to that below). If Sandy hit the region in the 1930s, it would have been without warning, and it would have been prior to the reconstruction of seawalls and the development of flood mitigation measures inland that have happened in recent decades. Sandy, in ’38, would kill tens of thousands and destroy thousands of structures. That would be an average Sandy, a Sandy not being as bad as the most dire predictions we are considering today as the storm begins to take a grip on the eastern seaboard.
A Sandy of 35 years ago would have been predicted. The ability to see hurricanes coming was in place, but not as well developed as it is today. We would have seen Sandy coming, but her massiveness and extent, and her exact trajectory, would probably have been unknown. But at least there would be warning. Many of the seawalls and flood mitigation systems would have been in place, but the overbuilding on barrier islands and other vulnerable coastal regions would have been at or near a peak. With evacuations, Sandy would not kill 10s of thousands… probably only hundreds. But the number of buildings destroyed would be unthinkable. Most of those buildings are now gone or shored up. A Sandy in 1975 would have left some very interesting coastal archaeology for me to have observed during my trips to the shore in the 1980s. Very interesting indeed.
Mr. Laden always offers a good view of science, and his history is good here, too.
We can learn from the past. FEMA is charged with learning from past disasters. It’s a function of federal government we would be foolish to forego. “Austere” shouldn’t mean “stupid.”

2011 saw 14 severe weather events that caused more than $1 billion in damage each. The pre-Halloween snow disaster may push the total up to 15 such events. NOAA is calling these billion-dollar-plus events “climate disasters.”
On top of the year 2011’s rating in the top 10 of warmest years on record, the sheer number of expensive weather extremes powerfully suggest that global warming already costs Americans billions of dollars in damage, lost production and disease.

According to NOAA scientists, 2011 was a record-breaking year for climate extremes, as much of the United States faced historic levels of heat, precipitation, flooding and severe weather, while La Niña events at both ends of the year impacted weather patterns at home and around the world.
NOAA’s annual analysis of U.S. and global conditions, conducted by scientists at NOAA’s National Climatic Data Center, reports that the average temperature for the contiguous U.S. was 53.8 degrees F, 1.0 degree F above the 20th century average, making it the 23rd warmest year on record. Precipitation across the nation averaged near normal, masking record-breaking extremes in both drought and precipitation.
On a global scale, La Niña events helped keep the average global temperature below recent trends. As a result, 2011 tied with 1997 for the 11th warmest year on record. It was the second coolest year of the 21st century to date, and tied with the second warmest year of the 20th century.

Tropical Storm Lee, which made landfall on the Gulf Coast on September 2, caused wind and flood damage across the Southeast, but considerably more damage to housing, business and infrastructure from record flooding across the Northeast states, especially Pennsylvania and New York. The storm occurred in an area that had experienced high rainfall from Hurricane Irene barely a week earlier.

A Rockies and Midwest severe weather outbreak, which occurred July 10-14, included tornadoes, hail and high winds. Much of the damage was from wind, hail, and flooding impacts to homes, business, and agriculture.
Together, these two events resulted in the loss of 23 lives (21 from Tropical Storm Lee, 2 from the Rockies/Midwest outbreak).
Nationally
Warmer-than-normal temperatures were anchored across the South, Mid-Atlantic and the Northeast. Delaware had its warmest year on record, while Texas had its second warmest year on record. The U.S. has observed a long-term temperature increase of about 0.12 degrees F per decade since 1895.
Summer (June-August) 2011 was the second warmest on record for the Lower 48, with an average temperature of 74.5 degrees F, just 0.1 degree F below the record-warm summer of 1936. The epicenter of the heat was the Southern Plains, where Louisiana, New Mexico, Oklahoma and Texas all had their warmest summer on record. The 3-month average temperatures for both Oklahoma (86.9 degrees F) and Texas (86.7 degrees F) surpassed the previous record for warmest summer in any state.
With the exception of Vermont, each state in the contiguous U.S. had at least one location that exceeded 100 degrees F. Summertime temperatures have increased across the U.S. at an average rate of 0.11 degrees F per decade. Much of this trend is due to increases in minimum temperatures (“overnight lows”), with minimum temperature extremes becoming increasingly commonplace in recent decades.
Despite a “near normal” national precipitation average, regional precipitation outcomes varied wildly. Texas, ravaged by exceptional drought for most of 2011, had its driest year on record. In contrast, seven states in the Ohio Valley and Northeast — Connecticut, Indiana, Kentucky, New Jersey, New York, Ohio, and Pennsylvania — had their wettest year on record.
The past nine years have been particularly wet across the Northeast region – since 2003, the annual precipitation for the region is 48.96 inches, 7.88 inches above the 20th century average. Precipitation averaged across the U.S. is increasing at a rate of about 0.18 inches per decade.
Precipitation extremes and impacts were most prevalent during spring (March – May) 2011. Across the northern U.S., ten states were record wet, and an additional 11 states had spring precipitation totals ranking among their top ten wettest. These precipitation extremes, combined with meltwater from a near-record snow pack, contributed to historic flooding along several major rivers across the central United States.
Meanwhile, drought rapidly intensified in the southern Plains, where Texas had only 2.66 inches of precipitation, its driest spring on record. This led to record breaking drought and wildfires, which devastated the southern Plains. Following 2010, during which drought across the country was nearly erased, the 12 percent of the continental U.S. in the most severe category of drought (D4) during July 2011 was the highest in the U.S. Drought Monitor era (1999-2011).
The spring brought a record breaking tornado season to the United States. Over 1,150 tornadoes were confirmed during the March-May period. The 551 tornado-related fatalities during the year were the most in the 62-year period of record. The deadliest tornado outbreak on record (April 25-28th) and the deadliest single tornado (Joplin, Missouri) contributed to the high fatality count.
Globally
This year tied 1997 as the 11th warmest year since records began in 1880. The annual global combined land and ocean surface temperature was 0.92 degrees F above the 20th century average of 57.0 degrees F. This marks the 35th consecutive year, since 1976, that the yearly global temperature was above average. The warmest years on record were 2010 and 2005, which were 1.15 degrees F above average.
Separately, the 2011 global average land surface temperature was 1.49 degrees F above the 20th century average of 47.3 degrees F and ranked as the eighth warmest on record. The 2011 global average ocean temperature was 0.72 degrees F above the 20th century average of 60.9 degrees F and ranked as the 11th warmest on record.
Including 2011, all eleven years of the 21st century so far (2001-2011) rank among the 13 warmest in the 132-year period of record. Only one year during the 20th century, 1998, was warmer than 2011.
La Niña, which is defined by cooler-than-normal waters in the eastern and central equatorial Pacific Ocean that affects weather patterns around the globe, was present during much of 2011. A relatively strong phase of La Niña opened the year, dissipated in the spring before re-emerging in October and lasted through the end of the year. When compared to previous La Niña years, the 2011 global surface temperature was the warmest observed.
The 2011 globally-averaged precipitation over land was the second wettest year on record, behind 2010. Precipitation varied greatly across the globe. La Niña contributed to severe drought in the Horn of Africa and to Australia’s third wettest year in its 112-year period of record.
Arctic sea ice extent was below average for all of 2011, and has been since June 2000, a span of 127 consecutive months. Both the maximum ice extent (5.65 million square miles on March 7th) and the minimum extent (1.67 million square miles on September 9th) were the second smallest of the satellite era.
For the second year running, NCDC asked a panel of climate scientists to determine and rank the year’s ten most significant climate events, for both the United States and for the planet, to include record drought in East Africa and record flooding in Thailand and Australia. Denialist bedbugs complain that there is no definition of “climate disaster” offered from the agency. (Denialists are dictionary-challenged?)
Mercury poisoning marches through our culture with a 400-year-old trail, at least. “Mad as a hatter” refers to the nerve damage hatmakers in Europe demonstrated, nerve damage we now know came from mercury poisoning.
In the 20th century annals of pollution control, the Minimata disaster stands as a monument to unintended grotesque consequences of pollution, of mercury poisoning.
Anyone who scoffs at EPA’s four-decades of work to reduce mercury pollution should watch this film before bellyaching about damage to industry if we don’t allow industry to kill babies and kittens in blind, immoral pursuit of profit at public expense.
American Elephants, for example, is both shameless and reckless in concocting lies about mercury pollution regulation (that site will not allow comments that do not sing in harmony with the pro-pollution campaign (I’d love for someone to prove me wrong)). Almost every claim made at that post is false. Mercury is not harmless; mercury from broken CFL bulbs cannot begin to compare to mercury in fish and other animals; mercury pollution is not minuscule (mercury warnings stand in all 48 contiguous states, warning against consumption of certain fish). President Obama has never urged anything but support for the coal-fired power industry — although he has expressed concerns about pollution, as any sane human would.
Republicans have lost their moral compass, and that loss is demonstrated in the unholy campaign for pollution, the campaign against reducing mercury emissions. It’s tragic. In Nebraska, on Wednesday July 14, the Cooper nuclear generating station of the Nebraska Public Power District (NPPD) ended it’s “notification of unusual event” as floodwaters of the Missouri River retreated from the site.

According to the Associate Press report, the alert for the nuclear power plant at Fort Calhoun remains in effect. Fort Calhoun is upriver from Cooper, and lower in elevation in relation to the Missouri River. Fort Calhoun also was offline and in cold shutdown when the alert was posted, because it had been in a refueling operation. Fort Calhoun is operated by Omaha Public Power district (OPPD).

No damage was done to the reactor at either site. Operations continued at Cooper.
Rumors of a serious incident aroused conspiracy nuts when a hoax report out of Pakistan claimed the Russian nuclear agency had said the Fort Calhoun plant was in meltdown.

St. Mary’s Senior Helps Library Build Flood Archive
St. Mary’s Episcopal School student Ellery Ammons is devoting her summer break to helping the Memphis Public Library & Information Center build an archive documenting the Mid-South floods of 2011.
Ammons, an employee of the Shelby Forest General Store owned by her parents, is also a Girl Scout, working toward her Gold Award.
Recognizing the need to document this year’s historic deluge, the high school senior decided to take on the tasks of soliciting, cataloging and archiving community photos to create the 2011 Flood Collection.
She plans to create a digital archive of flood photographs to provide future generations with an accurate record of the floods that ensued when the Mississippi and its tributaries overflowed in Memphis and the surrounding areas this past spring.
Library digital projects manager Sarah Frierson said she’s delighted to have the extra hands in the history department, saying the collection “will be a wonderful complement to the library’s existing Mid-South Flood Collection, which documents the floods of 1927 and 1937.”
The Benjamin L. Hooks Central Library, 3030 Poplar Ave., is seeking photo donations to add to the 2011 Flood Collection. Donations, which will become part of the library’s permanent collection, can be brought to the history department on the main library’s fourth floor or e-mailed to Flood2011.Photography@gmail.com.

True to form, several birther and other conspiracy paranoiac sites claim that these plants in Nebraska are gone, in flames, or leaking water that nearly glows.

A shocking report prepared by Russia’s Federal Atomic Energy Agency (FAAE) on information provided to them by the International Atomic Energy Agency (IAEA) states that the Obama regime has ordered a “total and complete” news blackout relating to any information regarding the near catastrophic meltdown of the Fort Calhoun Nuclear Power Plant located in Nebraska.
According to this report, the Fort Calhoun Nuclear Plant suffered a “catastrophic loss of cooling” to one of its idle spent fuel rod pools on 7 June after this plant was deluged with water caused by the historic flooding of the Missouri River which resulted in a fire causing the Federal Aviation Agency (FAA) to issue a “no-fly ban” over the area.
Located about 20 minutes outside downtown Omaha, the largest city in Nebraska, the Fort Calhoun Nuclear Plant is owned by Omaha Public Power District (OPPD) who on their website denies their plant is at a “Level 4” emergency by stating: “This terminology is not accurate, and is not how emergencies at nuclear power plants are classified.”
So, we have some questions to deal with:
Is there a serious incident at the Fort Calhoun facility?
Has anyone ordered a news blackout, and if so, why?
Is it likely that a Pakistani newspaper relying on Russian sources can better report on a nuclear power plant in Nebraska than, say, the local Omaha newspaper?
As much as we might like to give The Nation a chance at being accurate, how likely is it that a U.S. president could order a complete revocation of emergency safety plans for a nuclear facility, when, by law and regulation, those plans are designed to protect the public? The story smells bad from the start, just on government processes in the U.S.
This is the photograph used by The Nation to illustrate its online article claiming a meltdown at the Fort Calhoun nuclear power station in Nebraska. It shows a flooded nuclear power station, Fort Calhoun we might assume. Is it? Does the photograph show any problem besides the flooding?
The Russian report is too strong, probably. First, there’s no news blackout, as evidenced by local reporting. Second, our American “be-too-conservative-by-a-factor-of-ten” safety standards make piffles sound like major problems. The story’s being filtered through a Pakistani newspaper should give us further pause in taking things at face value.
Cooper Nuclear Station near Brownville, Neb., declared a “Notification of Unusual Event” about 4 a.m. Sunday when the Missouri River there reached a height of 42.5 feet.
The declaration, which has been anticipated by the power plant’s operators, was made as part of safety and emergency preparedness plan the station follows when flooding conditions are in effect.
The plan’s procedures dictate when the Missouri River’s water level reaches 42.5 feet, or greater than 899 feet above sea level, a notification of unusual event is declared. If the river’s level increases to 45.5 feet or 902 feet above sea level, plant operators are instructed take the station offline as a safety measure.
FORT CALHOUN, Neb. — Despite the stunning sight of the Fort Calhoun nuclear reactor surrounded by water and the weeks of flooding that lie ahead, the plant is in a safe cold shutdown and can remain so indefinitely, the reactor’s owners and federal regulators say.
“We think they’ve taken adequate steps to protect the plant and to assure continued safety,” Victor Dricks, spokesman for the Nuclear Regulatory Commission, said Thursday.
Tim Burke, vice president at Omaha Public Power District, said the plant’s flood barriers are being built to a level that will protect against rain and the release of record amounts of water from upstream dams on the Missouri River.
“We don’t see any concerns around the Fort Calhoun Nuclear Station,” Burke said at a briefing in Omaha Mayor Jim Suttle’s office.
The nuclear plant, 20 miles north of Omaha, was shut down April 9 for refueling. It has not been restarted because of the imminent flooding.
Who do we believe, a Russian report issued more than 6,000 miles from Nebraska, reported in a newspaper in Pakistan, or the local reporters on the beat?

UPDATE, June 20, 2011: Let’s call it a hoax
I don’t think I’m going too far out on a limb to call the claims of a serious accident, emergency and potential disaster at the Fort Calhoun site, a hoax. The Russian report — if it exists — may not have been intended as a hoax, but coupled with filtering through the credulous and gullible foreign press (we’re looking at you, Pakistan’s The Nation), it has risen to hoax level, to be debunked. Sure, you should be concerned about safety and security at Fort Calhoun and Cooper — but you should be concerned about safety and security at every nuclear power plant around the world, all the time. This may be a good time for you to reread John McPhee’s brilliant Curve of Binding Energy. It’s dated — Ted Taylor died October 28, 2004 (was his autobiography ever published?) — but still accurate and informative, plus, any excuse to read any work of McPhee is a great one.

Robber Barons and other very wealthy people owned a dam above Johnstown, Pennsylvania, at a hunting club. The dam was known to be deteriorating, but the very wealthy did not want to foot the bill to fix the dam.

In a rainstorm, on May 31, 1889, the dam broke. More than 2,200 people died in the flood and fires that followed.
It is impossible to describe briefly the suddenness with which the disaster came. A warning sound was heard at Conemaugh a few minutes before the rush of water came, but it was attributed to some meteorological disturbance, and no trouble was borrowed because of the thing unseen. As the low, rumbling noise increased in volume, however, and came nearer, a suspicion of danger began to force itself even upon the bravest, which was increased to a certainty a few minutes later, when, with a rush, the mighty stream spread out in width, and when there was not time to do anything to save themselves. Many of the unfortunates where whirled into the middle of the stream before they could turn around; men, women and children were struggling in the streets, and it is thought that many of them never reached Johnstown, only a mile or two below.
At Johnstown a similar scene was enacted, only on a much larger scale. The population is greater and the sweeping whirlpool rushed into a denser mass of humanity. The imagination of the reader can better depict the spectacle than the pen of the writer can give it. It was a twilight of terror, and the gathering shades of evening closed in on a panorama of horrors that has few parallels in the history of casualties.
When the great wave from Conemaugh lake behind the dam, came down the Conemaugh Valley, the first obstacle it struck was the great viaduct over the South Fork. This viaduct was a State work, built to carry the old Portage road across the Fork. The Pennsylvania Railroad parallels the Portage road for a long distance, and runs over the Fork. Besides sweeping the viaduct down, the bore, or smaller bores on its wings, washed out the Portage road for miles. One of the small bores went down the bed of a brook which comes into the Conemaugh at the village of South Fork, which is some distance above the viaduct. The big bore backed the river above the village. The small bore was thus checked in its course and flowed into the village.
The obstruction below being removed, the backed-up water swept the village of South Fork away. The flood came down. It moved steadily but with a velocity never yet attained by an engine moved by power controllable by man….
“Johnstown is annihilated, ” telegraphed Superintendent Pitcarin to Pittsburg on Friday night. “He came,” says one who visited the place on Sunday, “very close to the facts of the case. Nothing like it was ever seen in this country. Where long rows of dwelling-houses and business blocks stood forty-eight hours ago, ruin and desolation now reign supreme. Probably 1500 houses have been swept from the face of the earth as completely as if they had never been erected. Main street, from end to end, is piled fifteen and twenty feet high with debris, and in some instances it is as high as the roofs of the houses. This great mass of wreckage fills the street from curb to curb, and frequently has crushed the buildings in and filled the space with reminders of the terrible calamity. There is not a man in the place who can give any reliable estimate of the number of houses that have been swept away. City Solicitor Kuehn, who should be very good authority in this matter, places the number at 1500. From the woolen mill above the island to the bridge, a distance of probably two miles, a strip of territory nearly a half mile in width has been swept clean, not a stick of timber or one brick on top of another being left to tell the story. It is the most complete wreck that imagination could portray.
“All day long men, women, and children were plodding about the desolate waste looking in vain to locate the boundaries of their former homes. Nothing but a wide expanse of mud, ornamented here and there with heaps of driftwood, remained, however, for their contemplation. It is perfectly [accurate] to say that every house in the city that was not located well up on the hillside was either swept completely away or wrecked so badly that rebuilding will be absolutely necessary. These losses, however, are nothing compared to the frightful sacrifice in precious human lives to be seen on every hand.
“During all this solemn Sunday Johnstown has been drenched with the tears of stricken mortals, and the air is filled with sobs and sighs that come from breaking hearts. There are scenes enacted here every hour and every minute that affect all beholders profoundly. When homes are thus town asunder in an instant, and the loved ones hurled from the arms of loving and devoted mothers, there is an element of sadness in the tragedy that overwhelms every heart….
“It is impossible to describe the appearance of Main street. Whole houses have been swept down this one street and become lodged. The wreck is piled as high as the second-story windows. The reporter could step from the wreck into the auditorium of the opera house. The ruins consist of parts of houses, trees, saw logs and reels from the wire factory. Many houses have their side walls and roofs torn up, and one can walk directly into what had been second-story bed-rooms, or go in by way of the top. Further up town a raft of logs lodged in the street, and did great damage. At the beginning of the wreckage, which is at the opening of the valley of the Conemaugh, one can look up the valley for miles and not see house. Nothing stands but an old woolen mill….”
Seen from the high hill across the river from Johnstown, the Conemaugh Valley gives an easy explanation of the terrible destruction which it has suffered. This valley, stretching back almost in a straight line for miles, suddenly narrows near Johnstown. The wall of water which came tearing down toward the town, picking up all the houses and mils in the villages along its way, suddenly rose in height as it came to the narrow pass. It swept over the nearest part of the town and met the waters of Stony creek, swollen by rains, rushing along with the speed of a torrent. The two forces coming together, each turned aside and started away again in a half-circle, seeking an outlet in the lower Conemaugh Valley. The massive stone bridge of the Pennsylvania Railroad Company, at the lower base of the triangle was almost instantly choked up with the great mass of wreckage dashed against it, and became a dam that could not be swept away, and proved to be the ruin of the town and the villages above. The waters checked here, formed a vast whirlpool, which destroyed everything within its circle. It backed up on the other side of the triangle, and devastated the village of Kernville, across the river from Johnstown.
The force of the current was truly appalling. The best evidence of its force is exhibited in the mass of debris south of the Pennsylvania bridge. Persons on the hillsides declare that houses, solid from their foundation stones, were rushed on to destruction at the rate of thirty miles an hour. On one house forty persons were counted; their cries for help were heard far above the roaring waters. At the railroad bridge the house parted in the middle, and the cries of the unfortunate people were smothered in the engulfing waters.
